Oxford Policy Management (OPM) is delighted to announce that we are looking for a Consultant - Monitoring, Evaluation, Accountability and Learning  to join a growing team. Our focus is on developing systems that are useful and utilised, with an emphasis on supporting implementers and decision-makers to improve design and implementation to maximise programme impact. Put differently, our objective is to achieve impact through M&E. Our current hypothesis is that a focus on decision-makers and implementers, such as implementing partners, will help to achieve this. If we provide the information they need, they are more likely to improve their project. This in turn will increase the chance for impact. This, at least, is the theory and naturally there are many challenges, however, over the past years we have made good experiences with such an approach, both in terms of achieving impact and in terms of generating demand. Key responsibilities of the role

  • Design, implement and strengthen M&E: facilitate the development of theories of change for interventions of programmes; determine information needs, potential indicators, data sources, and analysis. Integrate these into processes for reporting, feedback, learning and adaptation; develop an understanding of systems already in place and how they can be strengthened, support implementation of new/improved systems.
  • Build relationships with relevant stakeholders to understand their needs and to be able to build systems that are useful for them
  • Manage proposal development in support of new business, including writing the technical and management sections for proposals, identify experts and team leaders, and create proposal budgets
  • Contribute to OPM Nepal’s MEAL intellectual capital development activities, including developing technical resources such as standardised approaches and tools, as well as introducing new concepts to ongoing and upcoming projects
  • Manage projects to high quality standards, budgets and time. This includes managing and quality assuring sub-contractors on M&E projects
  • Deliver and organise internal and project related training sessions and organise an ongoing webinar series with a network of M&E specialists
  • Design and implementation of quantitative surveys and qualitative studies and the introduction of Management Information Systems (MIS)
  • Work across the full evaluation cycle including defining analysis plans, leading scoping visits, designing sampling strategies, developing instruments, overseeing data collection, designing and carrying out econometric analysis, and disseminating results through written reports, briefing notes, and presentations.
  • Provide support and on-the-job learning to more junior team members, and deliver internal training seminars to contribute to the wider company’s technical development in MEAL processes.

Required skills and experience

  • Degree and post-graduate qualification in relevant discipline (appropriate social science discipline, incl. economics, development economics or other)
  • Experience with M&E systems projects, incl. developing theories of change, logframes, indicators, data sources, reporting and feedback processes
  • Experience with qualitative and quantitative data, such as design and implementation of surveys and evaluations. This is ideally coupled with field experience in managing data collection activities
  • Strong Stata (or SPSS) skills, especially at Consultant level
  • Ability to travel to the provinces and local governments for short-term assignments
  • Experience in working closely with stakeholders in developing countries (such as government ministries, NGOs) to design and implement useful and utilised M&E systems
  • Experience in working with international stakeholders (e.g. donors) to design/implement M&E systems
  • Experience/interest in providing support to programmes
  • Experience/interest in areas such as independent monitoring, third-party monitoring, external monitoring a plus
  • Interest/experience in setting up M&E systems for governments a plus
  • Fluency in Nepali.

Please note that this is a 2 year fixed term contract, there will be the possibility of the role being extending or becoming a permanent position depending upon new projects.
