Call for Request for Proposal (RFP)

Research Title: “Study on contraceptive choices and determinants of low uptake of Long Acting Reversible Contraceptives by Young People (15-24 years) in the programme areas of UNFPA 15 districts of Nepal.”

The Adventist Development and Relief Agency (ADRA) is a global humanitarian agency that seeks to identify and address social distortions and deprivation in developing countries. Through its international network ADRA works in more than 130 countries with people in poverty and distress to create just and positive change through empowering partnerships and responsible action. ADRA has been active in Nepal since 1987 with a successful portfolio of Health Program in 29 out of 75 districts during last 8 years (2009 to 2017) serving to the unreached population in the remotest villages of the remote districts form east to far western region of Nepal.

Therefore, ADRA Nepal with financial support from UNFPA Nepal Country Office is planning to carry out this research in 15 UNFPA program implementing districts. This study will facilitate the organization to develop evidence based programmatic guideline, tools to maximize the use of LARC among young people keeping the informed and voluntary choice of contraceptives strictly intact.

ADRA Nepal invites Request for Proposal (RFP) from a Research agency or a group of small people, rather than an individual to apply. The research agency should have at least 2 years’ experience in managing research. The agency will have sufficient experience and capacity to manage logistics, including equipment, materials, and personnel. The agency must have experts in public health and family planning with several years of experiences in relevant field. They must have a proven track record of undertaking research especially gap and potentiality in urban, semi-urban and rural settings in Nepal or other neighboring countries.

Interested research agency should collect the Terms of Reference (ToR) from the address below not later than 10th June 2018 . The deadline for submitting the RFP is 5:00 PM of 20th June 2018. The RFP must be submitted along with required documents to demonstrate intent and ability to undertake the research to the address below. In case the deadline for RFP collection/submission falls on public holidays, it shall automatically extend to the subsequent official day. Late submissions will not be accepted.

The Research Agency submitting RFP, MUST meet the requirements as mentioned in the Proposal submission guideline (ToR). Submission of false information and statements will disqualify the RFP.

RFP must be submitted in a “Sealed Envelope” clearly marked “Study on contraceptive choices and determinants of low uptake of Long Acting Reversible Contraceptives by Young People (15-24 years) in the programme areas of UNFPA 15 districts of Nepal.”

1. A proposal should have three (3) separate envelops:

• 1st for all the supporting documents;
• 2nd for technical proposal; and
• 3rd for financial proposal.

Each of the above envelopes should be sealed, and properly labelled respectively as “supporting documents,” “technical proposal” and “financial proposal.” All these three (3) envelopes then should be kept in another envelop sealed with wax (lahachhap).
