FCA work in three thematic areas; Livelihoods, Education and Peace. In Nepal, FCA has been working since 2013. It has been implementing development cooperation and earthquake response programs and projects covering 14 districts across the country. As a civil society actor, FCA realises its mission and vision through development cooperation, humanitarian assistance and advocacy work.

Nepal National Dalit Social Welfare Organization (NNDSWO), Media Advocacy Group (MAG) and FCA have received a project funded by European Instrument for Democracy and Human Rights (EU EIDHR). The target districts of the project is Siraha, Mahottari, Surkhet, Jajarkot and Kalikot. In order to support quality implementation of the project entitled “Supporting Collective Voice and Action against Caste Based Discrimination in Nepal”, FCA is recruiting a M&E Officer .

The primary purpose of the position is to ensure regular monitoring of EU funded projectfor quality assurance. The M&E Officer will maintain and ensure that the standard project monitoring tools and techniques from EU and FCA are applied and followed in Planning, Monitoring and Evaluation (PME) process. The M&E Officerwill be responsible for providing reports and information of project at processes, outputs, outcomes and impacts levels to the project management team (PMT), Project Manager of NNDSWO and FCA Programme Coordinator.

Job responsibilities:

  • Lead the development and carrying out of the project baseline and end line survey
  • Develop the M&E plan and relevant tools
  • Responsible for data management (collection, entry, update, analysis, reporting and regular feedback) on project activities
  • Lead data review and verification to assure internal consistency and validity of project M&E data
  • Conduct monitoring visits to project areas and address monitoring and reporting data collection issues
  • Support the project team to prepare project specific annual plans and quarterly, annual and final progress reports
  • Review and document monitoring reports and progress reports, develop a matrix of recommendations/issues and ensure the corrections are made against it
  • Present, discuss and share the periodic progress reports and findings to the relevant authorities
  • Train and capacitate the project team on PME including other members of consortium.
  • Ensureproject conformity with Core Humanitarian Standards (CHS) and roll-out the Complaints response mechanism
  • Develop the ToRs for the mid-term and final evaluation and oversee their implementation
  • Perform other duties as requested by the supervisor

Requirements:

  • Bachelor degree in relevant disciplines with 5 years of experience or Master's degree with at least 3 years of experience
  • Strong experience in PME and research
  • Proven experience in Logical framework, project management and setting up a monitoring & evaluation system
  • Good presentation, communication and facilitation skills
  • Knowledge of rights-based approach and past experience in EC funded projects will be advantages.
  • Good communication skills, team-work oriented and able to work in a multicultural environment

The position is a fixed-term contract with 34 months’ starting from January 2018. The benefits of the position will be as per FCA Nepal HR practice and Policy. The position is based in FCA Nepal Country Office in Kathmandu with frequent travels to the project districts.
