Forum for Rural Development (FORD) Nepal is Non-Government Organization (NGO) established in 2056 B.S. Since the beginning, the organization has implemented different projects primarily focused on community development and social transformation to bring positive and sustained changes in the lives of poor and vulnerable citizens. FORD Nepal has focused on fostering rural livelihood improvement through organizing people and developing inclusive leadership. Recently, the organization is implementing Okhaldhunga Recovery and Resilience Program (ORRP) in partnership with CRS Nepal at Likhu and Champadevi rural municipality of (former Singhadevi, Raniban and Phulbari VDCs of Okhaldhunga) to reconstruct community infrastructure and restore the livelihoods. Under ORR program, FORD Nepal is implementing Livelihood, Shelter and Restoration program. For successful implementation of the ORRP in rural areas, FORD Nepal is looking for qualified and experienced  candidates for the following positions.  

1. Functional Title: ADMIN / IT / HR Assistant

Department/Project/PN: Okhaldhunga Recovery and Resilience Program

Works station:  Office based in  Ramechhap, Manthali

Supervisor / Principal Evaluator: Operation Coordinator/Finance Officer

JOB SUMMARY 

The Admin/IT/HR Assistant is responsible to work in close coordination with Operation Coordinator, Program Manager, Executive Director, thematic coordinators, Finance Officer, program related staffs, procurement committee, Executive Board, program management committee, recruitment committee and venders. S/he will work in close coordination with government and non-government agencies of District and local level to implement CRS's Okhaldhunga Recovery and Resilience Project (ORRP). S/he is responsible to provide high quality technical support to the program staffs working in the project in the process of planning, implementation, monitoring, evaluation, and advocacy related to them. S/he will be responsible for implementation of ORRP intervention package as per the partnership agreement between CRS and FORD-Nepal at the district and program VDC level. S/he will also be involved in generating evidences through relevant case/special studies to measure effectiveness of the program and needed advocacy at the district and VDC level.

The Admin & Documentation Assistant will have a strong commitment to Admin/IT/HR and documentation system along with the ability to represent at various levels. S/he should be highly motivated, flexible, and capable of working both independently and as part of a team. The admin and documentation officer will primarily be responsible for coordinating and implementing the Okhaldhunga Recovery and Resilience Project- Restoration of admin and documentation system/ services Project on behalf of FORD-Nepal.

Major Responsibilities and Tasks: 

The Admin/IT/HR is responsible for arranging and supporting all documents of entire activities. He is also responsible for all work related to Human Resource Department (HR) of the project, maintaining personal files of all project staffs and administering all official activities, maintains records such as timesheets and day to day expenses. The person will allocate some of his/her time in the field as per needs. She/He will be responsible to implement and also assist/facilitate the following activities in close coordination with project related staffs as per the agreement between FORD/SS/DCDC and CRS:

A. Admin & HR Management:

  • Prepare/Develop and place/upload job advertisements in the advertising through different job web pages or newspaper.
  • Track and monitor applications, schedule and coordinate recruitment process up to selection of candidate’s i. e. Screening CVs, organizing assessment written & interviews, maintaining records and preparing contracts as required.
  • Support in preparing new contract for recruited staffs, conduct instruction for staff members about admin and HR procedures.
  • Monitor and record employee attendance/time sheets leave requests and leave record.
  • Coordinates with the supervisor and ED to ensure appropriate and timely actions for renewals of contracts and performance evaluations.
  • Provide orientation briefing to newly arrived staff inclusion on contract terms and provision of benefits explaining HR policies and procedures and office administration requirements, make office tours.
  • Set up email addresses for newly recruited staffs required and coordinate for arranging of work desk/computer and other accessories if required. Keep logistics informed of new staff arrivals and departures to manage assets.
  • Manage staffs benefits in respect of medical/Accidental GPA cover as per employment contract and provision, retirement annuities, life insurance including payroll administration.
  • Maintain current organizational chart and current staff contact list.
  • Monitor and ensure personnel files for project staffs are kept up to date.
  • Maintain all HR related filling, ensure fulfillment of Tax corporate requirements (i.e. individual staffs PAN record and tax is deposited through it)
  • Coordinate for HR events, trainings, meetings, and Identify training and development opportunities.
  • Maintain and update Consultants roaster and prepare consultant contract as per the approved TOR.
  • Prepare correspondence, memos, reports, presentations, and emails to local counterparts, donors or other related offices or agencies in relation to the office operations.
  • Carry out other duties such as translation works, take minutes of office meetings as requested by the supervisor.
  • Update the filling system and manage filing the office documents for both hard and electronic copies.
  • Provide coaching and training to direct staffs on HR & Admin functions.

B. Documentation:

Managing proper documents regarding total reach (direct and indirect reach) update as per need.

Managing training, orientation, workshop, meeting details by collaborating with program and update as per need.

Managing community and district level stakeholders and update as per need.

C. Information Technology:

Reporting Supervisor: Program Manager/ Exceptive Director or Organization Chairperson or the focal person assigned by chairperson or board

Working conditions:

This position is based in Manthali office, Okhaldhunga and field visit as per requirement.

Required qualifications:

Bachelor Degree in Management Related field (at least 2 years of relevant experiences).

or

Intermediate or +2 Management Related field (at least 3 years of relevant experiences).

Job competencies:

  • Experience in admin & documentation system planning and implementation at district level in governmental and non-governmental organizations
  • In depth knowledge of admin and documentation sector and its working modality in the country both government and non-government sector.
  • Strong communication, documentation, and dissemination skills
  • Excellent skills in operating computer programs with various software
  • Admin & documentation skills and work experience in advocacy, lobbying and networking.

Desirables:

  • Experience on working with I/ NGOs in the field of Admin and documentation.
  • Highly motivated, flexible, capable of working both independently and as part of a team

2.Job Title: Sub Engineers/Assistant Sub Engineer 

No of position: 1 (Shelter construction and Cash for Work)

Job Location: Champadevi and Likhu Rural Municipality 

Length of Contract:Initial 1 year with possibility of high extension

Reporting to:Project Engineer

Required Qualification and Experience:

  • Diploma in engineering (3 years overseer course) with at least 1 year of working experiences in construction field or 18 Month Assistant Sub Engineering course with at least 5 years working experiences.
  • Experience on preparation and estimation of Bill of Quantities (BOQ) of community infrastructure and shelter Construction.
  • Assisted in detail assessment, survey, designs, architectural and structural drawings of Community infrastructure.
  • Knowledge and skill of Auto CAD and MS Office.
  • Experience working with NGO in rural areas and ToT certificate on Earthquake resistant building construction will be an advantage.

Areas of Responsibility:

  • Supervision and monitoring of construction works and ensuring quality of work standard maintained by CRS.
  • Implementation of activities at field based on approved plan and budget.
  • Ensuring the construction safety of manpower.
  • Assist in Design, drawing, estimation and scheduling of various construction works.
  • Carry out the assessment survey and construction work in field as per approved drawing and estimation.
  • Timely reporting of work progress to Project Engineer accordingly.
  • Maintain the Daily site report of construction work.
  • Assist and assure the quality of construction materials during procurement and delivery.
  • Management of manpower, materials and tools/equipment for effective construction work
  • Responsible for implementation and supervision of Shelter, Community infrastructure reconstruction activities.
  • Oversight the construction activities and schedules on the building contractor onsite as per the schedule.
  • Coordination and collaboration with local stakeholders and government bodies.
  • Working experiences in community infrastructure (Foot trail, wash scheme, Irrigation scheme etc.) under cash for work.
  • Perform the task allocated by Supervisor.
