Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of Reference (ToR)

 

Background

On Saturday, 25 April 2015 (12th Baisakh, 2072) at 11:56 local time, a catastrophic magnitude 7.6 earthquake (as recorded by National Seismological Centre, Nepal) hit Barpak of Gorkha District, about 76 km northwest of Kathmandu. It is the most devastating earthquake since the earlier highly devastating one in 1934 AD. It was followed by more than 424 aftershocks having local magnitude of 4.0 or more (as of 10 January 2015,). The earthquake has affected thirty-one districts, out of which 14 were severely affected. Official death toll as of now has reached 8,790 and 22,300 injuries are recorded. Similarly, 4,98,852 residential buildings were completely destroyed whereas 2,56,697 were partially damaged. Furthermore, 2,656 government buildings (including schools and health posts) were completely collapsed and 3,622 were partially damaged. Likewise, 743 historical and archaeologically invaluable sites were hit by the earthquake causing 133 fully collapsed, 95 partially collapsed and 515 partly damaged.  It is estimated that the lives of eight million people, almost one-third of the population of Nepal, have been impacted by the earthquakes pushing back more than one million people below poverty line. 

 To carry out the reconstruction works related to settlement development, Oxfam in Nepal has partnered with National Reconstruction Authority (NRA), local government and local partner organisations to complete atleast six settlement sites in various identified locations within Nuwakot and Sindhupalchowk districts. Few settlements are safer to live in and few settlements are identified to be relocated. Nepal Reconstruction Authority has identified 56 settlements of 9 districts which are vulnerable to live in and are to be relocated. Oxfam has allocated budget for detail feasibility study for relocation of the 6 settlements of the district. 

 

The names of the settlements are given in the table below. This should be verified with the Geological Study Reports provided by NRA.  

Thus, Oxfam in Nepal, on behalf of partner organisation intend to hire eligible Engineering Consulting Firm preparation of Integrated Settlement Development Plan of selected settlement of Sindhupalchowk district.

 

Objectives of the Assignment

The main objective of the study is to prepare the Primary plan, ie block Plan and Detail Project Report (DPR) for internal public infrastructures of selected settlements.

 

Other objectives are as follows:

i.To access the role and functions of the selected settlements.

ii.To identify the different development potential (physical, economic, social, environmental etc) of the study area.

iii.To formulate development perspective plan with development control tool.

iv.To identify sub- projects to support the integrated settlement/re development plan.

v.To prepare detail engineering design with cost estimate of at least 5 priority internal public infrastructures in each settlement in consultation of Rural municipality, Ward and the target community. (Ceiling Cost for the internal public infrastructures is limited by Integrated Settlement/re Guideline 2074, NRA).

 

Specific Objectives

 I.Road

•To conduct detailed field survey of approach and internal road of integrated resettlement area.

•To Design required structure with drawing as per the standard;

•To Prepare the estimation of the works as per the norms and existing rates; and

•To prepare the drawings and report in standard format.

 

II.Water Supply

•To Conduct detailed field survey of the water supply required to integrated resettlement.

•Population forecasting to calculate demand of water supply.

•To Design required structure with drawing as per the standard;

•To Prepare the estimation of the works as per the norms and existing rates; and

•To prepare the drawings and report in standard format.

 

III.Drainage

•To Conduct detailed field survey of the drainage to integrated resettlement area.

•To Design required structure with drawing as per the standard;

•To Prepare the estimation of the works as per the norms and existing rates; and

•To prepare the drawings and report in standard format.

IV.Electricity

•To Conduct detailed field survey of the electricity in integrated resettlement area.

•To Design required structure with drawing as per the standard;

•To Prepare the estimation of the works as per the norms and existing rates; and

•To prepare the drawings and report in standard format.

 

IV.Community Building

•To Conduct detailed field survey of community building or any structures proposed by community.

•To Design required structure with drawing as per the standard;

•To Prepare the estimation of the works as per the norms and existing rates; and

•To prepare the drawings and report in standard format.

 

V.Land Uses and other local Infrastructure 

•To Conduct detailed field survey of the open spaces, and relevant local infrastructure.

•To Design basic requirement of structure/management plan with drawing as per the standard;

•To Prepare the estimation of the works as per the norms and existing rates; and

•To prepare the drawings and report in standard format.

 

Work Areas 

We intend to work in four settlements in Sindhupalchowk. The sites for the integrated settlement are at various locations in Sindhupalchowk district. The consulting firm is expected to bid considering the package number.

Scope of Services and Tasks and Activities to be completed

The consulting firm will work on sites for the relocation of the settlements (four settlements) and will also prepare detailed engineering design (DED) and Block Plan for at least 6 selected projects from each settlement in consultation with the stakeholders, concerned institutions, and political leaders, DLPIU and NRA- CLPIU (Building). The scope of work of the consulting service could be divided into two phases as follows:

 

I.Plan Formulation Phase

 After identification of the settlements the consultant must analyse the existing situation, development trend, constraints and potentials etc. and 

•Prepare perspective development Plan. The plan will be supported with concept, vision, objectives and strategies.

•List out the infrastructure development projects to achieve the objective of the plan.

 

Data to be collected:

Demographic data: Number of families, Population chart, migration trend, population growth trend etc. shall be collected using primary or secondary source of data whichever is possible.

•Socio-economic data: Livelihood opportunities, Financial, occupational trend and commerce, industries, agricultural activities, education, health facilities, security situation, social security, culture and tradition of the people.

 

•Infrastructure:  

•Physical: road network, drainage, sewerage, water supply, electricity, telecommunication, waste management etc. 

•Social: School, health facilities, police station, recreational places like parks etc. and other institutions etc.

•Economic: shops, industries, banks, agricultural land etc.

•Geological: Identification of the existing fault zone in the locality, to determine the suitability of the site for settlement.

•Land use pattern and change, Land values

•Linkages to hinterlands / Possible future extension of settlements

II.Detailed Design Phase

 The detailed engineering design phase includes the detail engineering survey of the project area, its feasibility study and detailed engineering/ working drawings with cost estimate. The consultant in consultation with the stakeholder, concerned institutions must select at least one priority infrastructure development projects from each settlement for detailed engineering design. The projects for DED shall be finalized in consultation with NRA-CLPIU (Building). The selected projects may be water supply, sanitation and waste water, road improvement/ road upgrading, open space improvement, future extension of the settlement etc. which can be implemented in the coming Fiscal year.

 

The scope of consulting services for detailed engineering design shall include but not necessarily limited to the following:

(i) Conduct detailed engineering survey and detailed engineering design; working drawings of infrastructure development projects that are to be implemented immediately (at least five projects from each settlement).

(ii) Prepare detailed cost estimate and bill of quantity (BoQ), construction schedule for projects.

(iii) Arrange presentation/discussion/meetings as and when required to finalize preliminary design/detailed engineering design incorporating relevant comments, suggestions of the participants/stakeholders/experts

(iv) Manage and conduct presentation of Draft and Final Report in NRA, NRA-CLPIU (Building) and DLPIU and whenever necessary.

1.DETAIL SURVEY 

 I)Detail Survey of Road Alignment: 

 The activities covered in detail survey of road alignment should include the following activities. 

•Fixing of road alignment by setting out the Intersection Points (IP) and Intermediate Points. Establishment of Bench Marks (BM) and other reference points. The IPs, BMs and other important control points should be marked on clearly visible and permanent structures or by using the colour paints and pegs.

•Taking the longitudinal section (LS) and Cross section (CS):

-For L.S. at 10-25 m interval along the alignment depending upon the terrain:

-For CS, at 20 m interval along the alignment from the centre line.

•Conducting chain survey.

•Final lay out survey including setting out of curves (This should be done at survey time)

 

2.DESIGN WORKS

(Take the detailed design of road given below as the sample of detail design)

I)Detail Design of Road Alignment: 

 

Activities covered in detail design of road alignment should include the following:

•Calculate and plot the reduced ground level of longitudinal section;

•Calculate and plot the reduce ground levels of cross section;

•Design economical road profile by balancing the volumes of cut and fill to the nearest possible (indicate the design gradients of various) stretches of road);

•As per the engineering design, prepare the drawings of road's plan (indicating the co-ordinates of IPs) and profile(longitudinal);

•Prepare the roads typical cross sections with the pavement details;

•Design the retaining walls, Brest walls, side drains and other road side structures;

•Prepare drawings for road side structures; as mentioned above.

•Prepare the locality maps (site plan);

•Prepare the cost estimate;

•Prepare the project report by including the documents (design, drawings, Cost estimates etc) prepared for road.

 

Expected Deliverables

Different reports required to be submitted by the consultant are inception reports, field reports, draft final report and final report, with detailed engineering design (Draft and Final) including detailed cost estimate and bid document. All reports shall be prepared in English with summary in English and shall be prepared separately for each settlement. The reporting schedule is as follows:

1)Inception Report (two copies): describing their overall understanding of the Project and detailed work plan/ implementation schedule within 4 (Four) weeks from the date of work order.

2) Field Report (two copies): briefly describing the Project activities undertaken during the field works and activities, problems and constraints, suggested remedial actions and reported 6 (six) weeks from the commencement of works.

3)Draft Final Report (two copies):  within 10 weeks’ month from the date of work order. It should accommodate all the requirements of the plan as per the scope of work. Presentation shall be done at Oxfam and the representatives of DLPIUs and CLPIU- Building at this stage.

4)Final Report (three copies):  within 12 weeks from the date of work order incorporating the suggestions and comments on draft report. three copies of each report in soft copy and two sets of hard copies will be submitted to the Oxfam.

The Draft Final and Final Report should include the Detailed Engineering Design and cost estimate of the selected projects. All the pages of the final reports, shall be duly signed by the team leader and drawings shall be signed by respective experts and stamped by the consulting firm. The Proposed format of reporting is as follows:

Volume I : Executive Summary, Main Report and Annexes

Volume II : Cost Estimate with Cost Analysis

Volume III : Drawings

 

Reporting Line Manager

This work is to be delivered to the respective partner organisations, Oxfam in Nepal and overseen by the Oxfam staff.

Scope outputs will be signed off by Oxfam shelter technical advisor to ensure full delivery and timeliness.

 

Duration

The assignment is expected to start on 12 January 2018. The total work period shall be of 2.5 months after the issuance of the work order. Detailed work schedule will be developed by consultant during proposal writing and inception report. Experts should be mobilized in the field as per the detailed work plan.

Additional Terms and conditions

•The consulting firm can bid for any packages that are listed above.

•The consulting firm is required to submit technical as well as financial proposal to the email address mentioned above.

•The consulting firm can bid for single as well as multiple packages as per the site/sites that are convenient to the consulting firm.

•In case of biding multiple sites, the consulting firm is required to submit separate financial proposal for each site, however the technical proposal can be the same.

Confidentiality / Non-disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non-disclosure / confidentiality agreement as part of their undertaking of this work. 

 

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.

 

ANNEX 1 – QUALIFICATION REQUIREMENTS

The professional personnel’s qualification and major tasks to be undertaken by the individual is as following; however, individual role and responsibility of experts will be detail worked out by consultant during inception report.

Personnel/ Qualifying Criteria

Major tasks to be undertaken by the individual expert (not limiting the following)

Urban Planner / Team Leader:

Minimum Master’s degree in Urban Planning or Regional Planning or Urban Infrastructure Planning with engineering/ architecture/ planning background and at least 5 years of relevant experience after master's degree.

 

 

 

 

·         Lead the team to implement the assignment, prepare reports, deliver the outputs, and achieve the outcome.

·         Review and assess the geographical, physical, socio-economic characteristics of the settlement, concept of integrated settlement development, its criteria and minimum standards for settlement development and other relevant plan, policies, regulations, and studies etc..

·         Develop suitable criteria to select the settlement

·         Prepare up to date town profile, and analysis for future growth trend.

·         Review priority programs/ projects, conceptual plans, designs etc. and provide feedback to responsible expert.

·         Prepare long-term vision, objectives and strategy for the integrated development of settlement.

·         Prepare a list of projects to support the integrated plan with tentative cost estimate.

·         Select two priority projects for each settlement for detailed engineering design with detailed cost estimate, brief summary of each project, including project title, location, concept, design, implementation arrangements, and social and environmental impacts.

·         Coordinate with CLPIU, DLPIU and other related institutions, and within the team.

·         Conduct meeting, workshop etc as and when required.

 

Civil Engineer :

Minimum Bachelor degree in Civil Engineering and at least 3 years of relevant experience after bachelor’s degree.

·         Support to team leader for preparation of survey tools, base map of the selected settlement

·         support team during field survey

·         Prepare infrastructure data base, and calculate present demand and projection of infrastructure & other   related works.

·         Support team for the preparation of DER of the priority projects (road, water supply, drainage and sanitation, parks etc.).

·         Detailed cost estimation and preparation of BoQ.

Architect:

Minimum Bachelor degree in Architecture with at least 3 years of relevant experience, after bachelor’s degree.

·         Support TL/ deputy team leader to prepare building inventory/ architecture/ spatial form, land use zoning,

·         Support team leader to prepare building inventory/ architecture/ spatial form, land use zoning,

·         Support team for the design and drawing of priority projects

Geologist:

Minimum Master's degree in geology, and at least 3 years’ experience after master's degree

 

·         Support team for the preparation of inventory of geological condition, hazard mapping, and other constraints in the settlement area,

·         Support team for selection of the settlements, land suitability analysis

·         Suggest team the appropriate measures for the protection against natural calamities.

GIS expert:

Minimum Master's degree in Geo-information / RS / GIS having minimum 3years of relevant experience after master's Degree.

·         Support team leader for the preparation of settlements base maps and thematic maps.

·         Support team to develop data base, land suitability analysis of potential settlements and preparation of land use maps, thematic maps, infrastructure maps etc.

 

Senior Surveyor:

Bachelor degree in Science or Geo-matics or equivalent with Senior Surveyor’s Training and at least 3 years’ experience after bachelor degree.

·         Support to team for the detailed engineering survey of the settlement/ DED project area.

·         Coordinate with the deputy Team leader and the surveyors regarding the survey and plan preparation.

Economist/ Financial analyst: Master’s degree in Economics, Business administration and equivalent economics/ finance subjects and at least 3 years’ experience after master's degree.

·         Support team to select the settlements on economic perspective and inter-linkages.

·         Assess of land and other resources of the settlement, investment need and mechanism for economic development.

·         Support team to carryout feasibility study (economic/ financial analysis) of selected projects.

Sociologist/ Community Development Expert: Master’s degree in Sociology or equivalent and at least 3 years’ experience after master degree.

·         Support team for the preparation of, survey tools, socio- economic inventory of the settlement

·         Support team during field survey, conducting workshops, awareness program, FGDs etc.

·         Assess critical socio-culture aspect and provide input for preparation of integrated settlement development plan.

·         Assess social organizations, institutional status and recommend for their coordination and capacity building

·         Support team for the assessment of social safeguard concern of priority projects.

Environment expert:Master's degree in environmental engineering or science with at least 3 years’ experience after master's degree.

 

·         Support team for the analysis of environmental condition in the settlement areas,

·         Support team for selection of the settlements, land suitability analysis for settlement growth control/ expansion, and locating development projects

·         Support team to set goals and objectives for environmental sectors, provides critical measures to improve natural and man-made environment of the settlement area.

·         To assess the in environmental aspects, land use incompatibility, public space encroachment, growth of squatter settlements, disregard for cultural heritage/ aesthetic of indigenous architecture and DER.

·         Support team for rapid environmental assessment of selected projects.
