Call for Proposal: Consultancy for the Baseline Study of the project 

“Enhancing Citizens' Participation in Sub-National Good Governance (Local and Provincial Level) in the Context of the New Federal System in Nepal" 

Background

An inclusive and participatory democracy conducive to inclusive and sustainable growth needs an empowered civil society. The new constitution emphasizes civic freedom & liberties, providing space for CSO engagement in governance but efforts are reducing the space of civil society in Nepal. However grassroots organizations and CSOs currently have insufficient management capacities, weak internal governance, capacities and knowledge to deal with LG, and insufficient information on WASH, Health, Education, Agriculture and other sectors; therefore they are unable to improve their civic engagement. 

Considering the above elements, the overall objective of this action is to “Contribute to enhance citizens’ participation in sub-national (local & provincial) good governance in the new federal system in Nepal.” The specific objectives are: to enhance participatory and cooperative relationships between citizens and local governments, by strengthening public governance, accountability, and transparency and to establish cooperation and dialogue among local governments, between local and provincial governments and ministries to improve overall local service delivery and ensure reflection of local needs in programmes and policies. The proposed project is planned in 12 Palikas of three districts i.e. Jajarkot (Bheri, Shivalaya, Junichande, and Chhedgad), Kalikot (Khadachakra, Naraharinath, and SanniTriveni) and Salyan (Siddha Kumakh, Kapurkot, Triveni, Kalimati, and Darma).

The project is leading by Sahakarmi Samaj (SS) with other four organizations i.e. Dalit Development Society (DDS), Center for Dalit Women Nepal (CDWN), IM Swedish Development Partner and Terre des hommes (Tdh) Terre des hommes foundation (Tdh). Tdh has initiated the process to select competent consultant/agency to conduct baseline survey of the project. The project is funded by European Union. 

Scope of baseline study

The planned baseline study which will be conducted from May 2019 and finished by the end of June 2019. The result of this baseline study will be utilized for the purpose of steering the project activities and plan. The target audience of the baseline study are consortium partner's staff. This baseline study covers 12 Palikas from 3 districts of Karnali province. Similarly, baseline will comprise Health Mother Groups (HMGs), Health Facility Operation and Management Committees (HFOMCs), WASH –CCs, Farmers groups, CSOs, Youth Clubs, youths and representatives from same Palikas and provincial government representatives. 

Duration of the baseline study

The study will commence with the signing of the contract by 3rd week of May and will be completed by end of June 2019. The study will be based on the envisaged elements indicated in the Terms of Reference (ToR).

Qualification of Consultant

It is expected that the applicant agency/individual has: 

  • At least 5 years’ experience in conducting baseline work, for development projects in Nepal in particular through qualitative and quantitative methods/tools 
  • Knowledge and understanding of federalism and local governance in Nepal.  Knowledge on Community Groups, Community Based  Organizations (CBOs), Civil Society Organizations (CSOs) and their role in local governance 
  • Excellent track record and reputation in developing and conducting various types of assessment/evaluation in the development / humanitarian sector including qualitative and quantitative data collection
  • Understanding of Child Safeguarding and ethical issues in research, as well as gender and inclusion cross-cutting issues.
  • Excellent reporting, writing and facilitation skills 
  • High level of English proficiency (verbal and written) and excellent communication skills 
  • Knowledge on Kobo Tool will be an added value 

Application process

We invite interested individuals and companies to submit the following documents with application: 

  • A brief proposal (not more than 4 page) outlining how the consultant or agency meets the selection criteria and their understanding of the TORs and methodology. The consultants are free to propose efficient and innovative process and methodology for the study.  
  • A proposed activities schedule/work plan with a time frame 
  • Detailed breakdown of proposed budget
  • CV of the consultant(s) who will undertake the baseline study and roles of consultants, if more than one
  • At least one recent example of a similar study report written by the applicant 
  • Financial proposal detailing consultant(s) itemized fees, data collection, data analysis, report writing, and administrative costs 
  • VAT registration certificate

It is expected that the service provider has read well and understood the objective, scope of work, requirements for proposal submission. The proposals submitted after the deadline will not be accepted. Incomplete proposals will not be reviewed. The proposal can be submitted through email:tdhinnepal@gmail.com.
