Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of Reference (ToR)

Background

Oxfam has been active in Nepal for over 30 years, and currently employs over 100 national and international staff led from its country office in Kathmandu, which manages both the Humanitarian and Sustainable Development Programme. Oxfam is working towards a vision for Nepal of a just society without poverty, in which all women and men live a life of dignity, enjoy their rights and assume their responsibilities as active citizens of Nepal. For the Sustainable Development Programme, Oxfam continues to build upon its niche and deliver on three inter-connected programme – Gender Justice, Food and Economic Justice and Disaster Risk Reduction and Climate Change Adaptation.

Oxfam’s Sustainable Development Programme is currently working in 18 Districts, 90 VDCs and 7 municipalities reaching out to 368,582 people as direct beneficiaries, Food and Economic Justice (FEJ) is one of the three programme pillars of Oxfam’s Sustainable Development Programme. The FEJ programme includes interventions related to Food Security, Sustainable Livelihoods, Women Economic Empowerment, Enterprise Development, Land Rights and Safer Migration. The goal of FEJ is to improve food security and livelihoods status of poor, socially excluded socially excluded women and men.

Oxfam GB has been implementing Enterprise Development Programme (EDP) since 2008 as a global programme that is being implemented in Nepal since 2010. Oxfam in Nepal have worked with three enterprises namely; Pavitra Seed Enterprise Surkhet, DAFACOS Seed and Vegetable Enterprise Dadeldhura and Nawalparasi Rice Mill Enterprise Nawalparasi. All three enterprises have very good result on creating sustainable agribusinesses, employment and jobs creation, providing access to finance, agriculture inputs, extension services and market to smallholders mainly women and linking government services to their share members.

In this regard Oxfam’s FEJ Programme in Nepal is exploring a consultancy service provider to prepare a learning document that is expected to bring information of all three EDPs that includes; (i) status of the enterprise before EDP, (ii) interventions made by EDP, (iii) major outcomes of the enterprise with EDP support, (iv) learning and (v) future prospects of enterprises and the sector. The major objectives of this consultancy service are:

Objectives of the Assignment

The main objective of this consultancy service is to prepare a learning document of Oxfam’s three EDPs in Nepal.

Short Term Objectives

  • To understand and document the enterprises status before EDP implementation
  • To document the interventions made through EDP and their outcomes
  • To document the learning and future prospects of the enterprise and the sub sector

Scope of service and activities to be completed

The overall scope of this consulting assignment is to visit Oxfam supported enterprises in Surkhet, Dadeldhura and Nawlaparasi; and document the existing and current status of enterprises, outcomes and views from enterprise management, board, beneficiaries and stakeholders.

This service includes following activities, but may not be limited only on this;

General Activities:

  • Interaction with the EDP staffs and Programme Manager – FEJ,
  • Prepare a questioners to bring the information form field
  • Study the project documents, semester and annual reports of the enterprises,
  • Visit enterprises and fields, interact with beneficiaries, board, management of the enterprise, market actors and concern stakeholders to document their views,
  • Short literature review of open pollinated seed and rice value chain (demand, supply, prevailing laws and policies etc) to outline the future prospects of the enterprises even after EDP

Expected Deliverables

A complete learning document from Oxfam’s EDP in Nepal that includes; (i) status of the enterprise before EDP, (ii) interventions made by EDP, (iii) major outcomes of the enterprise with EDP support, (iv) learning, and (v) future prospects of enterprises and the sector

Reporting Line Manager

This work is to be delivered to the FEJ Programme, Oxfam in Nepal and overseen by the FEJ Programme Manager. The consultant will work in overall guidance of FEJ Programme Manager and close coordination with Team Leader- Economic Empowerment and Private Sector Development.

Scope outputs will be signed off by Country Director, Oxfam and the service provider in order to ensure full delivery and timeliness.

Duration of start and completion:

The consultancy will start from September 2017 and end on October 2017. The estimated timeline and activities are given below under budget breakdown. Final reporting of the consultancy service should be submitted not later than second week of November 2017.

Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work.

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
