CAMRIS International implements USAID’s Monitoring, Evaluation and Learning (MEL) Activity , a five-year project in Nepal. MEL Activity supports the achievement of USAID/Nepal’s Country Development Cooperation Strategy (CDCS) Development Objectives (DOs) by assisting the Mission in planning, designing, conducting, disseminating, and learning from more rigorous monitoring and evaluation (M&E) of development activities. USAID/Nepal uses the products and deliverables from the MEL activity to (a) facilitate informed program management, (b) shape the long-term strategic direction of programs and decision-making within the Mission, and (c) enable USAID/Nepal to comply with Agency accountability and M&E requirements.

The MEL Activity has three major components:

Component 1: Support greater rigor and coherence in USAID/Nepal’s M&E efforts

Component 2: Design and conduct analyses, evaluations, surveys, studies, and assessments

Component 3: Support improved knowledge management within the Mission

Under component one, the MEL Activity supports USAID/Nepal in strengthening the capacity of the Mission and its Implementing Partners (IPs) to conduct M&E tasks and use data efficiently. Capacity building on various MEL related topics is one of the major tasks of the MEL Activity. Within capacity building tasks, MEL Activity has been conducting a series of MEL skills related training to the Mission and its IP’s staff. Based on the capacity building and training plan and feedback received from the various trainings and annual MEL survey, the MEL Activity has updated its capacity building and training plan for 2018, where number of trainings is planned in various areas of MEL.

To support the implementation of its current capacity building and training plan, MEL Activity seeks trainer/facilitator for the following trainings through 2019 and 2020:

  1. Qualitative research methods, quantitative methods (planned for February 2019)
  2. Data visualization and reporting
  3. Sampling methods
  4. Collaborating, learning and adapting (CLA)
  5. Survey method
  6. Knowledge management
  7. Theory of change/ result framework/logical framework approach
  8. Data collection and management
  9. Monitoring, Evaluations and Learning (MEL)
  10. Gender Equality and Social Inclusion (GESI)

The duration of the proposed trainingsvary – generally from one to two days each. Each training will be conducted on various dates. The MEL Activity will maintain a roster of the experts and plans to consult them at least two months prior to the training.

The selected trainer/ facilitator (expert –consultant) will be responsible to work with the Learning and Capacity Building Specialist (LCBS) at MEL Activity to develop or revise the detailed schedule, curriculum,and design methodology to facilitate the course.So, each consultancy service will be a short-term assignment ranging from minimum one to four weeks.

Key responsibilities of the consultant trainer/facilitator

  • Review training topics related background documents made available by the MEL Activity
  • Prepare the training schedule and detailed scripts. Finalize the schedule and scripts after incorporating feedback from MEL Activity and the Mission
  • Prepare presentation materials for the training and revise based on the feedback
  • Facilitate the training
  • Keep track of the outputs from various sessions in the training
  • Attend a training reflection discussion at MEL Activity and carry out any tasks that seems important to make the training event a success
  • Package training materials, and participant’s feedback into a post training report

Qualification

  • Degree in social sciences or relevant field, and master’s degree preferred.
  • Extensive knowledge on the related training topics mentioned above.
  • Strong training/facilitating experience on the subject. Five years or more training/facilitation experience preferred.
  • Experience on using facilitation methods and tools appropriate to deal with the group dynamics.
  • Good knowledge of USAID program cycle management and its terminologies.
  • Excellent communication skills. English fluency is required.
