LOCATION: Based in Rupandehi covering Rupandehi and Kapilbastu

REPORTS TO: CTIP Coordinator

CONTRACT LENGTH: 12 months

BACKGROUND

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed.1 The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development and the British people through the United Kingdom’s Department For International Development and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.

POSITION SUMMARY:

The Field Coordinator will coordinate and monitor all sub-national CTIP activities for the Hamro Samman project, working in partnership with government, civil society and private sector partners in the assigned districts and provinces. The Field Coordinator will have primary responsibility for supporting the establishment and strengthening of local and provincial committees for controlling human trafficking (LCCHTs and PCCHTs); strengthening data collection and sharing by GON, CSOs and private sector related to CTIP; supporting CSO partners to engage in targeted advocacy and outreach related to counter trafficking; supporting selected shelters to increase quality of services delivered to trafficking survivors; and coordinating with private sector to improve services to trafficking survivors and at-risk populations. The Field Coordinator will be Hamro Samman’s primary point of contact in the target districts and be responsible building relationships with the provincial, district, local and ward level authorities, and for collecting data and information required by the project’s monitoring and evaluation team; and proactively identifying emerging TIP-related issues in geographic areas of coverage.

ESSENTIAL RESPONSIBILITIES

Technical support and project management

• Coordinate in-kind technical support to establish and strengthen sub-national government CCHTs (provincial, district, local) to address TIP.
• Provide technical support and engage in targeted advocacy with sub-national government to ensure the development of relevant CTIP policies, incorporating best practice and developed in consultation with the public.
• Coordinate, monitor and oversee effective and quality implementation of activities by government, CSO and private sector partners in accordance with contracts and sub- agreement requirements including the strengthening of shelters, the establishment of a CTIP survivors’ network and civic participation in local decision making by CSO hub members.

Liaison and coordination

• Build strong, collaborative working relationships federal, provincial and municipal level government institutions, civil society and private sector partners at the district and provincial level in the assigned area
• Coordinate and implement capacity assessments of GON, civil society and private sector partners
• Represent the project at various technical meetings

Monitoring and evaluation

• Support quality roll-out of improved sub-national data collection and referral systems by GON, CSO and private sector partners.
• Collect and verify ward, local, district and provincial-level information required for the CTIP M&E plan and enter accurate and timely data into the data-management system
• Identify emerging TIP-related issues and needs for consideration in periodic project planning, implementation, monitoring and evaluation.

Reporting and documentation

• Prepare high-quality, accurate and detailed monthly and other reports in English, and provide high quality contributions to quarterly reports and annual reports
• Maintain appropriate and organized files and documentation

Team Collaboration and coordination:

• Work collaboratively and timely coordination among other program team and office team to achieve project’s deliverables.
• Provide assistance with translation and interpretation between English and Nepali as needed

Other duties as assigned

QUALIFICATIONS:

Education: Bachelor’s degree or higher in community development, law, social work, communications, human rights, social science; or related field

Technical: Minimum 3 years’ relevant experience coordinating capacity development programs for local government and/or civil society.

Experience:

• Experience developing capacity building plans targeting a wide range of stakeholders such as local NGOs, CSOs.
• Experience in strengthening of local and provincial committees for controlling human trafficking (LCCHTs and PCCHTs); quality services provisions to survivors
• Experience in data collection and reporting.

Skills/Knowledge:

• Knowledge on CTIP issues, drivers and human trafficking and foreign labor migration.
• Experience on capacity development and community mobilization.
• Excellent panning and problem-solving skills
• Knowledge on data collection and reporting
• Strong management, communication, and negotiation skills with ability to coordinate and liaise with multiple partners and stakeholders to collect and share data
• Excellent written and oral communication skills in Nepali and English are required.
• Good computer skills in Microsoft Word, Excel, other office package
