Logistic officer

Working place: Katmandu/Banepa (with frequent visitto Dhap)

PRESENTATION OF TRIANGLE HUMANITARIAN GENERATION (TGH)

"Actor of a sustainable and shared solidarity"

Created in 1994, TGH, the French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in water, hygiene and sanitation, civil engineering, food security and rural development, protection and education. TGH currently works in 11 countries in Africa, Asia and the Middle East.

CONTEXT

Following the 2015 earthquake, TGH conducted an exploratory mission to Kavrepalanchok district

In partnership with the NGO ARSOW, emergency and post-emergency projects were carried out.

The partnership is being maintained for a new project currently underway in Sindulpachowk district.

PRESENTATION OF THE MISSION

In May 2016, TGH and its partner ARSOW-Nepal conducted a mission in Sindhupalchok district to assess the needs to be met in the district. It led to the implementation of a second phase of the Integrated Global Reconstruction Project that started on September 1st, 2016, for a total duration of 36 months. Mainly focused on the reconstruction of housing and community infrastructures (schools, roads, water supply networks, etc.), this programme also includes a component on food security and economic recovery.

The objective is post-earthquake reconstruction through an integrated approach, ensuring the reconstruction of houses and infrastructure, WASH (water, hygiene and sanitation) activities and economic recovery in targeted villages with particular focus on the most vulnerable..

This project aims to strengthen the resilience of populations. The implementation of this project follows a participatory methodology, integrating both the beneficiaries themselves and the government institutions through steering committees.

TGH is the project leader towards the donor (AFD & FdF).The implementation of this project is entrusted by ARSOW under the supervision of TGH and follows a participatory methodology, involving both beneficiaries and government institutions.As such, a capacity building component of our partner is also included in this project.

The population of the four targeted villages (Thangpaldhap, Thangpalkot, Gunsakot and Bothang - each separated by 1 to 2 hours of walking) represents about 17,000 people, 13,000 of them will benefit directly from the project.

JOB DESCRIPTION 

The logistician officer works under the responsibility of the Head of Mission (HoM) and in collaboration with:

  • ARSOW logistic team ;
  • TGH and ARSOW coordinators ;

The mission of the logistician officer is divided into three essential tasks:

  • Ensuring the validity of logistics documents with respect to donor rules;
  • Follow ARSOW logistic team needs in term of capacity building ;
  • Provide logistical management of the TGH Nepal Mission.

RESPONSIBILITIES :

Insuring the validity of logistics documents with respect to donor rules:

1. Ensure communication between the TGH team and the ARSOW logistics:

  • Establish regular and formal contact with the ARSOW logistics team;
  • Ensure that all documents that must be validated by TGH are validated in the rules and on time;
  • in close coordination with ARSOW, participate in each procedure of logistics activities in relation to project 

2. Ensure all logistics documents are  completed, collected, and archived:

  • Update the purchase plan
  • Support the Dhap team in writing and monitoring distribution plans;
  • Ensure compliance of the procedures according to donor rules and if necessary propose modifications (amendment, derogation, etc.);
  • Provide help and proof reading of contracts;
  • Ensure that all contracts are translated into English
  • Ensure archiving of logistics documents at TGH level (ARSOW and TGH doc including RH files);

Follow ARSOW project inventory monthly update and send it to HOM ;

Ensure the regular sending of documents to the  head of Mission(electronic version and paper);

  • Ensure that all contracts are  completed and translated; where appropriate propose amendments and translation;

Follow ARSOW logistic team needs in term of capacity building

  • Find out the needs expressed by the logistics team in terms of capacity building; 
  • Propose and organize with HOM or TGH HQ representative specific training for logistic team member; 
  • Keeps of possible training in Nepal. 

Provide logistical management of the TGH Nepal Mission.

Ensures all the logistical needs of the TGH Nepal mission by respecting TGH logistic rules: 

  • Management of Transportation for TGH representatives for their travel to visit project sites and other necessary official visit.
  • Responsible to transport TGH related goods as per requirement.
  • Assets management (maintenance, Equipment, etc.);
  • Monitoring and monthly updating of the inventory;
  • Management of the means of communication (internet and telephone);
  • Informatics maintenance ; 
  • Etc. 

This list is not exhaustive, you could be requested to perform other tasks as your supervisor may judge necessary.

REQUIREMENTS

  • Excellent communication and interpersonal skills
  • Work experience as a logistician;
  • Work experience in the humanitarian sector;
  • Knowledge of Nepalese laws and regulations 
  • Knowledge of computer with practical knowledge of logistics software 
  • Outstanding organizational and coordination capabilities
  • Ability to work independently and manage multiple projects
  • Ability to work in odd hours.
  • Completed Graduated level in any discipline.
