Field Coordinator-Durable Solutions III (Landless Project)

Location: Saptakoshi Municipality, Saptari or Kathariya Municipality, Rautahat

Duration: 6 months with the possibility of extension subject to funding and performance

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of vulnerable populations affected by disaster including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. PIN has also supported Nepal's post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience (focused on shelter and resettlement) and inclusive education programming. PIN-Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

PIN carried out assessment of the situation of landless communities in Karnali and Madhesh provinces, together with local CSO-Community Self-Reliance Centre (CSRC). The assessment has identified the relationship between landlessness and exclusion from governmental services and aid responses during and after the disasters, especially floods and landslides. The assessment report demonstrates that large amount of population remains excluded from governmental services and social security & registry, including Shock Responsive Social Protection (SRSP), because they are landless or do not posses land certificates for the land on which they reside. Built on PIN’s previous Durable Solution program, the assessment has highlighted key interventions as a project that would facilitate mainstreaming of these landless communities with the government services, registry & other schemes.

Under the direct supervision of the Project Manager, Field Coordinator will take lead on overall project activities at the district and municipal levels by being the focal person for Durable Solutions III project. Field coordinator will ensure effective and timely coordination with the project team (including CSRC), local stakeholders, and partners for all aspects of the project. Field Coordinator will report directly to PIN’s Project Manager.

Project Management

• Act as PIN’s lead at municipal level within the consortium, supporting partner in the implementation of work plan activities as per instructions from the Project Manager.

• Ensure technical support and capacity building of the targeted municipality to facilitate durable solutions in identifying, validating and recording (IVR) of landless and informal settlers.
• Facilitate integration of disaster management/resilience and land agendas – support municipality in conducting hydrological study
• Orient the municipal authorities and communities about the key relevant provision in cooperation with the key stakeholders including Land Rights Forum, and advocate with the municipal government to ensure land allocation to the most vulnerable as provisioned in the law based on land use maps.
• Advocate with municipal and provincial authorities in the implementation of durable solution programs to ensure that landless households before, during or after floods have access to governmental services as per governmental provisions.
• Support inclusion of landless households’ perspective into system of disaster response, anticipatory action and where possible Climate Change adaptation.
• Coordinate with partner on effective implementation of DS III, including harmonization of work plans and division of responsibilities as per specific district needs.
• Ensure the clear communication flow and coordination between PIN, partner, government stakeholders, other partner and beneficiaries
• Assist Project Manager to develop project strategies, activities, and policies related to durable solutions for flood-affected landless households.
• Work closely with project team and partner, ensure timely and efficient communication between project team and partner, and ensure understanding of the project among the teams.
• Conduct field visits to monitor, identify risks, ensure quality delivery, and communicate with the direct beneficiaries and their families.
• Support in the implementation of mainstreaming (GEDSI, Safeguarding, DRR-emergency and Climate Change vulnerability) activities required by the project.
• Support PIN staff and volunteers in any activities in the field.
• Support report development with relevant inputs.
• Complete any other tasks as required for effective project implementation.

Representation, Networking and Quality Management

• Act as a PIN’s focal person for all project-related communication in relevant clusters, AIN working groups, and government bodies at district and municipal levels.

• Ensure that PIN is well represented and visible within the relevant stakeholders (clusters, PCU, local/municipal government);
• Assist MEAL & Communication department, develop learning papers and advocacy materials;

Program Operations Management

• Support operational management of the project including planning logistics and communications tasks to ensure full compliance with PIN's financial and procurement procedures.
• Support meeting donors' requirements, including procurement rules, reporting, and visibility requirements.

Required skills, experience and knowledge

Essential

• Bachelor’s degree in social work, rural development, or any other relevant field
• Strong proven experience in disaster risk management, land advocacy, and planning on a local government level.
• Strong understanding of the Disaster Risk Management, Social Protection and Land Rights in the context of Nepal, including existing financial governmental schemes available for DRM.
• Strong organizational and networking skills
• Willingness to work in the field with frequent travel to flood-affected communities.

Desirable

• Practical experience working with vulnerable groups including women, children, elderly, people with disability and ethnic minorities.
• Excellent communication skills
• Fluent in both English and Nepali (written and spoken)
• Language Proficiency – Bajika, Bhojpuri and Maithili
