VACANCY NOTICE

Indreni Rural Development Centre (IRDC) Nepal, a non-profit organization registered in Rupendehi district, Lumbini Province is going to implement "The Enhanced Rural AI (TERAI) Project for Smallholder Dairy Farmers" in Rupandehi and Kapilvastu in partnership with ADRA Nepal and funding from Jersey Overseas Aid (JOA) for 4 years. For the effective implementation of the project at field level, following vacancies are opened for the interested & qualified Nepalese citizens.

A.  Positions

1.  Field Coordinator: (No. -1, full time) 

i.  Education: Master’s degree in veterinary science/Livestock Production and management/Agriculture  

ii.  Experiences: At least three-year working experience in dairy development/ milk/agriculture value chain and marketing 

iii.  Duty Station: Project office, Rupendehi (Possibly Butwal) with intensive visit to Kapilvastu and Rupendehi district

iv.  Knowledge and skills: 

  • Strong knowledge on Embryo transfer, Sexed semen AI, milk and milk product collection, and marketing dairy cooperative formation, capacity development and management
  • Strong knowledge on animal husbandry management like health, breed, feed and shed management
  • Strong skill on coordination, and collaboration
  • Skill to motivate and establish team, partners, and other stakeholders with diverse backgrounds
  • Proven experience in organizing and facilitating trainings related to dairy feed, breed, health, input and output management and marketing.
  • Good communication skill with fluency [written and spoken] both in Nepali and English 
  • Excellent computer skills including Word, Excel, and Power-point.
  • Experience of office management, staff management, budget management and coordination and collaboration with different stakeholders' management
  • Good command in data base management, analysis and report writing

vi. Key Responsibility: 

A.   Project implementation

  • Ensure that the project activities are implemented as per the approved project framework and detail implementation guidelines 
  • Ensure project activities are complying to the project proposal and log-frame
  • Support and facilitate field staff like Livestock technician, M and E associate and backstop them to achieve project objectives on time
  • Conduct regular field monitoring visits and provide feedback, guidance, and coaching to Livestock technician  
  • Organize regular monthly coordination meeting among implementing partner organizations and inside the project staff
  • Establish good coordinate with local government (LGs), Veterinary Hospital and Livestock Service Expert Center (VHLSEC), Ministry of Land Management, Agriculture and Technology Extension, Agriculture Knowledge Center, Nepal Agriculture Research Council, Agriculture and Forestry University and relevant district/provincial government offices for receiving necessary permission/approval for project implementation
  • Coordinate with respective division LGs for identification of beneficiary and distribution of project assistance, 
  • Support LG for the capacity building of LG official, VAHW/para-veterinarian for embryo transfer, Artificial Insemination, 
  • Coordinate with other organizations to minimize duplication and to ensure synergy
  • Organize municipality project advisory committee meeting and submission of the project plan and periodic reports to LGs as requirement and obtain evidence of receipt of such documents
  • Support for establishment of dairy MIS system at LG level and support for the system strengthening of dairy MIS in collaboration with DLS
  • Ensure that the targeted beneficiaries are reached and reflects the indicators/target mentioned in the logical framework 
  • Ensure GESI including PWD inclusion is mainstreamed, and safeguarding ensured in the project 
  • Planning and implement of sustainability plan and exit strategy Outcome
  • Staff management including provide guidance, coach, mentor and monitor Livestock Technician

B.  Coordination, collaboration, and communication

  • Establish effective coordination and collaboration with ADRA Nepal, FORWARD Nepal, Local Government, National Livestock breeding office, Nepal Agriculture Research Council and Agriculture and Forest University for the implementation of project activities at field level.  
  • Coordination and organizing meeting with LPAC members, prepare and provide annual reports to LG 
  • Coordinate with LGs and other required agencies for identification of beneficiary and distribution of project assistance and to implement the project smoothly including resource leveraging for project activities/beneficiaries  
  • Timely preparation and submission of the project plan and periodic reports to LGs as requirement and obtain evidence of receipt of such documents 

C.   Office operation and management of safety and security 

  • Plan and rent suitable office space for IRDC, FORWARD and ADRA Nepal staff
  • Ensure the daily office arrangement logistic arrangement are in places
  • Updates security situations of working areas and communicate to all partners accordingly 
  • Orient to project staff on safety and security, if necessary, plan training to project staff    

D.  Logistic management 

  • Prepare procurement plan of the project and in ensuring goods/inputs are provided on time 
  • Ensure donor visibility in project supported activities and publications at field level 
  • Ensure proper management of logistics for trainings, meetings, and workshop at field level 
  • Manage logistics for national and international level visitors to the field 
  • Ensure all the vehicle log books are in place and properly recorded and vehicle are maintained 

E.  Monitoring, Evaluation and Leaning documentation

  • Planning and implementation baseline, regular monitoring surveys and end line surveys 
  • Frequent field visit to monitor, supervise project activities, issues flagged up and areas of improvement documented/suggested
  • Establish proper complaints handling mechanism and beneficiary feedback mechanism 
  • Support for regular monitoring by board member of the organizations, ADRA Nepal, FORWARD, CPAC, MPAC, and relevant agencies
  • Organize public audit of the project activities

F.  Provide Technical support

  • Assist for mapping of dairy cooperatives existing and fully functioning dairy cooperatives in the project working areas
  • Support to Conduct the assessment of the existing cooperatives and provide recommendation for the selection of the best cooperatives to function as milk collector, input, and output trader
  • Support for the formation and registration of new cooperatives where there are no functional dairy cooperatives 
  • Facilitate for the linking of small holders’ farmer and farmers from disadvantaged group into the cooperatives 
  • Support to conduct short need assessment of the newly formed/selected dairy cooperatives in project working areas
  • Support to plan and execute training to cooperatives members on Cooperative management (GESI, Leadership, and cooperative management) account keeping including saving and credit management, cooperative business plan development, and collection center management
  • Support to selected cooperatives for annual auditing and renewal process. 
  • Support to conduct dairy market assessment and cost of production analysis
  • Conduct the dairy infrastructure need assessment in the project areas for input and output marketing of dairy enterprises including collection center, chilling, and processing center 
  • Support cooperative for providing market linkage and access to market related information's 
  • Support cooperatives for the collection of milk produced by the target groups of the project working areas 
  • Support cooperative to establish milk collection center, input, and output marketing.
  • Plan and organized Farmers market school training implementation 
  • Establishing linkage between milk producer farmers, milk collectors and processors. 
  • Support cooperatives for the construction, management and operation of collection center and automated vending machine establishment and operation.

F.  Ensure all the expenditure as per the compliance requirement 

  • Prepare monthly budget plan, budget forecasting of project activities and submit the fund request 
  • Plan and implement project activities and ensure the expenditure are settled monthly 
  • Support to prepare monthly financial report and submit to ADRA Nepal 
  • Plan and apply cost effectiveness and efficiency in every activity 
  • Ensure proper utilization of the budget in field level activities

G.  Data base management, analysis, reporting, and publication 

  • Developed format to track the direct and indirect beneficiaries of the project with disaggregation 
  • Plan and implement the data base recording system in milk production group, cooperatives, milk collection/chilling and marketing
  • Plan and establish of inter herd+ dairy-based data base management system 
  • Ensure the database system are in place and all the activities direct and indirect beneficiaries are properly recorded in the system 
  • Support to M and E associate to update the data base system 
  • Analyze the data and prepare event report, monthly, quarterly, semi-annual, and annual progress report
  • Ensure the necessary information are collected and prepare case studies/success studies, 
  • provide necessary information for project publication including IEC material, report, and success stories. 

H.  Capacity building of milk producer group, cooperative, VAHW/para-vet and LG technical staff  

  • Developed training and IEC/BCC materials 
  • Plan and organized capacity building activities to farmers groups, co-operatives, VAHW/para-vet and LG technical staff  
  • Ensure training schedule, content, pre and post-test and training report are in place 
  • Plan and arrange logistic for training, workshop, exposure visit

I.  Establishment of healthy team

  • Motivates livestock technician, M and E associate, finance and admin officer and all team to achieve goals
  • Orients the team member regarding objective hierarchy and assures whether team are following the system or not
  • Supports and seeks supports from/ to other project staffs
  • Maintain good and healthy working environment in the project office 

2.  Monitoring and Evaluation Associate: (No. -1, full time, Rupandehi district)

i.  Education:  Bachelor’s degree (Master’s degree-preferred) in any subject (Preferred Agriculture/Livestock/Statistic/Mathematics/Management)   

ii.  Experience: At least two-year experience in the development sector (preferred in M and E)

iii.  Duty Station: Project office, Rupendehi with intensive visit to Kapilvastu and Rupendehi district

iv.  Knowledge and skills: 

  • Strong knowledge and skill on data base management and MIS system 
  • Strong skills on M-S Excel operation 
  • Strong knowledge and skill on online survey and data base recording 

v.  Key Responsibility: 

  • Regular travel will be required. Based on a pre-determined travel schedule, this position will be required to visit each of the project sites. He/she will also be required to travel as needed, outside of the pre-schedule trips.  
  • Plan, coordinate, and organize workload with changing priorities 
  • Beneficiaries’ data base system establishment
  • Support for baseline, mid-term, and end line survey 
  • A strong understanding of routines that promote data quality.
  • Support the roll-out and piloting of a context adapted dairy livestock Management Information System (MIS) software platform
  • Support team members in capturing and documenting best practices and success stories for learning, reference, and dissemination. 
  • Work with the field staffs to ensure that program indicators are tracked through regular field visits.  
  • Help to prepare report monthly, quarterly, half-yearly and annual progress on all project activities to the Field coordinator. 
  • A strong understanding of complaint feedback management systems 
  • Better understanding in both quantitative and qualitative data.
  • Data analysis and to review data trends and overall project performance.
  • Support in preparation ME Plan and track the indicators developed for the project
  • Review all reports to ensure that data provided is reliable and accurate and that target indicators are met.
  • Other task as per the need assigned by the project

3.  Finance and Admin Officer (No. of staff -1, full time)

I.  Education:  BBA/BBS (Preferred MBA/MBS)

II.  Experience: 

  • At least 2 years’ experience in account keeping/accounting and admin
  • Experience in reporting to donors in an NGO environment.
  • Experience of working with coalitions and networks.
  • Excellent Finance report writing, data management, documentation, and presentation.
  • Excellent computer skills including Word, Excel, and Power-point.
  • Experience of office management, staff management, basic finance management and procurement management
  • Self- motivated and capable of managing work independently 
  • Good understanding of the laws of Nepal related to tax, insurance, etc

III.  Knowledge and skills: 

  • Strong skill on Account keeping  
  • Strong skills on online accounting system and account software like FAMAS (Preferred)  
  • Strong knowledge and skill admin management 

IV.  Duty Station: Project office, Rupedehi with frequent visit to Kapilvastu and Rupendehi district

V.  Key Responsibility: 

  • Maintain record of overall expenditure of the program activities in accordance the direction of program unit
  • Prepare report and ensure the financial transactions, payments and procurements held as per organization policy and government regulations
  • Submit financial report to donors on accounting principles, entry of vouchers/transaction into FAMAS software and production of required financial reports and statements.
  • Assist the organization and management of internal and external audits
  • Ensure, develop & maintain income goods, equipment, material and their posting into the proper ledger.
  • Calculate the taxes on applicable deducted sources, deposit in timely to concerned office and maintain E-TDS system
  • Maintain proper filing and effective documentation of all documents related to finance and administration.
  • Facilitate to release advance to the program staff implementation at district and Palika level.
  • Receive, verify and ensure that supporting documents are submitted by program staffs while settling advance.
  • Check and ensure attendance, payment and other necessary supporting documents required for settlement.
  • Provide orientation to the new project staff on financial norms and policy of the project.
  • Perform any other duties as required or requested by line manager and the board.

4.  Livestock Technician (No. - 4, one for each rural/ municipality Buddha Bhumi, Banganga, Sainamina Municipality and Kanchan Rural Municipality)

i. Education:  JT/JTA on Livestock  

ii. Experience: At least 3 years’ experience on dairy related project 

iii.  Knowledge and skills: 

  • Strong knowledge on Animal health (heat detection, AI, embryo transfer, disease, and pest management), breed, feed, and shed management  
  • Strong skills on social mobilization like milk producer group formation, development, and mobilization  
  • Strong facilitation skill on training related feed and fodder management, animal shed management, AI, embryo transfer, milk collection, chilling/storage, marketing 
  • Priority will be given to local candidate

iv.  Duty Station: One of Buddha Bhumi, Banganga, Sainamina, Municipality and Kanchan Rural Municipality 

v.  Key Responsibilities: 

A.  Capacity Building, Community Mobilization and Market Management 

  • Identify livestock and milk producer' groups in the project area if not available, form as per requirement of project.
  • Provide technical supports to farmers on livestock raising-animal husbandry feed, shed, health and management and milk production, collection, and marketing.
  • Organized farmers field school classes.
  • Form a mechanism for regular meetings and interactions between livestock or milk producer farmers' groups and affiliate the groups with cooperatives.  
  • Facilitate the monthly meetings of farmers and proper documentation of decisions.
  • Support the groups for the preparation of mineral blocks, preparation nurseries of grass and fodders, improvements of sheds and stables and other works related to project.  
  • Conduction of municipal level trainings and workshops.
  • Facilitation for the marketing of goods and services produced by the groups with mobilization of resources and effective coordination with stakeholders as per the project guidelines.
  • Initiate the process of registration of milk producer group and animal raising farmers group and cooperatives.
  • Conduct trainings and orientations to produce milk and milk-related items and their marketing.
  • Conduct and facilitation the programs on women empowerment, gender equity and equality, women rights, reduction of domestic violence and all kinds of discriminations as well as ensure of women participation in the project.
  • Submit monthly progress report to project coordinator.
  • Make linkage and coordination with municipal level stakeholders for resource collaboration.
  • Support the livelihoods of marginalized / poor families through the maximum use of local resources.
  • Facilitation to ensure the inclusion of caste, gender, persons with different abilities and at-risk communities in all activities run by the project.

B.   Coordination, Communication, Monitoring and Reporting

  • Conduct the programs/activities with the maximum coordination and partnership of milk producer groups/animal production groups/ cooperatives, ward, and municipal level service providers.
  • Participate in the program organized in the project area representing the organization.
  • Regular and weekly reporting of activities run in the field / project area.
  • Collect, verify, compile, and submit data related to project activities.
  • Report / inform works and activities performed by the project to ward and other related offices periodically and include in ward's plans.
  • Update project related information regularly.
  • Work as per the suggestions of organization and project coordinator.
  • Document and share the good learning and practices.
  • Provide essential support to the monitoring, reviews, and studies of multi-stakeholders.

5.  Support Staff: (No. -1, full time, Project office in Rupendehi district)

i.  Education:  SEE or equivalent   

ii.  Experience: At least two-year experience in the similar work. 

iv.  Duty station: Project office in Rupendehi district 

v.  Knowledge and skills: 

  • Knowledge and skill official works (Preferred Computer literate). 
  • Priority will be given to local candidate

vi.  Duty and Responsibility:

  • Office sanitation.
  • Deliver and receive of official documents
  • Visit field offices as per the requirements.
  • Visit bank, market, and other places as per office's requirements.
  • Assist the project team for photocopy, fax and other official works.
  • Support for official documentation and store management 
  • Work as per the needs of the organization
