Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Conducting Child Safeguarding and Disability Inclusion Training to Oxfam in Nepal Staff and Partners 

Background

Oxfam is an international confederation of 18 organizations networked together in more than 90 countries, as part of a global movement for change, to build a future free from the injustice of poverty. Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by the population, especially women and other socially and economically excluded groups.

In the delivery of our work, Oxfam is committed to upholding the rights of children, and safeguarding them against actions (intended or unintended) that place them at risk of all forms of violence and harm, including child abuse and exploitation. The responsibility for maintaining child safe environments is a shared responsibility of all Oxfam staff. 

Oxfam recognises the strong link between poverty and disability and that the inclusion of people with disability in development efforts is essential to overcoming poverty. 

Oxfam is seeking a consultant to orient/ train its staff and partner organisations on Child Safeguarding and Disability Inclusion. 

Objectives

The objective of this consultancy is to train all Oxfam staff and selected members of Oxfam partner organizations on Child Safeguarding and Disability Inclusion equipping them to incorporate these in their daily work. 

Deliverable and description of the consultancy

Tasks will include, but may not be limited to, the following: 

  • Read, familiarize and internalize Oxfam Australia and Oxfam Great Britain’s documents on Child Safeguarding and Disability inclusion such as policies, partner policies, procedures, guidelines, toolkit etc. 
  • Read, familiarize and internalize Nepali and local laws, rules, regulations, customs and practices around Child protection/safeguarding and disability inclusion.
  • Prepare training materials that incorporate the following: 
  1. Key concepts and principles of Child Safeguarding and disability inclusion
  2. Contextual legal framework in Nepal for Child Safeguarding and Disability Inclusion
  3. Local customs and practices in Nepal for Child Safeguarding and Disability Inclusion
  4. Importance of Child Safeguarding and Rationale of Disability inclusion 
  5. Oxfam’s policies on Child Safeguarding and Disability Inclusion including relevant code of conducts and expectations for implementation. 
  6. Child Safeguarding reporting procedures
  7. Child Safeguarding around photos, images and story gathering
  8. Child Safeguarding risk assessment and how to complete it (using existing projects)
  9. Disability Inclusion and data collection
  10. Key requirements of a Child Safeguarding Policy including quality check

Deliver training on child Safeguarding and Disability inclusion to the following and prepare a brief report about it - 

All ~210 Oxfam staff and partners in 5 districts. 

Country management Team

  • Work with the country management team to carry out a broad level Child Safeguarding risk assessment for Oxfam in Nepal along with the CMT and prepare a brief report about it
  • Evaluate the effectiveness of the training using pre-post knowledge, attitude and practice surveys 
  • Work closely with the Oxfam Safeguarding focal person and senior management team to build their capacity on the topics to be able to undertake such trainings in-house in the future 

Reporting Line Manager

The consultant will report to the HR Manager. 

Duration

  • Training should be completed over 2 days, ideally 1 day for Child Safeguarding and 1 day for disability inclusion
  • All the sessions should be conducted within two months from the signing of the contract. 
  • The assignment is expected to start on 1st November 2017 and be finalised by no later than end December 2017 

Location

The consultant is required to work in Kathmandu, Nuwakot, Dhading, Sindhupalchok and Gorkha, to deliver the sessions.  

Required Knowledge and Experience

Significant experience (>5 years) working on child rights and child safeguarding issues, as well as disability inclusion within Nepalese context (with demonstrated understanding of international best practice)

  • Proven experience implementing Child safeguarding and disability inclusion policies through programming
  • Proven experience developing and delivering contextualized Child safeguarding and Disability Inclusion training
  • Demonstrated understanding of rights-based approaches to programming
  • Ability to deliver a high quality product in a timely manner 
  • Language requirements - English and Nepali

TOTAL CONSULTANCY BUDGET IN NPR INCLUDING ALL TAXES

 

 

 

 Accommodation, travel and per diem will be provided at Oxfam rates based on actual basis.  

Terms of Payment

The payment will be made after completion of assignment. Invoice (VAT) is to be submitted for any kind of payment.

  • Financial proposal to deliver the Terms of Reference
  • VAT registration certificate 
  • Tax clearance certificate 2073/74
  • Company Registration Certificate (if applying through company)
  • Agreed time sheet of all involved consultants upon completion of project – signed by consultant and hiring manager
  • Detailed work plan – agreed by consultant and hiring manager 

Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work.  

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
