In support of the CAMRIS-implemented, USAID/Nepal Monitoring, Evaluation, and Learning (MEL) Activity, we seek an Evaluation Specialist for the upcoming Midterm Performance Evaluation of USAID/Nepal’s Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project. The purpose of this midterm performance evaluation is to better understand the extent to which aspects of the GHSC-PSM/Nepal Results Framework still hold, determine whether the project is on track to meeting its stated objectives and results, and the project’s capacity to provide quality technical assistance to the Ministry of Health and Population (MOHP) in achieving the national supply chain objectives. This evaluation also will assess USAID/Nepal’s management processes in advancing the project objectives. The findings from the evaluation will be used to strengthen current activities through the identification of course-correcting actions to ensure the project will meet its objectives, develop recommendations for future activities, and provide recommendations to the Government of Nepal and External Development partners in Nepal with evidence of good supply chain management practices.
Responsibilities
- Serve as a key member of the evaluation team by providing expertise and quality assurance on evaluation methods and issues.
- With supervision from team leader the incumbent will be responsible for supporting in evaluation design and methodology, training and monitoring field researchers, data management, analysis and report writing.
- Participate in planning and briefing meetings, data collection, data management, data analysis, and development of presentations and reports.
- Support evaluation team to ensure timely and quality delivery of outputs (deliverables).
Qualification
- Master’s degree or higher level of education in a relevant technical area (public health, pharmacy, nursing, social science).
- At least five years of experience in health program implementation and monitoring and evaluation, including design and implementation of evaluations.
- Strong qualitative evaluation and analytical skills.
- Good presentation and writing skills, including report writing experience.
- Familiarity with USAID health programs/projects.
- Familiarity with USAID M&E policies and practices, including evaluation policies, results frameworks, and performance monitoring plans.
- Fluency in Nepali is required.

- Serve as a key member (senior level supply chain professional) of the team providing technical input in the design and methodology of evaluation regarding supply chain management in Nepal including warehousing, forecasting, quantification, and supply planning.
- Ensure timely and need-based coordination with Management Division (MD)/LMS, relevant partners and with the evaluation team to implement evaluation tasks in a smooth manner.
- Perform analysis of data obtained from LMIS and other sources.
- Participate in planning and briefing meetings, data collection, data management, data analysis, and development of presentations and reports.
- Ensure timeliness and quality delivery of evaluation deliverables.
Qualification
- Master’s degree or higher level of education in public health, pharmacy, nursing, business administration or equivalent degree in a relevant technical area.
- At least eight years’ experience with public health supply chain projects with USAID project implementation experience preferred.
- Excellent interpersonal skills, including experience successfully interacting with host country government officials, and other stakeholders.
- Understanding of public health program implementation, monitoring, and evaluation, including design and implementation of evaluations.
- Good presentation and writing skills, including report writing experience.
- Fluency in Nepali is required.

- Contribute to finalization of the selection process for village development committees (VDCs) and specific school communities in the target districts.
- Lead a field research teams in conducting interviews and focus groups with stakeholders in Kathmandu, at the district level and at the local level in target districts, VDCs, and school communities.
- Ensure adherence to protocols, identify and solve problems, and communicate regularly with the team leader and data manager.
- Use qualitative data analysis software to code interview transcripts.
- Map qualitative data findings in collaboration with team leader and evaluation team.
- Provide expert input in the finalization of the evaluation design, workplan, and tools.
- Present findings to the Nepal Mission, as relevant.
- Contribute, in writing, to draft and final evaluation reports.
Qualification
- A master’s degree or PhD in education, evaluation, or another relevant field.
- Experience in conducting the evaluation of education projects with specific expertise on Early Grade Reading Program (EGRP) Evaluation.
- Knowledge and insights of the National Early Grade Reading Program (NEGRP) and EGRP in Nepal.
- Established and strong relationships with central and district level education-related stakeholders in Nepal.
- Adept in leading and managing teams during data collection.
- Strong skills in evaluation, data analysis, and report writing.

- Support the research team in planning, coordinating, and conducting meetings at the central, regional, and district levels with relevant stakeholders.
- Assist/conduct key informant interviews (KIIs) and focus group discussions (FGDs) with relevant stakeholders in the field.
- Support the coordination and timely functioning of all travel expenses/logistics and other logistics as needed for the effective implementation of the evaluation.
- Support the team in collating, transcribing, and translating data gathered from KIIs and FGDs.
- Support data coding as needed
- Conduct any other tasks as required during the fieldwork.
Qualifications
- A bachelor’s degree or higher degree in a social science field.
- At least three years of experience leading FGDs and KIIs in the development sector in Nepal.
- Experience in transcribing and translating the KIIs and FGDs.
- Experience working with international organizations, stakeholders, and beneficiaries.
- Good oral communication skills in English, Nepali; fluency in Maithali, Awadhi, and Tharu languages is preferred.
- Experience working with women as well as other minority and disadvantaged groups in Nepal.
- Experience in data coding is an added advantage.
