POSITION TITLE: Grants and Contracts Coordinator (national position)
LOCATION: Kathmandu, Nepal, with visits to 12 districts in central, mid-west and far-west Nepal
REPORTS TO: Finance and Administration Manager
CONTRACT LENGTH: 12 months
BACKGROUND:
Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed.1 USAID’s Hamro Samman is a five-year program generously supported by the American people and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.
POSITION SUMMARY:
The Grants and Contracts Coordinator will coordinate the award of all grants by Hamro Samman, monitor award-related work flows to ensure compliance with USAID regulations and internal processes, ensure the smooth operation of the award systems; and strengthen the capacity of grantees to comply with award terms and conditions, as well as applicable regulations and Winrock International policy.
ESSENTIAL REPONSIBILITIES:
- Develop, analyze, review and negotiate requests for quotations, selection memos, contracts and purchase orders for the procurement of goods and services in compliance with Winrock and USAID rules and regulations
- Develop, review, and finalize terms of reference for grant opportunities in coordination with relevant program team
- Publicize grant opportunities, and coordinate the proposal review and award process ensuring compliance with USAID regulations and internal Winrock procedures
- Provide training and capacity building support to grantees as needed
- Develop, analyze, review and negotiate contract documents for subawards and grants
- Review sub-award modifications, notify senior management of problems and risks
- Process timely advance requests and reconciliation
- Review grantee narrative and financial reports to ensure accuracy and completeness
- Track contracts and agreements to ensure timely advances, renewals and close out
- Ensure grantee compliance with all aspects of the agreements
- Visit grantees’ offices and project activities regularly to assess compliance and provide capacity building support
- Maintain high ethical standards of integrity;
- Respect confidentiality and represent Winrock International at all times
QUALIFICATIONS:
Education: Bachelor’s degree in Business Administration, Finance, or related field, with relevant work experience in a regulatory environment; or equivalent combination of education and five years’ work experience
Technical: A minimum of four years’ experience with grants and/or contracts management under USAID or other international projects
Experience:
- Experience supporting international projects to the highest ethical standards
- Demonstrated administrative skills in supporting the management of complex, multi-activity programming, on time and on budget
- Experience developing and implementing of grants manuals, solicitations, award documents and award modifications
- Experience coordinating procurement of goods and services
- Strong workflow management skills; flexibility; good interpersonal and organizational skills for coordinating a variety of tasks simultaneously; attention to detail; team player
Skills/Knowledge:
- Sound knowledge of procurement, donor contracts, financial and accounting regulations and procedures
- Excellent knowledge of oral and written English
- Computer literate in word processing, spreadsheet, and presentation software (Microsoft)
- Adhere to USAID and Winrock International’s code of ethics, and specifically child safeguarding and trafficking in persons provisions covered in the project agreement.
