Accelerating Public and Private Investment in Infrastructure (APPIIC) being implemented by IMC Worldwide is Lot 1 of the UK aid-funded “Accelerating Investment and Infrastructure in Nepal” (AiiN) programme that aims to support the Government of Nepal in attracting investments and accelerating investments into completed projects. APPIIC provides technical assistance to the Investment Board of Nepal (IBN), Ministry of Energy, Water Resources and Irrigation; Ministry of Physical Infrastructure and Transport and Ministry of Forest and Environment to increase public and private investment in large scale hydropower and transport infrastructure. APPIIC also manages DFID’s financial and human resources to IBN to facilitate private investment in Nepal’s infrastructure.

Details / requirements:

The Accelerating Public and Private Investment in Infrastructure Component (APPIIC) of the UKAID funded Accelerating Investment in Infrastructure in Nepal (AIIN). The UK Government’s Department for International Development through APPIIC supports the easing of constraints that impede investment in infrastructure, and Investment Board of Nepal (IBN) in investment promotion, project development and the implementation of private and public infrastructure projects.

Position: APPIIC Programme Officer (Bottleneck and Programme Support)

Role:

TheAPPIIC Programme Officer will provide administrative and programmatic support to the Bottleneck Teams and DTL on APPIIC public sector support and programme management tasks. They will work closely with the MEL Officer and Office Manager in their day to day duties to support smooth delivery of programme results and compliant programme management. 

Responsibilities:

The ProgrammeOfficer’s responsibilities are, but not limited to the following tasks and duties:

  • Administrative support to bottleneck teams on the planning and organisation of activities; 
  • Supporting report writing and documentation of Bottleneck work;
  • Formatting of all bottleneck deliverables to the APPIIC quality standard; 
  • Word processing for developing of Nepali language texts and documents;  
  • Supporting bottleneck teams to maintain accurate, complete and accessible e-folders;
  • Supporting Bottleneck teams in developing MOVs in line with guidance provided by MEL team;
  • Supporting Bottleneck Leads in financial forecasting and budget tracking;
  • Supporting Bottleneck Leads in maintaining risk registers and workplans;
  • Liaising with Office Manager on bottleneck related procurements, travel and activity logistics/organisation;
  • Handling due diligence for new consultants and suppliers; 
  • Maintain accurate contracts tracker escalating actions to be taken in good time to the DTL;
  • Where requested, be willing to undertake targeted research pieces; 
  • Translate key documents from Nepali to English;
  • Minute taking and briefing note writing.

Person Specification: 

Essential:

  • Bachelor’s degree in social sciences;
  • Two years’ professional experience in administrative support;
  • Understanding of project management principles;
  • Attention to detail;
  • Analytical skills;
  • Numerically adept;
  • Strong writing and reporting skills;
  • Adept in Microsoft packages including MS Excel;
  • Excellent relationship management and communication skills;
  • Excellent professional judgment;
  • Ability to type documents in Nepali and translate basic texts and policy papers.

Desirable:

  • Master’s degree in social sciences;
  • Experience in governance programmes;
  • Appreciation of dynamic of working with GON partners.
