Consortium of Organizations Working for Child Participation (CONSORTIUM-Nepal) is a network working in the area of Child Participation for more than 2 decades adopting different strategies to meet its ultimate goal of promoting child participation in Nepal.  Established in 2000 and formally registered to District Administrative Office, Kathmandu in 2013. ROLE  PURPOSE 

The Finance and Admin officer will execute all day-to-day finance, administration, procurement functional responsibility for accounting, payroll, procurement, administrations and grants administration. 

Responsibilities also include ensure accuracy of financial reports; proper maintenance of accounting records; accurate processing of financial transactions; and administration of a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the organization’s reported financial results, and ensure that reported results comply with the accounting system.

ACCOUNTABILITIES

FINANCIAL MANAGEMENT 

  • Prepare day to day journal voucher and maintain transaction ledger and their reconciliation.
  • Review and check all the financial documents, invoice, agreement and other supporting document to ensure it is compliance with organizational policy as well as donor compliance.
  • Payment of staff salaries ensuring that all required statutory deductions are made and subsequently paid to the appropriate authorities on time.
  • Prepare financial report as per donor standard on periodic basis.
  • Prepare minutes and other correspondences related to the procurement and staffs’ meetings. 
  • Monitor budget and shared the relevant information to the program coordinator and Treasurer in timely manner.
  • Prepare and submit monthly TDS, E- TDS and report to Inland Revenue Office on timely manner. 
  • Support project coordinators/mangers to prepare budget and budge revision.
  • Perform month-end closing procedures, including overhead allocations, account reconciliations, and updating schedules. 
  • Manage bank accounts (record receipts and payments, keep and carry out monthly bank reconciliations)
  • Conduct and schedule internal and external audit. 
  • Execute proper accounting and administration principles and documentation practices as per statutory compliances.
  • Provide necessary solution and justification to any management concerns raised by donor or management related to financial management. 
  • Ensure effective documentation (soft copy and hard copy both) including record of partnership agreement, approved budgets email communication, meeting minutes, financial/audit reports and procurement.
  • Any other task as assigned by supervisor relevant to reasonable level of work balance.  

ADMINISTRATION: 

  • Manage and safeguard staff leave records, daily attendance sheet, timesheet, contracts, personal files and other official records. 
  • Ensure the bills related with utilities (Electricity and water) supplies are cleared in time.
  • Arrange logistics support for seminar, training and field missions.
  • Provide necessary logistics arrangements (purchase of supplies, air tickets, vehicle hire, hotel services, meeting arrangements, etc.)
  • Maintain updated inventory records, also ensure all assets and office equipment are in good working conditions.  Carry necessary and periodic maintenance works in timely manner.

RELATIONSHIP AND EXTERNAL CONTACTS

  • Maintain glorious and healthy relation within team, development partners and external parties.
  • Establish and maintain effective working relationships with internal and external contacts.
  • Ensure that the relationship between the various key stakeholders are positive and constructive.
  • Represent organization at appropriate conferences, seminars and other events.
  • Act as focal communication point for administration and finance related expense settlement and payment for internal and external contacts.
