Nepal: Disaster Risk Management and LEOC Consultant

Nepal’s Terai flood plain is hard hit by recurrent climate emergencies and a humanitarian crisis induced by returning economically displaced migrant workers. The project will support widespread adoption of climate smart agriculture to reduce vulnerability and improve food and job security, especially for women and returned migrant workers. It will do this by a) improving emergency management in the agriculture sector to protect lives and livelihoods; b) strengthening resilient agriculture planning and implementation; and c) building and financing climate smart agriculture businesses for job creation and long-term resilient green growth.

The project will be implemented in 10 selected municipalities in Dhanusha and Mahottari districts.

  • Dhanusha - Sabaila Municipality, Kamala Municipality, Mithila Bihari Municipality, Janaknandani Rural Municipality, Mukhiyapatti Musharniya Rural Municipality.
  • Mahottari - Balawa Municipality, Bhangaha Municipality, Matihani Municipality, Mahottari Rural Municpality, Sonama Rural Municipality. in Madhesh Province

PURPOSE OF THE ASSIGNMENT

GGGI seeks to recruit a Disaster Risk Management and LEOC Consultant who will provide in-country support in Nepal to the existing GGGI team in the delivery of tasks under the CSA project. The Consultant will work closely with GGGI under the leadership and guidance of the Senior Project Coordination Officer and Senior Assoviate – DRM and Agriculture to ensure that the outputs delivered are in line with project KPIs.

The objectives of the assignment are to undertake capacity assessment to identify existing situations and provide recommendations for LEOCs in 10 selected municipalities (mentioned above) and to established GESI (Gender Equality and Social Inclusion) sensitive SOP for emergency response.

INSTITUTIONAL ARRANGEMENTS

The Consultant shall work closely with the following institutions and offices:

  • GGGI Nepal Team, located within the Ministry of Forests and Environment
  • KOICA Nepal Country Office
  • Good Neighbors International Nepal
  • Local Emergency Operation Centers, District Emergency Operation Centers and Provincial Emergency Operation Centers
  • Provincial Ministry of International Affairs and Law, Provincial Ministry of Agriculture, Government of Province 2 and Municipal Governments

SCOPE OF WORK

The Consultant will be responsible for the delivery of the following specific activities.

The specific tasks for this assignment shall include the following:

  • Conduct an inception workshop on DRM and LEOC
  • Undertake capacity assessments of selected municipal governments for data and information management related to climate risk and response in the agriculture sector, and identify existing situation and provide recommendations for LEOCs.
  • Establish GESI (Gender Equality and Social Inclusion) sensitive SOP for emergency response with components such as preparedness, information and data base management, search and rescue, relief and response, communication and internal and external coordination with DEOC, PEOC and NEOC
  • Train local government and LEOC staff on use of operating procedures and hazard data.

QUALIFICATIONS

  • University degree in the field of Disaster Management or any Disaster Risk Reduction related discipline.
  • At least 7 years of professional experience in Disaster Risk Reduction and humanitarian response.
  • Proven experiences in preparation of Standard Operating Procedures and conduction of simulation.
  • Demonstrated skills on preparing quality reports and other knowledge products.
  • Proficiency in written and spoken English, Nepali and local languages with demonstrated writing skills.
  • Clarity in the proposed methodology and process for achieving deliverables in the inception report.
  • Strong understanding of Disaster Risk Reduction at local level/community-based disaster management, and DRM framework.
  • Working experience on establishment of LEOCs.
  • Experience in conducting field assessment, stakeholder assessment, feasibility study and finalizing development projects.
  • Proven experiences in preparation of Standard Operating Procedures and conduction of simulation.
  • Previous working experience with, Government of Nepal, Nepal Red Cross Society, local Governments, bi-lateral organizations and I/NGOs
