Job Description

Functional Title: Finance & Administrative Officer (National Position)

Base Location: Kathmandu with Frequent Field Visit 

Reporting to:Senior Finance & Administrative Officer

Contract Duration:12 months project based.(Renewable based on availability of funds)

Islamic Relief started its operations in Nepal as humanitarian response to the 2015 mega earthquake and has since been supporting/working with partners to provide life saving and recovery support to the disaster affected population. Post earthquake Islamic Relief is working on building community resilience through integrated development programmes.

Purpose

The position will support routine functions and compliances related to finance, office administration, Human Resource etc. under direct supervision of Senior Finance & Administration Officer.

Responsibilities and Tasks

A.Financial Management (50%)

  • Prepare vouchers and ensure supporting documents of the transactionare properly attached.
  • Handle petty cash and petty cash reimbursement on time.
  • Review and verify the financial document, staff field visit claim and settlement.
  • Prepare Bank/Cash reconciliation statement.
  • Ensure IRW’s tax payments and other statutory obligations are administered in accordance with Nepali law.
  • Archiving:Maintain project file and ensure proper records of Proposal,partnership agreement, budget, report, emails, audited statements, receipt.
  • Prepare Fund transfer request of partner organization, 
  • Coordinate and support partner and their staff member to resolve financial quarries and issues. 
  • Timely collection and payment of bills/invoices and settlement of advance, and payable.
  • Support and coordinate with partners for timely submission of monthly financial report and further consolidation and submission of reports to Islamic Relief Nepal.
  • To facilitate project internal and external audit. 
  • Support the programme team in the preparation of budgets.

B.Office Administration (25%)

  • Carries out small procurement, maintains office supplies/stationery and ensures cleanliness in the office.  
  • Maintain filling system and ensure both hard and electronic copies are easily retrievable.
  • Ensures logistic support to project staff to organize organizational events and workshops effectively.
  • Ensure maintenance of office vehicle and verify the log sheet. 
  • Maintain staff travel approval file, leave file, Vendor agreement file.
  • Maintain Fixed, Non-Fixed (Consumable)Assets Register and ensure timely physical verificationand reconciliation.
  • Liaise between the IRW Programme Coordinator and the Social welfare council on all issues relevant to IRW reporting and legal compliance.

C.Human Resource Management (25%)

  • Place/upload job advertisements through different job web portals/newspaper.
  • Support in preparing offer letters, employment contracts for recruited staffs/Consultant/Vendor and maintain staff contact list.
  • Monitor and record employee attendance/time sheets, leave requests and leave record.
  • Manage staffs benefits in respect of provident fund, gratuity, CIT and medical/Accidental GPA cover as per employment contract and provision.
  • Monitor and ensure personnel files for project staffs are kept up to date.
  • Maintain all HR related filling, ensure fulfillment of Tax corporate requirements (i.e. individual staffs PAN record and tax is deposited through it)
  • Maintain and update Staff/Consultants/Vendor roaster.
  • Prepare correspondence, memos, reports, presentations, and emails to local counterparts.
  • Any reasonable official duties as requested by Line Manager, Program Coordinator and Head of Mission.

The successful candidate must have to be:

  • Minimum Bachelor’s degree in accounting and Finance.
  • A minimum of Three years’ work experience in administrative and financial related work preferably in I/NGOs
  • Hands on experience of QuickBooks is an advantage.
  • Good computer skills including spread sheets and database.
  • Good interpersonal skills.
  • Good knowledge of the English language along with writing and communication skills.
