Hiring an engineering consultancy firm for construction of Health Post Building
Background
Shree Gap Community Awareness Society is a non-profit organization that has been working in Health, Education, WASH and Sanitation sector since 2071 B.S. Health Post Building Construction is one of its program under health sector. Under this program earthquake resistant building for health post is planned to be constructed in Gap, Chumnubri rural municipality-4, Gorkha district through the support by Mountain Child USA as a donor INGO and implementing role of Shree Gap Community Awareness Society, SGCAS as a Partner NGO.
For this purpose, SGCAS is seeking proposals from engineering consultancy firm to provide technical supervision in Gap, Chumnubri rural municipality-4, Gorkha districts to construct health post building.
Objective of the Assignment
The major objectives of the Health Post Building construction are as follows:
- To provide spacious health post building equipped for delivery and minor injuries.
- The consultancy firm shall be involving in each and every stage of health post building construction from detail design, estimate to until handover given location of Gorkha.
Minimum Requirement
- Experience with high altitude, earthquake resistant, and mountainous design.
- Competent to aid in governmental approval process.
- Licensed and qualified Architect and Structural Engineer.
- Construction management and inspection capabilities.
- Experience in creating project documents such as schedules and cost estimates.
- Portfolio of safe and cost-effective projects.
- Expertise in alternative designs and the use of locally available materials.
Scope of the Assignment
Consultation and Coordination
- Consultation and coordination with SGCAS and Mountain Child staffs and other concerned stakeholder related to health post building.
Design Management
- Drawing and detail estimate/BOQ for the Health Post Building.
Quality Control
- Carryout the monitoring/supervision of the construction work as per the drawing and specifications and test the quality of materials if required.
- Monitor progress & performance of the construction work.
Document management
- Maintain proper documentation for reviewing, editing and recording all decisions.

Reporting Line Manager
The consultancy firm will work under the direct supervision of Hiring Manager.
Duration: Start date and completion date
The assignment is expected to start from June 2019 till the end of January 2021 (21 Months).

Terms of Payment
The last installment will be paid upon the submission of assignment as per these Terms of reference with full satisfaction evaluated by hiring manager.

- VAT registration certificate
- Tax clearance certificate
- Company registration certificate
Confidentiality / Non-disclosure
All material issued in connection with this ToR shall remain the property of SGCAS and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to SGCAS or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.
During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained relating to SGCAS, or other related parties.
The consultant will be required to sign a non-disclosure / confidentiality agreement as part of their undertaking of this work.
Response
The Consulting VAT Registered Firm should submit a proposal by 17th May 2019, Friday via direct drop to MountainChild Office located at Jawalakhel, clearly mentioning the title of assignment in their sealed proposal.
