JOB DESCRIPTION/SCOPE OF WORK

TITLE: Health System Strengthening (HSS) Team Manager

PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Nepal

General Summary and Background

The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. 

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

Principal Duties and Responsibilities (Essential Functions)

Under the guidance of the Technical Director, the HSS Team Manager will primarily engage with the HSS team to provide capacity building support to GoN stakeholders and monitor the project technical activities related to improving the supply chain and commodity security in Nepal. The HSS Team Manager will collaborate with GoN stakeholders in the provinces and with external development partners (EDPs) on the implementation of GHSC-PSM project activities, according to the agreed workplan. This position requires an understanding of supply chain implementation, oversight, problem-solving, data management, and coordination. The successful candidate will report to the Technical Director.  The key responsibilities include but not limited to:

  • Ensures the project HSS and supply chain management activities are aligned with the agreed workplan and that activities to improve commodity security, supply chain effectiveness, warehousing, and FASP are completed to agreed quality and timeliness standards.
  • Supervise HSS team.
  • Participate as a member of the project management team.
  • Ensure the HSS team have the required skills and training to fulfill their roles.
  • Plan staff resources to achieve work plan objectives.
  • Ensure all team members comply with Chemonics' HR policies and procedures.
  • Guide the HSS team contribution to the annual work planning process.
  • Provide technical expertise and innovation in developing work plan content.
  • Ensure HSS work plan content is aligned with overall project objectives.
  • Prepare HSS technical content for periodic and ad hoc reports as required ensuring timeliness and accuracy of content.  Ensure team provides data and information for M&E reporting and stock reports as required by the project, client and stakeholders.
  • Liaise with stakeholders at all levels as required by the work plan activities ensuring the project is professionally represented and messaging is clear and within project and client policies.
  • Provide HSS technical content for presentations to Client and GoN stakeholders and implementing partners.
  • Ensure HSS team contributions to communications are timely, accurate and framed within project and client policies.
  • Regularly update work plan tracker for HSS activity progress.
  • Regularly update risks and issues logs for HSS activity matters.
  • Maintain other records as required by project, organization, client and stakeholders.
  • Maintain close contact with supervisor and other technical team s to ensure project work is coordinated and complementary across all work streams.
  • Ensure operations requirements are understood by HSS team and cordial relationships are maintained.
  • Ensure the project is presented in a professional light to all external audiences and stakeholders.
  • maintain excellent relationships with key stakeholders such as Management Division DoHS and Provincial health directorates.
  • Support the collection of key performance indicator data used to monitor the supply chain process at the central, provincial, district/municipality and facility levels.
  • Support the provision of root cause analysis to justify indicator variances and explain changing situations to clients and stakeholders.
  • Ensure all technical activities within the work plan are scheduled appropriately and the resources to deliver them are planned.
  • Support the implementation and operationalization of the eLMIS.
  • Oversee development of supply chain capacity building materials including SoPs, posters, infographics, guidebooks and, manuals.
  • Provide technical input to the development of supply chain training materials and capacity building activities.
  • Develop recommendations for the improvement of supply chain KPIs within the GoN health distribution system.
  • Work with the Technical Director to design and plan innovative supply chain development initiatives for the benefit of the health supply chain in Nepal.
  • Work with the HSS team to develop and implement supply chain process improvements within the GoN health supply system.
  • Other tasks as assigned.

Job Qualifications

  • Advanced degree in public health, supply chain or management is preferred or equivalent
  • Minimum 10 years’ experience in supply chain implementation, oversight and monitoring (preferably health commodities)
  • Previous experience in public health commodity management, warehousing, FASP and procurement is desirable
  • Demonstrated ability to manage and implement public health programs in a developing country
  • Ability to manage and supervise technical specialists
  • Able to take direction and collaborate with other project teams and stakeholders
  • A good understanding of the Nepal federal structure
  • Proficient in writing skillsand presentation skills;excellent interpersonal, written and oral communication skills in English and Nepali languages and proven public relations skills
  • Excellent Microsoft Office skills

Supervision

  • The HSS Team Manager will report to directly the Technical Director.
  • The HSS Team Manager will supervise the Commodity Security Specialist, Supply Chain Specialist, Quantification and Stock Analyst and the Data Officer. 

Working Conditions/Duration of Assignment

This is an annually contracted position based in Kathmandu, Nepal with an immediate start date.
