1. Background
The American Red Cross (AmCross) Nepal delegation, currently works with the Nepal Red Cross Society (NRCS) to implement the disaster preparedness projects Tayaari and the Inclusive Community Based Disaster Risk Reduction (ICBDRR) with the support from USAID-OFDA and MACP respectively in 5 NRCS districts. These projects aim to save lives and reduce suffering during disaster through strengthening the district chapter capacity and increasing the capacity of communities for disaster preparedness and response.
2. Scope of project/program
In order to align the implementation of Tayaari and ICBDRR projects with their expected project outputs/outcomes, AmCross seeks to hire a consultant who will develop system, protocol, guidelines and tools to be used by both the projects. The consultant will support to design the meaningful inclusion measures including steps, activities, tools to be used during program implementation by the different layers of the program team members.
3. Objectives
- To develop practical definition of inclusion in context with NRCS and projects.
- To strengthen the district chapter understanding of inclusion and capacity to apply principles of inclusion in all programs and activities at the chapter level.
- To assess the existing project activities and define meaningful inclusion measures in those activities.
- To review/develop tools, implementation methodology to ensure that inclusion is addressed as per defined standards.
4. Scope of Work
- Developing work plan of the consultancy period
- Assess/review project objectives; activities and achievements
- Conduct Inclusion Workshop to projects team with curriculum
- Conduct Orientation to delegation staff
- Provide specific recommendations for both the projects
- Report writing
5. Methodologies
The assessment and review of existing project activities will be based on field visits to project areas and desk review of the related documents. The workshop and orientation need to be conducted with the participative method.
6. Deliverables
Following are the key deliverable for theconsultancy;
- Two workshops on Inclusion for district chapter staffs, volunteers and project staffs
- Develop action plan and tools on Inclusion focusing on Tayaari and other chapter activities at the district level
- Develop action plan and tools to improve inclusion in ICBDRR project.
- Develop common understanding on GESI among the project team.
- Provide report with specific guidance and recommendations to the district chapters and project team for inclusion assessment and enhancing inclusiveness program interventions
- Conduct one day orientation on Inclusion to AmCross delegation staff.
7. Required Qualifications
AmCross is seekinga competent professional(s) for this consultancy. It is anticipated that the following skills and experience will be represented:
- Minimum 5 years of inclusion work experience of which minimum 3 years practical experience in designing/implementing inclusion activities in disaster preparedness program
- Have successfully designed, reviewed inclusion program in a rural setting that is aimed at reaching most vulnerable population
- Demonstrated experience in designing and delivering inclusion workshops.
- Fluency in English and Nepali is required.
