BACKGROUND:

The Knowledge-based Integrated Sustainable Agriculture in Nepal (KISAN) II Project is a USAID funded five-year second phase of the USAID Feed the Future (FTF) initiative in Nepal. The aim of KISAN II is to increase resilience, inclusiveness, and sustainability of income growth in the FTF zone of influence. The US$ 32.70 million project is implemented by Winrock International in collaboration with five other Nepali and US based organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), Development Project Service Center (DEPROSC), Digital Green, Siddhartha Inc, and Overseas Strategic Consulting (OSC).  

KISAN II aims to work with private sector firms, input suppliers, Millers, and private sector change agents etc.; whoever are playing a catalyst role in agriculture productivity, competitive market systems, a stronger enabling environment to agriculture sector business growth and literacy skills. KISAN II works in twenty-five Hill and Terai districts in the province number 3, 5, 6 and 7 of the country over a five-year period.

POSITION DESCRIPTION 

The KISAN II Grants and Sub-Contracts Assistant Account Officer will be responsible for providing support to the following key activities: scrutinize financial reports received sub-grantees, support to update sub-grant tracking system, conduct financial orientations to sub-grantees, following up for the financial reports from the sub-grantees and timely payments as per the sub-agreements. He/she will be working under the guidance of Partnership and Innovation Fund Director, PIF team and in close cooperation with the technical team. The Grants and Sub-Contracts Assistant Account Officer will be responsible for following activities:

MAIN RESPONSIBILITIES:

  • Support in ensuring that financial reports and supporting documents are received from grantees as per the sub-agreements and payments are processed in timely manner
  • Assist in reviewing financial reports, supporting documents and ensuring that the submitted documents are in line with the grant reporting procedures of USAID KISAN II
  • Support to KISAN II finance section to update tracking of fund disbursement, bank deposits and acknowledgement of receipts from the sub-grantees
  • Assist in monitoring compliance issues concerning sub-grants provisions and GON requirements concerning tax, VAT and other liabilities
  • Visit to the place of grantee organizations for institutional strength verification, review financial management system and assist to conduct financial management orientations
  • Review books of accounts of the subgrantee organizations and ensure that the organization has maintained minimum requirements to implement the grant activities
  • Ensure that financial reports from subgrantees are up to date, comprehensive, and complete
  • Documents hard copy file/folders for all grant awards including of all financial reports and supporting documents
  • Assist to develop and maintaina sub-grant tracking system that provides information for the comparison of budget vs. actual expenditure
  • Attend PIF Advisory Committee meetings as a note taker to document discussions for further action in absence of Grants & Sub-Contracts Finance Officer
  • Carry out any other assignments as directed by Partnership and Innovation Fund Director, and Grants & Sub-Contracts Finance Officer

QUALIFICATIONS AND REQUIRMENTS:

Education: Minimum a Bachelor’s degree in business studies/Business Administration.

Experience: The ideal candidate should have the following experience:

  • A minimum of 2 years of work experience in grants management
  • Prior experience in USAID grants management or donor funded development programs
  • Fully computer literate in MS Office including Word, Excel and Power Point
  • Knowledge of accounting software preferred
  • Person with high integrity, and commitment to organizational values and principles
  • Aware of VAT/TAX rules of GON.

Other:High level of English and of Nepali is required.
