Call for Proposals: Consultancy for the Final Evaluation of the project “Rehabilitating Community Health and Protection Services following the 2015 Earthquake”.

Background

Terre des hommes foundation (Tdh) is a leading Swiss non-government organization which is active in the protection of vulnerable children. Tdh was founded in 1960 and helps to build a better future for disadvantaged children and their communities, with innovative approaches as well as practical and sustainable solutions. Tdh has been in Nepal since 1995 working with the all stakeholders to bring change to the lives of the most vulnerable children. Our regular child protection-and health-focused projects as well as child protection in emergencies have and will continue to benefit thousands of children, their relatives and communities across the country. 

The project Rehabilitating Community Health and Protection services following the 2015 Earthquake was implemented in Kavre district from Oct 2016 to March 2019. The project aims to (1) rendering the earthquake affected health institutions functional, and (2) strengthening community child protection systems. The project was implemented in then 17 VDCs (currently 19 wards) of Koshipari, Kavre district. 

Evaluation purpose and scope

The purpose of the evaluation is to assess to what extent the proposed objectives and results of the project have been achieved and capture lessons that can be applied in similar interventions to improve our future work. 

Scope of evaluation

The scope of the evaluation includes a review and assessment of all activities under the Health and Child protection components. Field visits will be made in at least 10 wards of Koshipari and two sites of prefabricated health posts in Kavre district. 

Duration of the Evaluation

The study will commence with the signing of the contract by mid-April 2019 and will be completed by end of May. The evaluation will be based on the envisaged elements indicated below:

Activities:

  • Inception meeting with the relevant Tdh team members and project partners.
  • A literature review of project documents, development of tools and methodology,
  • Development and submission of inception report with an Evaluation matrix Plan as per the template provided by Tdh.
  • Finalizing data collection tools based on comments from Tdh. 
  • Training of enumerators if relevant
  • Field data collection (inclusive of travel)
  • Data entry, analysis, selection of case stories and submission of the draft report 
  • Revision of Draft Report based on comments from Tdh team 
  • Oral presentation meeting at Tdh office. 
  • Incorporating feedback and finalise the report.

Qualification of Consultant

It is expected that the applicant agency/individual has: 

  • At least 5 years’ experience in evaluating programs  in Nepal
  • Excellent track record and reputation in developing and conducting various types of evaluation including qualitative and quantitative data collection
  • Knowledge and experience of quantitative and qualitative social research methods 
  • Knowledge and experience in Project Cycle Management, especially Monitoring & evaluation approaches
  • Knowledge, experience on Gender analysis and Inclusion, accountability, knowledge of Core Humanitarian Standards
  • Knowledge of Child rights – child protection issues and community health in Nepal. 
  • Excellent reporting, writing and facilitation skills 
  • High level of English proficiency (verbal and written) and excellent communication skills 
  • Knowledge of and experience in child protection and Maternal Child Health.

Application process

The consultant will submit both technical and financial proposals (hard copies) with the following components: 

  • The consultant’s understanding of the terms of reference i.e. proposal, incl. proposed plan, methodology etc. 
  • A clear schedule/work plan with a time frame 
  • CV of the consultant(s) who will undertake the evaluation and roles of consultants, if more than one.
  • A financial proposal detailing consultant(s) itemized fees, data collection, data analysis, report writing, and administrative costs, all inclusive of VAT.
  • Copy of firm registration certificate 
  • Copy of VAT registration certificate.

It is expected that the service provider has read well and understood the objective, scope of work, requirements for proposal submission. The proposals submitted after the deadline will not be accepted. Incomplete proposals will not be reviewed.
