Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of Reference (ToR)

Background

Oxfam is an international confederation of 20 affiliates working in over 90 countries, as part of a global movement for change, to build a future free from the injustice of poverty. Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by the population, especially women and other socially and economically excluded groups. Oxfam in Nepal aims to support the process of development by complementing the government's works. 

Similarly, Oxfam has been implementing WASH Recovery Assistance to Earthquake Affected Communities of Sindhupalchok since January 2017. The program aims on access to safe water, improved sanitation facilities and establishing safe hygiene practices in communities of Sindhupalchowk focusing on gender and social equality.  Oxfam is working actively with its three local implementing partners in completing the project.  

 

Background for Endline Survey

The objective of the WASH Recovery Assistance to Earthquake Affected Communities of Sindhupalchok programme is to support the earthquake-affected communities in order to provide sustainable access to water facilities and improved sanitation and improve the hygiene and sanitation behaviour of the people. The major activity conducted under the program are:

•Rehabilitation/ Repairs/ Construction of Water Supply Systems

•Formation/Reformation of Water Users Committee

•Training to Water Users Committee focusing on sustainability factors

•Construction of School/ Public/ Institutional latrine with water supply and hand washing facilities 

•Hygiene Promotion in communities and schools 

With this program 21 community water supply schemes, 18 school latrines, 3 public latrines and one institutional latrines have been constructed or rehabilitated in earthquake affected districts through the support of Global Affairs Canada. With the completion of program one of the major activities under monitoring and evaluation is to conduct the Edline survey to measure the effectiveness of the project. 

The project’s ultimate expected outcome was to improve the well-being and resilience of women, men, girls, and boys in targeted, earthquake-affected areas of Sindhupalchowk District. The project aimed to achieve this outcome by pursuing three separate but interrelated intermediate outcomes: 

•Intermediate outcome 1100: Increased and inclusive consumption of potable water, focusing on vulnerable people (particularly women and girls) in targeted EQ-affected communities of Sindhupalchowk District

•Intermediate outcome 1200: Increased and inclusive use of improved sanitation services, focusing on vulnerable people (particularly women and girls) in targeted EQ-affected communities of Sindhupalchowk District

•Intermediate outcome 1300: Improved and inclusive use of household-level hygiene practices, focusing on vulnerable people (particularly women and girls) in targeted EQ-affected communities of Sindhupalchowk District

Together, these outcomes provide the foundation for sustainable WASH support at the community level in Sindhupalchowk. To achieve the desired inclusivity, all outcomes focus on vulnerable people within the selected communities, particularly women and girls, but also including vulnerable men and boys, members of ethnic minorities, and people with disabilities. The projects aim to reach total of 18,000 from Community WSS, School latrine, Hospital WSS and Public Latrine. The beneficiaries list of WSS and School latrine is given below while the remaining are from public latrine and Chautara district Hospital

Objectives of the User Satisfaction Survey

The overall objective of this end line survey is to understand the status of the communities and determine the impact of the program in the program implemented communities 

•Additionally, it will help to know what benefits have the communities derived from the improved water supply services such as reduced water carrying time, improvement in hygiene behaviour, improvement in water consumption use, adequacy of water use

•Access to improved latrine in school and user satisfaction with the available facilities 

•Improvement of local human capacity in operation and maintenance of WASH facilities

•Impact on women of targeted communities and involvement in the program

•Improvement of hygiene behaviour of the community  

•Similarly, indicators for WASH activities will be measured during the survey.

 

Scope of tasks will include, but may not be limited to the following: 

Major activities to be undertaken

•Determination of samples location with appropriate sample size for the survey with representation from all three partner working areas and from both rural and semi urban location covering all social and ethnical groups in consultation with Oxfam

•Preparation of Questionnaire for end line survey based on Performance Measurement Framework (PMF) of the program and finalize it in consultation with Oxfam team

•Upload the questionnaire in mobile/ tablet for field survey through mobile application 

•To visit water supply schemes/ latrine constructed communities/ school / Institute for conducting survey

•To train the enumerators on questionnaire and data collection method using Mobenzi/ Other software- in coordination with Oxfam team (Mobenzi: Mobenzi is the official software used by Oxfam in various countries for data collection) 

•To collect data on survey through online data collection tool using Mobenzi/ Other software

•To assess the existing situation of Water Supply Schemes/ Latrines from community perspective.

•To understand the satisfaction and benefits from completed infrastructure

•To assess whether the indicators on WASH as per the PMF are met 

•To assess community hygiene, sanitation related knowledge, behaviour and practices

•To prepare a report on conducted survey and users’ satisfaction level and document the community voices as per the consultation with Oxfam and Partner NGO Team.

•To provide further recommendations on WASH activities to be delivered in the coming days

 

Methodology of the assignment

a)Orientation

The enumerators will be properly oriented on the questionnaire and the use of Mobenzi before starting the field work in consultation with the Oxfam team. Developed questionnaires will be uploaded in Mobenzi by Oxfam.  The survey tools (questionnaire and checklist) and techniques to be used for the study will be clearly explained.

b)Selection of the sites / Samples

The selection of the water supply schemes and latrine will be done in consultation with Oxfam and the sample determined shall cover all the working areas of all its three-local partner and covering both rural and semi urban areas. 

c)Study methods

The study will be conducted using the following methods:

•Household survey (for users ie community members)

•School Survey (Students/ Teachers) of supported schools

•Interviews with Water User Committee Members/ Management Committees and relevant local WASH stakeholders such as WSSDO, M/W-WASHCC

•Observations during Household visit

•Focus Group Discussion/ key informant interview at local communities/ School/ Institutes

The necessary tools will be developed by the study team in consultation with WASH staff of Oxfam. 

d)Data Analysis and Reporting

The collected data will be clearly tabulated, analysed as well as presented using simple statistical methods like averages, percentages etc. Use of pictures, charts and graphs will be used to make the report interesting, legible. The report will be brief and supported by relevant, figures facts and diagrams. Initially the draft report will be shared to Oxfam humanitarian Team. Data and information on gender and social inclusion will be gathered and feed into the report. The data will be integrated within the survey questionnaire.

 

Oxfam Team Composition

The end line survey will be led by MEAL Coordinator/Officer and technically supported by Project Manager, WASH TL and District WaSH team

 

Vehicle Management:

Vehicle will be managed by Oxfam.

 

Expected Deliverables

•A detailed data on Edline survey collected through Mobenzi/ other software.

•A report of the conducted survey with good pictures and community voices. A detailed, accurate and articulated report on the status of the communities in project areas of   Oxfam supported project. 

•Presentation to the Oxfam WASH team:  After the completion of the field study and before the final reporting, a presentation to Oxfam is expected on the findings and suggestions / recommendations. 

•All supporting documents

The estimated time for the user satisfaction survey is from December 17, 2018 till January 22, 2019.

 Payment shall be done in following instalments

• I installment: 20 % of the total cost after signing of contract and submission of detail work plan

• II installment: 30 % after submission of Inception report with detail methodology for the survey and detail work plan

• Final installment: 50 % after completion of survey, submission of final report and approval from Oxfam

 

Technical Criteria for Evaluation:

•Experience of consultancy firm in End line survey

•Report writing with previous evaluation experience required especially in WASH Programme

•Critical thinking on impact assessment

•Experience of Team Leader 

•Experience of Team management

•Technical Proposal with the CV of lead consultant

•Financial proposal with detailed budget breakdown as per the format provided above

•VAT registration certificate 

•Tax clearance certificate (during proposal submission)

•Roles and responsibilities of each team member with time allocation (assuming 30 days of field monitoring and 10 days of report preparation) 

•Sample reports of previous similar undertakings. If required they will be kept confidential and returned in case of hard copies

•References contact detail of atleast 2 of previous clients worked with in similar assignment

The Consulting VAT Registered Individual/Firm should submit a proposal to Oxfam by 11 November 2018 via mail to consultancy_nepal@oxfam.org.uk, clearly mentioning the title of assignment in their email subject line.

 

Confidentiality / Non-disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non-disclosure / confidentiality agreement as part of their undertaking of this work. 

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
