POSITION DESCRIPTION 

POSITION TITLE:  Data and Information Management Specialist 

LOCATION:  Kathmandu, Nepal, with travel to districts 

REPORTS TO:  Senior MERL Manager

SUPERVISE TO: Data Assistant 

CONTRACT LENGTH: 12 months 

BACKGROUND: 

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed. The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development and the British people through the United Kingdom’s Department For International Development and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.  

POSITION SUMMARY: 

The Data and Information Management Specialist will lead on designing and implementation of data information system that provides tools to  organize data,  evaluate and efficiently manage  the requirement of the project. The Data and Information Management Specialists will liaise with key government ministries,  agencies  and officials at federal,  provincial,  district  and local levels for development and operation of the integrated data platform for countering trafficking in persons (iTIP).  

ESSENTIAL RESPONSIBILITIES: 

Data and Information Management System 

  • Lead on designing and implementation of data information system that provides tools to organize data, evaluate and efficiently manage the requirement of the project. 
  • Lead on data resources; databases, project management applications.
  • Lead on data integrated approach within the project liaising with government, CSOs and private sectors partners 
  • Prepare a logical model and functional specification the system and conduct together with government, CSO and Private sectors partners, systems analysis of installation and decentralization requirements; 
  • Collaborate with GON ministries, anti-trafficking committees, and civil society organizations to streamline TIP data capture and flow; conduct audit of existing systems and processes, and facilitate the development of a business process management protocol that promotes effective referrals, case management, and investigations. 
  • Coordinate the development and promote the adoption of standard, responsible data practices on a national, district, and village level; build capacity of key GON and CSO personnel on system use, data input quality, security, and other skills as needed. 
  • In conjunction with GON authorities and the Private Sector Engagement Specialist, leverage existing data management and data security solutions for application in the Nepal TIP environment, ensuring appropriate technologies for various end users are incorporated into system(s) selection and design. 
  • Liaison with key government ministries, agencies and officials at federal, provincial, district and local levels for development and operation of the integrated data platform for countering trafficking in persons (iTIP). 
  • Coordinate and build networks with key stakeholders from CSOs and PS to support development and operation of iTIP. 
  • Engage with key officials from government ministries and institutions to finalize the concept for the design of the iTIP and the detailed implementation plan for the design, piloting and roll out of iTIP . 
  • Support to jointly organize relevant GON ministries required iTIP development and operation, consultation workshops with different groups of CTIP stakeholder to collect inputs from them on the design, management and operation of  iTIP.  
  • Provide technical oversight to data consultant conducting the detailed data system assessment of all CTIP data stakeholders to be engaged in iTIP.  
  • Facilitate development and endorsement of data security and safeguarding protocols for iTIP and for each institutional member of iTIP. Facilitate development of formal data sharing agreements between the key institutions including GON ministries and agencies through iTIP. 
  • Facilitate development and endorsement of data collection and reporting guidelines with standard tools and procedures to collect, verify, report, and use data in iTIP.  
  • Facilitate GON endorsement of iTIP at federal, provincial, district and local level along with development and approval of policy protocols for management and operation of iTIP.  
  • Facilitate assignment of the institution to host iTIP along with ensuring its management and operation, including verification of data uploaded by other members and sharing of analysis reports based on the data in iTIP on agreed periodic basis with the members and external stakeholders.   
  • Facilitate agreement among all key data stakeholders (members) on the design of the electronic platform to host the data in iTIP and provide oversight to software development consultant on the design of the electronic platform for iTIP with regular engagement of focal points from the key data stakeholder institutions or members of iTIP. 
  • Provide technical oversight to the software development consultant/vendor to beta test and make improvements in the electronic platform of iTIP with engagement of the key data stakeholder institutions or members of iTIP in line with the endorsed guidelines for data collection and reporting with standard tools and procedures to collect, verify, report and use data.  
  • Provide technical backstopping and system maintenance support with software development consultant/vendor. Different types of technical assistance and capacity building support to institutional members of iTIP based on their need and demand may also have to be provided. 
  • Monitor, evaluate and follow up the use and results of MIS system at all levels.
  • Develop MIS Database User Manual and disseminate.
  • Support in preparing the M&E indicators in relation to objectives, output and activities as defined in Results and Resource Framework of HSP. 

Reporting: 

  • Provide data and information to project leads producing monthly, quarterly, and annual reports including other relevant sectoral reports as per the need of the program. 
  • Provide regular updated facts and figures in table, graphs, and charts as per need.
  • Develop appropriate formats for collecting data for database development and management in coordination with stakeholders. 

Budget and Financial Management: 

  • Work with management in preparation of project budget and schedule. 
  • Monitor and control expenses within allotted budget.

Teamwork: 

  • Orient and train teams and stakeholders on installation and operation of MIS system in given Model. 
  • Supervise team members to complete projects within deadlines. 
  • Collaborate with other project staff, stakeholders to deliver far-reaching results and impact in line with program expectations. 
  • Provide technical support on program activities to ensure the quality, timeliness, and efficiency of all activities.  
  • Ensure program staff, partners on activities related to learning, research, assessments and evidence gathering. 
  • Capacity building to teams on effectively execute the desired outcome.  

Internal coordination and collaboration: 

  • Track project progress periodically and report the same to management. 
  • Ensure quarterly and annual reports to USAID. 
  • Coordinate and collaborate closely with Program Team, home office and field office. 

External liaison and networking: 

  • Develop and maintain association and liaison with relevant stakeholders. 
  • Actively represent in relevant forums. 

Other duties as assigned. 

QUALIFICATIONS:  

Education:    

  • Master’s degree or equivalent preferably in Management Information Systems, computer science or other relevant field; or the equivalent combination of education and extensive relevant professional experience. 

Technical:    

  • Minimum of five years of progressively responsible experience in information  management or a related field; systems for international development projects, preferably with USAID 

Experience: 

  •   Experience in designing and implementing data platform, management systems in multiple organizations including stakeholders. 
  •   Programming languages such as Visual C#/VB, Java, JavaScript and PHP.
  •   Ability to work in database management systems such as MS Access, MS SQL Server, MySQL and SQLite. 
  •   Certifications in Business Process Management or similar preferred.
  •   Experience managing highly sensitive information such as crime victim data, health records, or government security required. 
  •   Experience in data collection, data analysis and presentation.
  •   Experience in usage of Microsoft Office software package, operation web based MIS and software. 
  •   Experience in advanced MIS techniques.
  •   Experience in data visualization tools.
  •   Experience in advanced data analytics.
  •   Experience in web development.

Skills/Knowledge:   

  • Excellent listening and observation skills, demonstrated in the ability to create useful solutions for clients/partners and successfully promote adoption of information management systems among non-technical users 
  • Knowledge on database management and data visualization, counter trafficking in persons, human rights, labor rights, migration, governance and gender equality and social inclusion.  
  • Knowledge or understanding of the information management needs and challenges surrounding anti-trafficking and safe migration initiatives in developing countries preferred 
  • Previous experience working in USAID and/or DFID projects preferred. 
  • Strong Coordination and effective communication skills required 
  • Strong computer skills, relevant software, spreadsheets, and technical analysis  
  • Proficiency with word processing, spreadsheet, and presentation. 
  • Fluency in English and Nepali language. 
  • Knowledge of and adherence to USAID and Winrock International’s code of ethics, and specifically child safeguarding and trafficking in persons provisions covered in the project agreement.
