Vacancy Announcement - Finance and Admin Officer

Community Development Organization Bardiya (CDO) is a non-governmental organization working for the poorest of the poor and most vulnerable people of the society to improve their integral aspect of the lives. The organization is being established on 2001. The organization has been implementing the integrated community development projects in the Bardiya district since last 15 years. Currently, CDO is going to implement a WASH project in Gurlariya Municipality and seeking motivated staff for the above position. 

S/he is responsible for the Finance and Admin Department to ensure smooth financial, accounting and administration operations of the organisation building accepted systems and procedures for the organisation S/he will be responsible for accounting/financial management, HR and administration. FAO will report directly to the Office Head of the CDO. S/HE SHOULD BE ABLE:

Financial management: 

  • FAO will be responsible for making payments in cash and bank to all vendors, suppliers, consultants.
  • To keep track of all financial records, both in relation to petty cash and other regular expenses;
  • To make accounting entries in the computerized package.
  • Handling petty cash and making weekly reconciliation.
  • To handle TAX clearance and other compliances with government and other concerned departments;
  • Reconciliation of staff advances and making necessary entries and to ensure accurate payment of benefits and allowances. 
  • To provide appropriate support on procurements, 
  • To resolve accounting discrepancies and irregularities, ensuring that all bills submitted by staff are legitimate and correct, 
  • To make financial expenses following the procedures as per Financial Guidelines.
  • Preparation of documents and ensuring the payments, payment request, agreement, budget forecast etc.

Administrative management: 

  • To administer employee files and other files and records, 
  • To review personnel records like; staff contracts, leave reports, training, time sheet, travelling documents, 
  • To maintain the assets and inventory list and supervise the inventory of store items & ensuring regular verification, 
  • Provide logistic support to program team for smooth implementing of project activities, 
  • Orient about staff manual and guide them as per staff policy, 
  • Ensure the staff and property safety and security. 

Reporting & Documentation

  • To prepare financial statements and reconciliation of the project, 
  • To assist budget planning along with forecasting and reporting, 
  • Monitor and ensure project and administrative spending are in line with agreed budgets, identify potential project under or over-spends
  • To prepare the regular financial reports, customized periodic reports and submit in timely manner
  • Provide regular updates on all finance-related matters.

Auditing

  • To deal with banks and carry out monthly bank reconciliation of existing bank accounts;
  • To ensure the financial audit and coordinate and finalize the auditing process. 

Required qualification for the position: 

  • Nepali Citizen, 
  • Bachelor's Degree in Business Administration, Accounting or Financial Management, 
  • Having 3 years experience in the field of Accounts and Administrationin NGO
  • Good in English languages written and spoken
  • Be familiar with institutional donor financial requirements
  • Familiar with windows-based accounting packages if possible 
  • Good in Office Package (Word, Excel, PowerPoint, Internet and Email)
  • Good in communication with people from diverse community and place.

Duration: initially contract will be for 1 year, with the option to extend based on the satisfactory performance and availability of funding.
