POSITION TITLE: Cluster Grants and Sub-Contracts Account Assistant (Level-S6)

REPORTS TO: Cluster Business Manager

BACKGROUND:

The Knowledge-based Integrated Sustainable Agriculture in Nepal (KISAN) II Project is a USAID funded five-year second phase of the USAID Feed the Future (FTF) initiative in Nepal. The aim of KISAN II is to increase resilience, inclusiveness, and sustainability of income growth in the FTF zone of influence.  The US$ 32.70 million project is implemented by Winrock International in collaboration with five other Nepali and US based organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), Development Project Service Center (DEPROSC), Digital Green, Siddhartha Inc, and Overseas Strategic Consulting (OSC).  

KISAN II aims to work with private sector firms, input suppliers, Millers, and private sector change agents etc.; whoever are playing a catalyst role in agriculture productivity, competitive market systems, a stronger enabling environment to agriculture sector business growth and literacy skills. KISAN II works in twenty-five Hill and Terai districts in the province number 3, 5, 6 and 7 of the country over a five-year period.

POSITION DESCRIPTION 

The KISAN II Grants and Sub-Contracts Account Assistant will be responsible to assist in accounting and budgetary functions for related grants, ensure conformity with Winrock International’ reporting requirements and the compliance standards established by USAID.  S/he closely works with cluster team to ensure timely submissions of technical and financialreports from grantees. S/he will also closely collaborate with Partnership and Innovation Fund (PIF) team to ensure quality reports from grantees and partnerships under MoU.

MAIN RESPONSIBILITIES:

  • Assist in grant tracking/monitoring system, ensuring that all relevant grant information is accessible on timely basis and properly recorded.
  • Support in tracking actual grant expenditures against approved budget line items regularly; alert to any irregularities.
  • Assist in verifying allowability of expenditure proclaimed by grantee. Verify the field activities in any uncertainties. 
  • Assist in preparation of funding forecast for grantee’s payment. 
  • Carry out follow ups with grantees to submit reports as agreed in the sub-grant agreements.
  • Support cluster team for meeting reporting deadlines.
  • Ensure timely preparation of procurement plans and notification to concerned personnel.
  • Assist in tracking of fixed assets inventory. 
  • Assist in ensuring that all grant information is always available and intact. 
  • Assist in ensuring that all grant information is readily available for both internal and external audits.
  • Assist in ensuring that grantee is reimbursedon time and all necessary filings/documentations are in place.
  • Assist in periodic reports preparation as and when necessary.
  • Carry out any other assignments as directed by Clusteror PIF team.

QUALIFICATIONS AND REQUIRMENTS:

Education: Bachelor’s degree in business studies/Business Administration preferred.

Experience: The ideal candidate should have the following experience:

  • Minimum of 2 years of work experience in accounting procedure, budget review and monitoring.
  • Prior experience in USAID grants management or donor funded development programs is preferred.
  • Fully computer literate in MS Office including Word, Excel.
  • Knowledge of accounting software preferred
  • Person with high integrity, and commitment to organizational values and principles
  • Well versed in VAT / TAX rules of GON.

Other: Proficientin English and Nepali language (written and verbal)
