POSITION TITLE: Gender Equality & Social Inclusion (GESI) Specialist

LOCATION: Kathmandu, Nepal, with travel to districts

REPORTS TO: Senior MERL Manager

BACKGROUND:

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed. The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development and the British people through the United Kingdom’s Department For International Development and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.

POSITION SUMMARY:

The GESI Specialist will lead design and implementation of context-specific gender and social inclusion analysis and ensure findings are adequately integrated into the program’s implementation and collaboration, learning, and adapting (CLA) agenda. The GESI Specialist will work closely with technical specialists and the monitoring and evaluation team to develop GESI activities and targets and recommend improvements to address the needs of marginalized and excluded populations. The GESI Specialist will also promote and undertake discussions on best practices and learning with external stakeholders as planned within the program.

ESSENTIAL RESPONSIBILITIES:

Program Design and Implementation:

  • Develop and oversee implementation of the program’s GESI policy, principles, strategy, including specific activities, capacity building, external and internal learning agenda on GESI issues, and integration into the program’s overall CLA agenda.
  • Lead on measuring GESI transformation in management and national systems.
  • Coordinate closely with the technical leads to ensure full integration of social inclusion throughout program design, planning, and activity implementation.
  • Conduct social inclusion analysis activities with program staff, beneficiaries, and key stakeholders; lead efforts to integrate inclusive practices and recommendations related to gender, youth with disabilities, and minority populations into program design and activities.
  • Serve as a resource and mentor program staff on social inclusion programming; conduct trainings and other capacity building activities as needed.
  • Collaborate with program beneficiaries, community leaders, public and private sector actors, and other key stakeholders to develop and implement inclusive and gender sensitive. practices, periodically report on achievements to the program teams, partners, and donor;
  • Establish and maintain productive relationships with Government officials and civil society organizations representing the interests of marginalized populations.
  • Working closely with the Senior MERL Manager, develop specific GESI indicators and targets; lead the implementation and monitoring of social inclusion strategies across programming, building a strong evidence base on GESI achievements.
  • Support MERL team in data collection and monitoring program activities’ impact on marginalized populations and social inclusion; prepare reports and recommendations for program implementation.
  • Support all activities necessary to ensure that the foundation and its programs activities meet its responsibilities to safeguard children, youth and vulnerable adults from abuse and do no harm.
  • Ensure system is in place for reporting and responding to incidents, and that appropriate support is given to Hamro Samman team, implementing partners on managing child, youth and vulnerable adults safeguarding incidents based on the local procedure and global guidance.
  • Promote GESI integration and conscientization within team as well as federal and sub-federal partners to align with USAID and GON policies and program design.
  • Incorporate GESI specific qualitative and quantitative indicators that track GESI transformation.
  • Support on cross cutting themes across government stakeholder, CSO partners and private sectors under GESI assessment, plan and audit.

Teamwork:

  • Assist in capacity building of project team and partners on social inclusion programming; conduct trainings and other activities as needed.

Internal coordination and collaboration:

  • Track project progress periodically and report the same to management.
  • Ensure quarterly and annual reports to USAID.
  • Coordinate and collaborate closely with Program Team, home office and field office.

External Liaison and Networking:

  • Develop and maintain association and liaison with relevant stakeholders.
  • Actively represent in relevant forums.

QUALIFICATIONS:

Education:

  • Bachelor’s degree in international development, education, gender and inclusion, sociology, or related fields.

Technical:

  • Minimum of 5 years of progressive experience in social inclusion programming, such as youth and women’s’ empowerment, inclusion of persons with disabilities, and inclusion of minority populations.

Experience:

  • Experience in inclusive programming related to human trafficking, human rights, community development, and/or systems strengthening preferred.
  • Strong understanding of issues faced by marginalized populations related to human trafficking and human rights.
  • Experience in conducting assessments, monitoring and evaluation, strong analysis and writing reports.
  • Knowledge base and practical experience in community-based safeguarding and protection approaches, including experience in participatory approaches and methodologies.
  • Previous experience working in USAID and/or DFID projects preferred.

Skills/Knowledge:

  • Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability, status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
  • Knowledge GESI programming under counter trafficking in persons, human rights, labor rights, migration, governance and gender equality and social inclusion.
  • Ability to work collaboratively with a wide range of stakeholders and influence using a variety of different styles, considering cultural differences.
  • Strong communication, writing, and public speaking skills.
  • Strong management, communication, and negotiation skills with ability to coordinate and liaise with multiple partners and stakeholders to collect and share data.
  • Good written and oral communication skills in Nepali and English are required.
