CONTEXT

Médecins du Monde (MdM) is an international medical humanitarian organization working in France and abroad, aiming to ensure access to health and rights for all. Originally established in France in 1980, MdM now intervenes in 27 countries, including 6 in Asia. Through its innovative medical and social programs and evidence-based advocacy, MdM empowers excluded people and communities to access better living and health conditions while supporting social change. The organization has developed expertise on five priority areas: migration, health and rights; sexual and reproductive health and rights; harm reduction, to lessen the negative consequences of drug use and risky sexual practices; emergency and crisis; and environmental health. 

MdM has been working in Nepal since 2001, initially carrying out interventions on Tuberculosis and HIV/AIDS in the Western Provinces, and then on sexual and reproductive health with a microfinance component in Sindhupalchok. Following the earthquake in 2015 and floods in Terai, MdM has then implemented an emergency response followed by a post-earthquake early recovery project in the same district. Since 2018, MdM has been leading programs focusing on environmental health in Nepal. The 2018-2019 “Healthy Waste Workers in Kathmandu Valley” program aimed to improve the health status of informal waste workers (IWWs) in the Valley, mitigating their occupational risks and environmental exposure, improving access to information, and increasing access to health services in Teku, Shantinagar and Sisdole landfill sites through government urban health centers and health post.

In continuation of the 2018-2019 project, a 3-years (2020- 2023) project titled “Healthy Waste Workers for Sustainable Waste Management” (HWW4SWM) started in October 2020, which aims to improve the health, wellbeing, and livelihood of IWWs in Kathmandu Valley and Sisdole landfill. The intervention supports:

  1. the formalization of IWWs through non-profit enterprises (NPEs) and aims to increase their recognition in integrated solid waste management in urban cities, 
  2. increasing risk mitigation and the promotion of decent safe work opportunities in their current business activities and through business innovation in waste, for example focusing on hazardous wastes like healthcare or contributing to improving the overall solid waste management,
  3. increasing access to quality health services for IWWs and the community through the promotion of an urban health promotion center (the first of its kind) in Ward 19 and in Kakani’s Rural Health Center.

MdM is planning to launch a new project, SEWA (Safe and Economic upliftment for Waste reduction Action), consisting in developing further some activities planned in the HWW4SWM project. This includes setting up a green enterprise through the formalized organization of informal waste workers, the continuation of occupational safety and health (OSH) activities through the UHPC and the addition of some new elements such as healthcare waste management, especially considering the increased consumption of personal protection equipment due to the COVID-19 pandemic. 

MdM invites through this EOI the relevant Nepalese non-governmental organizations/ civil society actors for a potential partnership for approximately 3 years.

PROSPECTIVE PROJECT

Project Name: Safe and Economic upliftment for Waste reduction Action (SEWA)

Expected duration: 3 years

Expected Geography: Kathmandu Valley and Sisdole (Nuwakot District)

Overall objective: Contribute to achieving the Sustainable Development Goals (3,8,12,13) through the development of health and environment-friendly business initiatives in the waste management sector of Kathmandu Valley and Sisdole landfill, Nuwakot.

Specifically, the project aims to contribute to safeguarding the health of the scrap collectors, recycling entrepreneurs, the community, and preserve the environment through

  • Improving access to occupational safety and health (OSH),
  • Promoting 3R (reduce, reuse and recycle) in urban communities,
  • Developing safe, decent, and sustainable initiatives involving informal waste management actors.

Outcome 1. Improve access to OHS services in project-supported health facilities for scrap collectors, recycling entrepreneurs and the community.

Output 1.1 Quality OHS services are provided through supported health facilities 

Outcome 2. Implement a healthcare waste management (HCWM) system in supported health facilities 

Output 2.1 HCWM system is implemented in the facilities targeted by MdM, including the UHPC and the Sisdole HP

Outcome 3. Supporting the integration of Safai Yodda (SY), a not-for-profit distribution enterprise (NPE) of waste workers, in the waste management system and their self-sufficiency and autonomy

Output 3.1 The capacities of Safai Yodda (SY) members are enhanced, 

Output 3.2 The self-sufficiency and autonomy of Safai Yodda is improved 

Outcome 4. Involving Safai Yodda members, urban communities and local governments to contribute to environment protection and reduction of greenhouse gas emissions through 3Rs promotion and green recycling innovations

Output 4.1 The 3R strategy (reduce, reuse and recycle, 3Rs) is promoted, 

Output 4.2 Waste management actors are connected with the households encouraged to segregate the waste, contributing to the collection points

Output 4.3 Fourgreen business initiatives are implemented through Safai Yodda, reducing the carbon footprint of the waste sector in Kathmandu Valley.

MdM continuously highlights obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. 

At MdM, we believe in social justice has a vehicle for access to health, respect for fundamental rights and collective solidarity. We want populations to obtain real access not just to health care, but to all components of health, whether physical, mental or social. We support individuals and communities striving to influence the social determinants of health by providing medical services and adopting a community health approach. 

MdM’s action is built on the following five priority areas: 

  • Sexual and reproductive health and rights; 
  • Harm reduction, to lessen the negative consequences of drug use and risky sexual practices;
  • Migration, health and human rights;
  • Harmful Environments for working or living
  • Emergencies and crises

In addition, the three crosscutting approaches are:

  • Mental health and psychosocial support,
  • Childhood vulnerability,
  • Gender-based approach.

The current project is based on the thematic area “Harmful Environments for working or living” also known as environmental health.

MdM promotes environmental and public health sustainability which means that all of our interventions must be implemented in a manner that does not adversely affect the environment and public health.

CRITERIA FOR A PARTNER ORGANIZATION 

  • The organization should be a competent civil society organization or local non-governmental organization, duly registered or established and currently operating as per prevailing laws in Nepal.  
  • Preference will be given to organizations established by or among the beneficiary groups and those having technical competencies or proven experiences. 
  • The organization should not be a political party or affiliated to a political party. 
  • The organization’s operation should match with MdM values and apply the principles of participation, non-discrimination, accountability, and transparency within the organization, the programs and with the beneficiaries of the operations. 
  • Potential organization must have an updated legal status (registration / renewal, up to date audits, tax clearance /exemption etc.) as per the requirement of the government law of Nepal. 
  • The organization has adequate implementation capacities. 
  • Potential organization must have at least basic planning, monitoring, evaluation and reporting systems in place and must have the capacity to monitor and track the results of the project against its baseline. 
  • Potential organizations must have a proper system for good governance, ensuring government compliances, transparency and accountability towards rights holders, duty bearers and donors in their decisions and work. 
  • Proposed concept (EOI) should demonstrate realistic and relevant budget in terms of expected results and should have a clear link between the expected results, activity plan and the budget.

  • MDM reserves the right to ask for or obtain further details and documents from the shortlisted organizations during the course of EOI evaluation and negotiation processes. 
  • MdM reserves all the right to reject/dismiss this EOI process without assigning any reasons to applicants. 
  • The Partnership is subject to availability of funding for MdM and approval of the project agreement by the Social Welfare Council.

Interested or prospective NGOs/CSOs that comply with above-stated criteria may submit Expression of Interest (EOI) on specified format given below as Annex -1 and must not exceed 10 pages in PDF version with Times New Roman font, font size 12. Annex -1 will be provided upon request of interested candidates via email at info.mdmfrance@gmail.com

Enclose the copy of organization registration /renewal certificate, statutes, organizational strategic plan, latest audit report, tax submission and updated organizational profile along with the filled up EOI format.
