Job Title

Finance Controller (One Position) for Nepalese nationality, for a fixed term of two years with a possibility of extension

Duty Station 

Nepal Country Office, Kathmandu

Responsibility

The finance Controller is responsible for the financial aspects of relations/contracts between IM and partners.

Position Description

The Finance Controller reports to the Regional Director and technically to the Regional Finance Controller at the Nepal office. The Finance Controller works in a multidisciplinary team and in direct coordination with the Program Managers

Overall Job Objectives

The job objective is the grant management towards partner organization, by contributing to the quality and transparency of the financial management and therefore reporting of the partner organisations of India.

Tasks

Financial Management:

  • Ensure the monthly account closing and financial report of partner organizations in Business World (BW) is timely and accurate.
  • Ensure accurate and timely completion of financial accounting routines and reports.
  • Support to the Country Office Finance and Admin function to ensure that all transactions and financial reports follow IM finance policies, local laws, and accounting standards, as well as donor requirements.

Budgeting/Forecast:

  • Support to Regional Director and Regional Finance Controller to prepare the Strategic and AoP budget and forecast (Trimester 1 and T2) of South Asia/India.

Fund Management:

  • Liquidity planning – prepare forecast/requisition of cash requirement and facilitate the transfer to partner organizations (India project) from Head Office, supervise the advance payment to collaborate partner organizations, and ensure timely settlement

Financial Reporting:

  • Ensure financial reports from partner organizations are timely and accurate and recording of expenses into Business World (BW), accounting software.
  • Support and guidance to partners for financial reporting, annual budget and plans and proposal development
  • Support to Regional Director and Regional Finance Controller to prepare Trimester Financial Deviation Report (T1, T2, and T3)

Agreement Partner /Capacity Building:

  • Adhere to partner selection guidelines, analyse partner organization and their capacities for implementation of IM’s program in India.
  • Ensure support and guidance to partners for financial reporting, annual budget and plan, and budget in coordination with Program Managers
  • Access potential partner organizations’ Financial Management capacity and internal control systems to advise on their suitability for potential partnership.
  • Provide technical support to a partner organization in areas including overall financial management, internal control systems, budgeting, and reporting, and legal compliance.
  • Analyses the (financial) policy and sustainability of partners to signalize potential risks. Informs Regional Director, Regional Finance Controller, and Program Managers about the risks and advises/ convinces them to institute needed changes in the financial organization and management.
  • Reviewing periodic reports of partners and advising the partners and program team on effective and efficient financial utilization.
  • Organizes training sessions to improve the financial skills of partners.

Partner Audit:

  • Facilitate the procurement of auditors as required
  • Analyse and assess the audit findings discuss, follow up, and agree on the appropriate action with partner organization’s board, management, and project staff as relevant.
  • Monitor and follow up on audit findings, and ensure the recommendation and findings are addressed in due time in projects and partner organizations.
  • Financial monitoring and evaluation of the partner organizations, programs, and projects by analysis of financial reports and audits.
  • Assist in mitigation of fiduciary risks.

Admin, Procurement and Logistics:

  • Support Country Office Admin as a member of the procurement committee. Take part in procurement of goods/services and ensure IM procurement policy.
  • Any other Accounting and Finance, local compliance-related tasks as advised by the Regional Finance Controller and /or Regional Director.

Education & Certifications

  • A master’s degree in financial management or Business Administration or equivalent degrees from a recognized university. International level certification and training on financial management would represent a strong advantage.

Professional Experience

  • Minimum 10 years of related professional experience with an international development organization in a similar context
  • Strong leadership, conceptual and analytical skills and demonstrated organizational and management skills
  • Strong organizational skills, attention to detail, and ability to work both independently and collaboratively with colleagues across the organization
  • Knowledge of the financial management of development organizations, CSOs, and business initiatives in the regional context especially India and Nepal.
  • Knowledge of Indian financial and tax regulations (India FCRA), especially those of non-governmental or not-for-profit organizations.
  • Comprehensive understanding of the development sector, its operating and regulatory environment (in India) along with the financial management issues related to I/NGOs
  • Advance knowledge in IM office applications (word, excel, Outlook, and PowerPoint) along with the ICT systems used by IM.
  • Highly computer literate with the ability to use accounting systems and reporting tools.
  • Excellent verbal and written communication skills in English, Nepali, and Hindi, and a regional language
  • Willingness to travel in IM’s working area of Nepal and India for partners’ assessment, capacity building, monitoring, and support
  • Driving license and driving experiences would be an advantage.
