POSITION DESCRIPTION

POSITION TITLE: Human Resource and Organizational Development Manager (national position)

LOCATION: Kathmandu, Nepal

REPORTS TO: Chief of Party or designate

CONTRACT LENGTH: 12 months

BACKGROUND:

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed. The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development and the British people through the United Kingdom’s Department for International Development and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal. 

POSITION SUMMARY:

The Human Resource and Organizational Development Manager will closely work with the Chief of Party, Deputy Chief of Party and Finance and Administration Manager and team of Hamro Samman Project to provide human resource technical advisory support to the team, assist for smooth transitioning in organizational structure implementation, orientation on policies and procedures, develop HR and OD materials as relevant, facilitate training on effective people management and practices, effective performance management cycle and facilitate compliance procedures in accordance with local labor Law and Winrock’s policies and procedures. 

ESSENTIAL REPONSIBILITIES:

Recruitment and Onboarding:

  • Develop ToRs, advert, longlisting and shortlisting, prepare and process written and interviews, complete post recruitment procedures.   
  • Develop an onboarding package and program for new staff including development or revision of existing materials.

Organizational Change and TransitionManagement:

  • Review the organizational strategy and structural changes required
  • Lead team on discussion around changing roles and responsibilities and revising each person’s job description to reflect their changing roles with the project expansion
  • Review job descriptions aligning with new structure
  • Conduct a skills gap analysis on existing staff and identify current capacity which can be up-skilled to deliver on new functions, and additional skills needed to deliver the strategy
  • Support on structure transitioning implementation.

Performance Management:

  • In collaboration with Winrock home office, review and revise Performance Management tools and propose additional tools to meet the aims of the organization
  • Orient and train all staff Performance Management tools.
  • Develop individual and collective staff capacity building plans and learning curve.

People Management:

  • Work in collaboration with external consultants to facilitate training for management staff on people management skills and approaches. 
  • Work in collaboration with external consultants to facilitate training on coaching and mentoring 

Human Resource Administration and Management:

  • Support team on effective employee life cycle management and engagement
  • Lead recruitment and procurement of consultants
  • Ensure all staff, partners and consultants are trained on and aware of the project’s safeguarding policy
  • Oriental staff on new employee manual and develop an orientation package and presentation
  • Orient all staff on existing operational policies and procedures and develop orientation materials 
  • Provide technical advisory support to strengthen human resource capacity of operations team, management team, Deputy Chief of Party and Chief of Party

Technical Support and Training for Partners:

  • Develop and deliver training to Hamro Samman CSO, private sector and government partners on compliance with Labor Act, 2017
  • Provide technical support to Hamro Samman partners to develop and implement compliant human resource policies and practices
  • Conduct audits, if needed of partners’ human resource practices and policies

QUALIFICATIONS: 

Education: Master's degree in Human Resource Management or related field

Technical: Minimum of 7 years of professional expertise on Human Resource Management and Organizational Development

Experience:

  • Strong background on dealing with different cultural groups and ethnicities
  • Experience on organizational development, structure transitioning and people management skills
  • Experience of handling the strategic decisions and stakeholder analysis
  • Experience working with bigger team and technically sound on Human resource management and development.

Skills/Knowledge:

  • Ability to do the best negotiation to fit the organizational objectives
  • Strong recording and documentation skill required
  • Strong Coordination and effective communication skills required
  • Advanced computer skills in Microsoft Word, Excel and Powerpoint
  • Technical experience or knowledge of human trafficking, labor migration and related themes preferred

Communication: Excellent spoken and written communication skills, including the ability to liaise with technical staff and present information in a clear and concise style. Fluency in written in English.

Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Analytical skills: Ability to analyze information and solve problems with excellent attention to detail.
