The Nepal Programme

International Alert has been working in Nepal since 2002. Alert-Nepal aims to support national and international actors to build the long-term conditions for, as well as address short-term blockages to, sustainable peace in Nepal 

International Alert is implementing 2 years Nepal Peacebuilding Programme which aims to strengthen local peace, collaboration and capacity building of civil society resulting in evidence-based policy reforms contributing to conducive environment for sustainable peace.

Job purpose and project focus

The Learning and Communication Officer will be responsible to strengthen and implement comprehensive monitoring, evaluation and learning (MEAL) and communication plan to oversee the successful of implementation of projects, measure program progress & impact and establish effective lesson learning and accountability mechanisms for the Alert program. In doing so, s/he will document progress, results and lessons from the projects and play key role in developing effective communication strategies, outputs and channels to communicate to donor, partner, government and other audiences. The incumbent will lead to develop monitoring and learning frameworks and coordinate to promote key lessons and learnings for the improvement and design of the project and for wider dissemination and adoption across the organisation. 

Duties and responsibilities

In collaboration with partners and Alert staff in Nepal, the region and London, the key responsibilities of Learning and Communication Officer include:

Program quality and planning:

  • Work with and support DM&E team and the project leads in preparing projects MEAL plans, indicators tracking sheets, and MEAL tools in line with the projects action plans and budgets.
  • Participate in designing and implementation of studies, assessments and learning in coordination and cooperation with project staffs and partners.
  • Support the DM&E leads on identifying capacity needs of Alert and partner’s staff on MEAL and lead capacity development plans to address the capacity gaps.
  • Examine projects implementation and assess possible improvements based on lessons learned, best practices and identified key gaps.
  • Support the development of tools/methodologies to enhance projects quality.

Project monitoring, evaluation and reporting:

  • Track and monitor outputs, expected results and lessons from projects and Alert’s intervention and present findings to Project leads.
  • Support design and planning, implementation and follow-up of evaluations.
  • Ensure appropriate and consistent implementation of project monitoring plan and tools and to support the projects managers in the review/revision of it when necessary.
  • Conducts regular field visits to projects sites to carry out process monitoring as well as gathers feedback from the beneficiary community about the implemented projects and submit a detail report about the activities.
  • Support in designing and strengthening M&E data collection and management systems.
  • Contribute to development of donor reports, internal reports and presentation of findings/learnings to relevant team members. 
  • In coordination with PMs, contribute to strengthen and implementation of beneficiary feedback mechanism resulting in data collection, analysis and integration of lessons learned.
  • Enhance capacity of partner organizations and in-house staff on monitoring and evaluation

Communications and learning:

  • Analyses information on capacity and learning needs of alert and partner organizations and develop plans and activities to improve the identified capacity and needs.
  • Lead in the planning and organizing learning forums and action plans to reflect on progress and lessons on strategies for supporting and managing policy research organizations, preparing the written communications, information and material required and assisting with the logistics of planning such events. 
  • Play key rolein writing, editing and dissemination of the achievements and the lessons learned in form of assessments, analytical reports, case studies, success stories by project staffs, partners and stakeholders. 
  • Lead in developing and updating the communication strategy of Alert Nepal Programme in line with the Alert Global Communication Strategy.
  • Support alert and partners to identify effective messages and develop various media and communications products; taking a proactive role to ensure that the team develops and maintains consistent and clear communications among the participants of the initiative.
  • Communicate and share findings, results and lessons learnt of Alert programs both internallyand externally
  • Contribute toincrease visibility oforganizations inclose coordinationwithproject team and headquarters.
  • Contribution to Effectiveness of the project and wider Alert Programme
  • Work collaboratively with different programmes for strengthening integration and cross-learning in programmes 
  • Contribute to design new projects/programmes for fund raising
  • Proactively volunteer for various team activities 
  • Show an eagerness to take on any other tasks assigned by the line manager  

In addition to the main duties and responsibilities above, the Learning and Communication Officer may be required to undertake other related tasks that contribute to the aims and activities of the Nepal Programme.

Travel requirements

The position will be based in Kathmandu with extensive travels to working districts outside the capital.

PERSON SPECIFICATION

Education

Desirable

  • Bachelor's degree in a relevant subject, such as peace and conflict studies, Mass communication and journalism, human rights, development studies, international relations, or social science.
  • Knowledge and understanding of project monitoring and evaluation
  • Understanding of the current M&E trends and especially M&E systems in development organisations 

 

  • Master's degree in a relevant subject,
  • Knowledge of analysis software and tools such as SPSS 
  • Knowledge of contextual diversity of various areas of Nepal
  • Training in communication strategy and networking, conflict transformation, dialogue facilitation, mediation.

  • Minimum of two years of experience on M&E and/or communications or media
  • Proven record of programme design and project M&E planning and management.
  • Experience in conducting surveys, evaluations, DM&E framework and log-frame.
  • Proven track record in developing communication and learning strategies, key messaging and products.   
  • Worked in peacebuilding and access to justice themes and/or media
  • Published news articles, advocacy campaign products or research reports 
  • Experience of conducting research
  • Experience of organising lesson-learning sessions

  • Good Knowledge of result-based management, monitoring and evaluation techniques and processes and learning frameworks

  • Knowledge of security and governance issues as part of peace processes
  • Excellent facilitation skills
  • Fluency in any other languages including Maithili, Bhojpuri, Awadhi and Hindi.
