SNV is seeking one long-term expert for the area of Gender Equality and Social Inclusion (GESI) for 19 months starting from March 2018 for the “Promotion of Renewable Energy in Rural Areas” (RERA) a GIZ funded project to be implemented in Province 7.

Job Description

  • Keys tasks of the long-term expert include:
  • All GESI related work and tasks that arise in the RERA programme. Especially referring to the Scope of Activities given below.
  • Responsible for GESI Monitoring & Evaluation within the RERA M&E framework.

Scope of Activities

Activity I

GESI friendly approaches:

Support in identification and prioritization of energy service needs of disadvantaged groups and women, and formulation of appropriate technologies, policies and approaches, including income generating and employment measures to address them

  1. The GESI Expert together with Alternative Energy Promotion Centre (AEPC) will conduct a study to identify and prioritize energy service needs of disadvantaged groups and women, and formulate suggestions for appropriate technologies, policies and approaches for Province 7. The findings of the study will be the basis for the “Mainstreaming GESI” activity.
  2. In addition, the GESI Expert will develop and pilot at least 2 replicable approaches to increase income generation and employment for women and other disadvantaged groups. Piloting of the approach will be in Province 7.
  3. On the basis of the experiences collected during the study, the GESI Expert will in close cooperation with AEPC/GIZ:
    • Formulate recommendations for including GESI in the Management Information System (MIS),
    • Give GESI relevant inputs for the revision of the subsidy policy and mechanism
    • Review and adapt Innovative Business Models developed by AEPC/GIZ from a GESI perspective.
    • Include GESI friendly approaches in Capacity Development (CD) - Measures
    • Provide inputs on GESI sensitive Energy Mapping and Base-Lining
    • Develop approaches on how to mainstream GESI in “Mainstreaming GESI” activity.

Deliverables:

  • Study on identification/development of appropriate approaches to address GESI needs in Province 7.
  • Concept and Reports on at least 2 approaches piloted in the field
  • Documentation of Inputs provided on GESI mentioned in periodic reporting
  • Ensure women and disadvantaged population groups take active part in standard and decentral planning and decision making processes in programmes promoting renewables in accordance with the standards contained in the Ministry of Federal Affairs and Local Development (MoFALD) Guidelines

Activity II

Mainstreaming GESI:

Support the mainstreaming of inclusive approaches into Renewal Energy (RE) planning, implementation and monitoring. This activity is of major importance to achieving indicators required for this project. Participation of Women and Disadvantage Group (DAG) in planning, in decision making processes is of great importance. This activity in combination with other RERA activities is expected to contribute to this aspect.

  1. With knowledge gathered from the study and based recommendations from Activity I, the GESI Expert together with AEPC will ensure that RERA’s products/outputs/measures shall reflect strongly inclusive approaches to planning, implementation and monitoring. The GESI Expert will conduct GESI quality checks on all of RERA’s products.
  2. The GESI Expert will review AEPC’s and local government’s processes, policies and measures and will make recommendations to further mainstream these towards gender equality and social inclusion. The GESI Expert will orient the concerned municipality/rural municipality on the appropriate measures and will support the implementation in Province 7.

Deliverables:

  • Inputs on GESI in RERA products, concepts and measures to be noted in periodic reporting.
  • Analysis paper and recommendations on GESI compliance in AEPC’s and local government processes in the selected municipalities of Province 7.
  • Reporting on support for the implementation of GESI mainstreaming measures, including orientation measures for municipalities on GESI mainstreaming government processes and policy in Province 7.

Activity III

Empowerment:

Promote and support local level businesses and organizations headed by disadvantaged groups and women.

  1. This activity is closely linked with the activity – Innovation in the private sector (a Component). The business models that have been developed and implemented under this activity shall contribute to the empowerment of disadvantaged groups (DAGs)
  2. Women and disadvantaged population groups take active part in standard and decentral planning and decision making processes in programmes promoting renewables in accordance with the standards contained in the MoFALD Guidelines.
  3. The GESI Expert will be responsible in identifying business potentials and cases that empower DAGs and women, and feeding these into the development of innovative business cases/models in required activities.
  4. The GESI Expert will develop special measures (trainings, backstopping) to extensively support these groups in setting up businesses in Province 7. With a reference to Activity – Innovative Business Practices, at least 50% (from 30) of the cases must contribute to the empowerment of women and/or by disadvantaged groups.

Deliverables:

  • 50% of the business cases developed in activity, Innovation in the private sector, empower women and other disadvantages groups.
  • Blue print and reporting on special measures applied to foster empowerment of women and disadvantaged groups.
  • Reporting on trainings and backstopping measures undertaken to support DAG and Women in setting up business in Province 7.
  • 2 of the 5 case studies submitted under activity, Innovation in the private sector, are on empowerment success stories.

Qualifications

  • A bachelor’s degree in Gender Studies, Social Sciences, Education, Engineering, Development Studies or relevant discipline. Preferred Master’s Degree in a relevant discipline.
  • At least five(5) years working experience in GESI.
  • Three (3) years working experience in GESI in cooperation with international development partners in the context of Rural Nepal .
  • Two (2) years working experience in GESI in the renewable energy sector.
  • Good knowledge of GESI in the context of Rural Energy in Nepal.
  • Practical working experience in GESI sensitive monitoring and evaluation (M&E).
  • Good command of written and oral English and Nepali.
  • Command of other local languages would be an asset.
  • Regional experience (work experience in South Asia) is desirable.
