1.BACKGROUND 

The Nepal School Safety Project (NSSP) is one of six projects that comprise the DFID ‘Strengthening Disaster Resilience in Nepal’ programme. Collectively, these projects look to achieve: Increased preparedness and improved capacity of disaster management systems and to build resilience to minimise the impact of natural hazards in Nepal

The Nepal Safer Schools Project (NSSP) aims to increase school safety in the mid and far west of Nepal. Through retrofitting and reconstruction, disaster risk reduction education, and institutionalization with the Government of Nepal, the NSSP will look to make 200-250 schools safe learning environments. 

The NSSP is managed by a consortium of Crown Agents, the Nepal Society for Earthquake Technology (NSET), Save the Children and Ove Arup.  This recruitment is being managed by Crown Agents and the successful candidate will be hired on a Crown Agents project staff contract.  

Nepal Safer School Project is looking for a dynamic  professional to take over the role of Disaster Risk Reduction Officer. This position is based in NSSP’s Field Offices either in Bharidya, Surkhet, Achham or Jumla.

Reports to:Project Coordinator in Field

Terms of employment:Fixed Term/Project Employment Contract

Location:Field Office (Surkhet, Bardiya, Achham, Jumla)

2.DUTIES AND RESPONSIBILITIES

The DRR Officer will be based in one of the field offices either in Surkhet, Bardiya, Achham or Jumla. The main role of this position is to ensure effective implementation of the safer schools- Pillar 2 activities targeted at schools coordinating with NSSP team and Municipality (Palika) level education stakeholders.

DRR Officer will report to the Project Coordinator of Nepal Safer School Project of Field Office.  

Specifically, the key responsibilities of DRR Officer include: 

Implementation and Facilitation

  • Perform  all the activities under output 2 and 3 at schools and Palika as per the detail implementation plan
  • Technical support and capacity enhancement of SMCs, teachers, PTAs and related stakeholders
  • Work closely with headteacher and focal teacher to carry out the pillar 2 a activities in the school level
  • Facilitate the focal teacher and head teachers to carry out Vulnerability Capacity Assessment (VCA) at schools and develop action plans based on the VCA outputs 
  • Support to develop and implement DRR action plan at schools as mentioned in SIP
  • Support Project coordinator to coordinate with Palika for seeking resource for risk reduction, response
  • Facilitate to Prepare, review and update School Improvement plans to incorporate 
  • DRR and ECA
  • Support Project coordinator to coordinate with Palika for seeking resource for risk reduction, as mentioned in the SIP in order to improve their school safety response
  • Support Project Coordinator in facilitation with palika to develop the Palika level education contingency plan 
  • Organize and facilitate various meetings, workshops and trainings as planned at Palika and school level. 
  • Participate in meetings, orientations, workshops and trainings organized at the level of Palika related to issues of school Safety as needed.

Planning, Monitoring and Reporting

  • Prepare monthly Action plan according to Project plan provided by Project Coordinator 
  • Collect information, prepare monthly and event-based report and disaggregated data in a format provided and send to PC.
  • Support CA MEAL.to conduct the Baseline KAP at school 
  • Maintain DRR information in a database as per the guidance 
  • Document good practices of the project, prepare success stories and share timely to Project Coordinator
  • Regular visit to schools and closely monitor the activities carried out by Schools and support wherever needed
  • Regular update and report to Project Coordinator

Coordination and Collaboration

  • Coordinate with theSMC , head teachers for smooth implementation of activities
  • Collaborate with Pillar 1 team members for smooth implementation of the project
  • Coordinate with Project coordinator for technical support and other supports as per the need
  • Correspondences between the project team and respective stakeholders at the field
  • Support project coordinator for day to day operation.

Leadership

  • Take the overall leadership of the effective project implementation at the targeted schools

Logistic Support

  • With the support of Logistic team of PIU, provide required logistic support in the field including as per the need.

3.QUALIFICATIONS AND COMPETENCIES

  • Bachelor's degree in any discipline and having 2-3 years’ experience in project implementation in DRR in school.
  • Understanding of DRR and knowledge on School based DRR
  • Previous working on School safety is an asset
  • Good Facilitation and motivational skills 
  • Fluency in Nepali required and ability to work on English 
  • Ability to expertly manage competing priorities and have strong time management skills;
  • Strong communication and interpersonal skills; and computer skill
  • Ability to prepare reports in required format
