Call for Baseline Survey Consultant

Action Works Nepal (AWON) in financial support of International Planned Parenthood Federation (IPPF), hosting the Safe Abortion Action Fund (SAAF) London, UK have been implementing “Access to safe abortion and contraceptive services for vulnerable, marginalized and uncovered areas in the Karnali region of Nepal” project from 2018 to 2021.

This project has planned asimple base line survey in first one and half months of the project period. Baseline survey will be conducted to measure the knowledge and attitude on abortion and to know the real situation on the awareness on the abortion rights as well as contraceptive method before implementing the project.

The technical expert will develop and finalize the questionnaire, trained enumerators, data entry, data cleaning and analysis and prepare survey report. To measure the knowledge and attitude on abortion, the questionnaire of the SABAS survey will be used.

To carry out above mentioned tasks, AWON is looking for an experienced, qualified and skilled consultant, demonstrating past experience on similar action related to SRH, abortion and health survey.

1.Project profile

Project Name

Access to safe abortion and contraceptive services for vulnerable, marginalized and uncovered areas in the Karnali region of Nepal.

Project Aim

Women and girls in Kalikot, Nepal are able to realize their rights to sexual and reproductive health and are informed and able to access contraception, safe abortion when needed.

Project Objectives

  • Increase the skills and capacity of 15 health workers and in public health posts of 4 Rural Municipalities and 2 Municipalities of Kalikot district to provide quality safe abortion and family planning services by second year of the project.
  • Improve knowledge of accessible safe abortion and family planning care for women and girls in 5 Rural Municipalities and 2 Municipalities of Kalikot district to increase access to safe abortion services by end of the project.
  • Reduce abortion stigma by educating adolescent girls/boys and sharing knowledge on SRHR to women/men using media and campaigning in 5 Rural Municipalities and 2 Municipalities of Kalikot district by end of the project period

Rupsa, Lalu & Kotbada of Narharinath rural municipality, Mumrakot and Mehalmudi of SanmiTribeni rural municipality, Sipkhana of Raskot municipality, Dholagoha and Kheena of Palata rural municipality, Badalkot and Ramnakot of Pataljharna rural municipality, Chhapre, Jubitha, Rachuli, Chilkhaya of Tilaghufa municipality and Sukatiya of Kalika rural municipality.

2.Objective of the Assignment

The baseline study will focus on baseline data collection for a set of indicators outlined in the project M&E plan. The baseline study report will be used as a measurement to monitor the project progress against the set indicators over the course of the project implementation.

The baseline survey will be conducted to measure the knowledge and attitude of women and girls on abortion and abortion rights in the community. To measure the knowledge and attitude on abortion, the questionnaire of the SABAS survey will be used.

3.Scope of Work

i) Preparation:

The baseline is expected to plan through a consultative process between AWON and the consultant/s. This will include meetings among the survey consultant and AWON officials. The consultative process will finalize research process, methodology, expected results, research framework, research questionnaires, and the source of information.

ii) Training of enumerators

The consultant will carry out the training to enumerators about data collection for used methods.  Further, the enumerators will be trained on interview techniques and research ethics.

iii) Consolidation of findings

The baseline survey needs to use following approach for analysis and synthesis of the information obtained from the field:

  1. Preparation of a survey result plan, which needs data entry, cleaning and analysis
  2. Share a  draft report to the officials of AWON for their comments and feedback, and
  3. Finalization of the survey report, (including some of the cases studies), after incorporating comments and feedback from AWON.

4.Time frame:

The action research is expected to be completed in one and half months duration, and should be accomplished by the end of November.

5.Inputs of AWON

  1. AWON will coordinate with district team to select the enumerators for  the training
  2. AWON will coordinate with local government and likeminded agencies (if required).
  3. AWON will arrange  logistics related to this survey
  4. The survey team will be accompanied by AWON staff for logistics and coordination.

Remarks:

This study is to be conducted within a sampling target area of 15 previously existing VDCs of 5 rural municipalities and two municipalities of Kalikot district. Household survey of 200 samples will be carried out randomly.

7.Key Qualification, Experience and Skills

At least bachelor degree in Public health, nursing or statistics from recognized university with 3 years’ work experience in direct conducting surveys, M&E and managing health data particularly in SRH.
