CAMRIS International implements USAID/Nepal’s Monitoring, Evaluation and Learning (MEL) Activity a five-year project. The Nepal MEL Activity assists the Mission in planning, designing, conducting, disseminating, and learning from more rigorous monitoring and evaluation of development activities. This includes designing and implementing both quantitative and qualitative evaluations and assessments, as well as providing expert analysis and technical assistance to USAID/Nepal’s programs. The Nepal MEL Activity has three major components:

  • Component 1: Support greater rigor and coherence in USAID/Nepal’s M&E efforts
  • Component 2: Design and conduct analyses, evaluations, surveys, studies, and 
  • Component 3: Support improved knowledge management within the Mission

Under the Nepal Country Development Cooperation Strategy (CDCS), USAID/Nepal has committed to improve Gender Equality and Social Inclusion (GESI) analysis and data collection throughout the program cycle; increase engagement on GESI issues with the GON, donors, civil society, and other USG agencies; implement cross-sector activities to improve inclusive governance; deepen staff ability to identify and address GESI gaps; and emphasize ongoing learning and adaptation on GESI issues. 

NMEL seeks a short term GESI Expert Consultant to facilitate the GESI Summit 2018. The summit is expected to create an enabling environment for GESI integration as well as a collaborative learning event around GESI for implementing partners (IPs) and the Mission staff. Specific outputs of the summit, which is more of a diagnostic nature, are identified as follows:

  • Increased understanding on varieties and levels of GESI related issues, including indicators
  • Identified the gaps in terms of GESI integration and areas for further collaboration

The GESI Summit that is expected to take place in the first week of October is likely to have around 50 participants, including GESI Working Group members (13-14), M&E team point of contacts (POCs) from Implementing Partners (IPs) and AOR/CORs from the Mission. The GESI Summit could be an opportunity to (i) make a follow-up on the Learning Summit – 2018, and (ii) go into a little deeper to explore the issues, gaps, challenges and potential way forward in GESI integration in the program management cycle.

The GESI Expert - Consultant will be responsible to work with the Learning and Capacity Building Specialist at NMEL to develop the summit schedule, design methodology to facilitate the session taking the multicultural group dynamics into consideration. This is a short-term assignment initially planned for maximum Eighteen(18) days starting from mid-September 2018 till the end of October 2018. 

Key Responsibilities of the consultant

  • Review GESI integration related background documents made available by the NMEL
  • Interview selected GESI Experts and CoP/DCoP and document underlying causes, challenges, issues and gaps in GESI integration 
  • Prepare the summit schedule and detailed scripts. Finalize the schedule and scripts after incorporating feedback from NMEL and the Mission
  • Prepare presentation materials for the summit and revise per input
  • Provide feedback on the presentations prepared by other stakeholders for the summit
  • Facilitate the summit in close coordination with the NMEL team
  • Keep track of the outputs from various sessions in the summit
  • Attend a summit reflection discussion at NMEL and carry out any tasks that seems important to make the summit a success 
  • Package all summit materials, and participant’s feedback into a post summit report

Qualification 

  • Degree in social sciences or relevant field with at least 5 years of relevant experience facilitating a multicultural team, Master’s Degree preferred.
  • Extensive knowledge about the GESI issues in Nepal 
  • Experience on using facilitation methods and tools appropriate to deal with the group dynamics
  • Good knowledge of USAID program cycle management
  • Excellent communication skills - both English and Nepali language
