Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of marginalized populations. This includes people who live in geographically remote areas of Nepal, people who are from historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity (women and girls). More recently, PIN has also supported Nepal's post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind. PIN is strongly committed for safeguarding of children and vulnerable adults, including people with disability, in line with its safeguarding framework and child protection policy.

Scope of work

Grants Development Coordinator (GDC) is part of PIN Program Quality & Development unit and is responsible for the overall coordination of program development in line with PIN Nepal Country Strategy priorities. He/she works closely with the Head of Programs and MEAL department to ensure PIN’s grants development approach draws on evidence-based programming and responds to contextualized needs and donor requirements. GDC coordinates across all departments and PIN headquarters to ensure relevant tools and resources are fully utilized, and leads on in-country coordination with PIN partners and stakeholders for timely development of different components in all stages of the grant development process.

Main responsibilities/detailed task

Program Development

  • Under the guidance of HOP, provides dedicated support to the development of concept notes, proposals and situation analysis-coordinating the development process with all relevant departments, including designing logical frameworks, setting realistic and measurable targets and developing narrative proposals and budgets.
  • Assists the HOP in context analysis and research regarding the current political, socio-economic and security situation in Nepal to inform mission’s strategy development and/or proposal writing, participates in the drafting/editing of assessment reports.
  • Ensures proposed action is in compliance with the donor´s requirements and strategic priorities, as well as the priorities of People in Need
  • Coordinates and communicates with selected donors.
  • Leads and/or supports partner negotiations including teaming and pre-bid agreements.
  • Supports development of reports and proposals, ensuring integration of information and recommendations delivered by the previous programs including from minutes of donors meeting, evaluation reports, audits etc.

Quality assurance & accountability

  • Ensures that programs actively coordinate with MEAL unit to understand, co-design, internalize and utilize MEAL frameworks that are essential in providing a consistent context for measuring achievements against indicators; reviewing project progress and make any adjustments; and maintaining accountability and transparency between all parties involved throughout the project life-cycle.
  • Ensures the integration of the MEAL team (where present) in the proposal development process and supports the monitoring plan creation. Provides strategical guidance (when not available from MEAL unit) or acts as the MEAL focal point for CP’s (when no national team in place) when agreed with the MEAL Unit Head.
  • Ensures a full and timely submission of complete proposal and annexes following the calendar creation.
  • Works with HOP to strive for ensuring that internal and international standards are mainstreamed across program design and operationalization.
  • Ensures the proper functionality of the Complaints Response Mechanism (which is a function of the MEAL Unit) as a relevant and efficient tool for communication with beneficiaries.

Capacity building

  • In coordination with HOP and MEAL Manager, builds capacities of programs to ensure that national program managers understand, internalize and practice program design by increasing the knowledge and awareness in different spheres, such as logical framework, theory of change, overall project design, goal, outcomes, impact, outputs etc.
  • Ensures institutional knowledge about solicited projects and donors´ requirements and priorities (In-country induction training, capacity building, face-to-face consultation, debriefings, presentations).
  • Ensures the systematic sharing of project formulation and proposal writing lessons learnt among the PIN staff and monitors and advises on the technical capacity development of the staff involved.
  • Coordinates required technical inputs , with other PIN units (especially Knowledge & Learning)
  • Coordinates provision of trainings with HOP, CD and HR to ensure that programs, including relevant field staff, understand and internalize internal and international humanitarian and development programming standards.

Other

  • Adhere to PIN Code of Conduct and key policies including Child Protection Policy and Safeguarding Policy.
  • Performs a variety of other related duties as required 

Requirements

  • Extensive knowledge of proposal and donor funding requirements for in country calls (Pooled funds, ECHO, Embassies) but also should have experience with EC, US GOV, DFID and UN and the ability to apply that knowledge in preparing proposals
  • Reliable communication with institutional donors and ability to build positive relations
  • Have the ability to both coordinate different teams and participate in different team environments
  • Demonstrated experience and focus on local capacity building of competencies (training / coaching).
  • Proven track record of success in securing funding through competitive proposal submissions
  • Strong critical thinking, problem solving, coaching and mentoring skills.
  • Ability to perform under time pressure, have flexibility, work independently, manage multiple tasks and work effectively in fast-paced and multi-cultural environments.
  • Able to innovate and a strong problem solving approach
  • Excellent  communication, presentation and representation skills
  • Enthusiasm for writing and an ability to formulate clear, understandable and logically structured text
  • Motivation for work in development cooperation 

Qualification 

  • Relevant Bachelor’s degree. (Masters degree preferred)
  • A minimum of 2 years of experience developing and managing complex proposals, presentations, and proposal preparation processes.
  • Team leadership, coordination or management experience of diverse and multicultural teams.
  • Excellent writing, editing and proofreading skills, with an eye towards proposal messaging, themes, proposal aesthetics and content
  • Experience in the NGO sector or donors agency
  • Fluent Nepali and excellent written and spoken English required
  • Nepali nationals only
