Details / requirements:

Humanitarian Program Strategy:

  • Assist the chairman in developing the humanitarian program strategy, a key program pillar of the overall Organizational Strategy. 
  • Formulate program implementation framework based on the BATAS Foundation humanitarian program guidelines. 
  • To provide active leadership within the BATAS foundation program to promote and support all aspects of preparedness planning and action 
  • To promote learning and knowledge management within the BATAS Foundation through dissemination of up-to-date thinking on humanitarian issues, in particular emergency preparedness and good practice.

Program Development, Design and Proposal Development:

  • Develop sound understanding of external environment and BATAS strengths to inform strategic planning and positioning on humanitarian issues and programming opportunities 
  • Work closely with the Program Manager and Chairman for regular scanning of donor environment and mapping to keep internal donors database active and updated 
  • Assist  Program Manager to prioritize programmatic needs, explore new donors, develop high quality proposals and expand partnership based on the country needs
  • Support Program Manager and the Senior Management Team in the capacity assessment of local and national civil society organization for potential partnership and sub-contracting relating to a specific project 
  • Develop protection profiling and monitoring and tools in collaboration with funding organization

Program Management:

  • The HFP ensures that the programs are implemented in a cost effective, consultative, and participative and gender sensitive way and ensuring Gender mainstreaming in the humanitarian program 
  • Oversight of HP teams, ensuring that the team members are working in line with the policy and HP strategy and guidelines. 
  • Support the Program Managers to ensure that capacity building plans are developed for the staff members and partners (if any), and monitor the implementation of these plans. 
  • Arrange quarterly program management meetings with BODS, Program Managers and staffs in order to review progress of programs and prepare plan of action for next quarter. 
  • Keep close coordination with key stakeholders e.g. government authorities, donors, and civil society organizations 
  • Represent the BATAS Foundation in coordination forums e.g. humanitarian clusters (protection, WASH, Shelter, etc.
  • Liaison with finance to ensure that financial reports are prepared in timely manner and is reviewed by the HP team and have provided feedback to the finance team in case of any variance 
  • Work closely with Supply Chain to ensure that procurements are made in a timely manner while remaining in compliance with BATAS Foundation and donor rules and regulations, and ensure that proper procurement procedures are followed by Humanitarian Program staff 
  • Manage, maintain and develop information systems to ensure accurate, timely and complete data and information for assessments, monitoring and evaluation, internal and external reporting, planning, decision-making and program learning.

Program Quality:

  • Ensure that the BATAS Foundation humanitarian program to the BATAS foundation’s standards and quality as well as relevant international policies and minimum standards including SPHERE Standards.
  • To ensure that protection needs are analyzed and addressed appropriately in all programs 
  • Ensuring appropriate technical assistance is provided to field teams in timely and professional manner 
  • To promote systematic program monitoring and evaluation to ensure that lessons learnt are documented and shared for cross-program learning in the country.

Fund Raising:

  • Contribute in the process of visualization of functional scope of works for Batas Foundation in the fields of Social Entrepreneurship and corporate social responsibility (CSR).
  • Provide functional leadership for design and dissemination of various fund raising events, campaigns, collateral materials, web-based publications, updates, public appeals, presentations and social media campaigns. 
  • Facilitate meetings, give presentations and negotiate with the existing and potential donors, sponsors and partners to promote continuous fund raising function of the Foundation. 

Financial Management:

  • To manage the humanitarian program finance, including: annual budgeting for humanitarian response and preparation of budget for new donor funded projects
  • Prepare annual, quarterly spend plan with monthly phased expense plan linked with work plan and Budget Vs. Actual 
  • Monitor proper utilization of the project budget on monthly basis and provide timely feedback to finance department on any variance that might come in the Budget Vs. Actual

Staffs Management:

  • Task delegation to staff, provide day to day support to the departmental team
  • Explore capacity building and learning opportunities for departmental team
  • Build capacity of HP team through formal training sessions, mentoring and coaching in the areas of project management cycle, reporting and proposal development 

Qualifications, Skills, Experience & Knowledge:

  • Master degree in Disaster Management, Social Work, Development Studies, international development, public administration, social science or other relevant area or equivalent professional experience. 
  • Five years’ experience with excellent professional track record with at least three years of Disaster Risk management level experience within NGO leadership working in emergency/ humanitarian program implementation. 
  • Experience of managing or leading humanitarian response program e.g. emergency WASH, Early Recovery, Cash for Work, Livelihood, Disaster Risk Reduction and Emergency Response. 
  • Experience of designing and/ or implementing Humanitarian Capacity Building strategy and activities.
  • Excellent program development, proposal and report writing skills
  • Ability to guarantee effective and timely outputs 
  • Highly developed budget monitoring and management skills 
  • Strong commitment to support/develop capacity of national staff and developing   second layer of leadership 
  • Proven management ability and inter-personal skills -team player 
  • Problem solving and leadership skills 
  • Proficiency in most common computer software including word processing, spreadsheets
  • Ability to deal with difficult, often frustrating work situations 
  • A willingness to live and work in insecure environment with movement restrictions
  • Strong experience of linking humanitarian response to development programming, including policy and advocacy and of disaster risk reduction programming at all levels 
  • Knowledge of humanitarian standards and conceptual guidelines and frameworks such as the Humanitarian Charter, SPHERE standards, the International Red Cross and Red Crescent Code of Conduct.
  • Willingness to travel extensively to field sites. 
  • Languages: fluency in English (oral and strong English writing skills).
