OVERVIEW

PHASE Nepal is a not for profit NGO that works on health, education, and livelihood related projects in remote Himalayan communities. The projects are oftentimes funded separately by different donors; PHASE as far as practical/ possible integrates the projects and delivers an integrated program for holistically addressing community needs. We are also actively developing a research department - strategically integrating research in project interventions.

We are currently seeking qualified, organized, and energetic Data Analyst/Lead to contribute in Economic & Social Research Council (ESRC) and the University of Sheffield funded GCRF NGO Secondary Data analysis research project with an additional responsibility to oversee regular M&E data of other thematic projects here at PHASE. This position will have an opportunity for a short visit and work with The University of Sheffield on finalizing the data analysis, developing key findings and recommendations, and writing academic & policy outputs.

JOB SPECIFICATION

Data Analyst/ Lead should have advanced knowledge about scientific data, programming languages, software and hardware architecture, and demonstrated ability to learn from online information sources to develop solutions to data acquisition, curation, analysis and visualization needs. Knowledge of website, dashboard, app design and maintenance is an added advantage.

S/he will also be passionate about helping the team make great decisions based on data, possess exceptional skills in data reporting. S/he will be detail-oriented and organized, capable of handling multiple projects at once, and capable of dealing with ambiguity and rapidly-changing priorities. Candidates must be successful both as individual contributors and in a team environment. Our environment is fast-paced and requires someone who is flexible, detail-oriented, and comfortable working in a deadline-driven work environment.

JOB RESPONSIBILITIES

  • Database management, implement programming routines and algorithms for processing large datasets and work with the research team and project managers to develop decision support tools (website dashboards and/or apps).
  • Identify valuable data sources (structured and unstructured data) and automating data collection processes, pre-processing, and curation in well-structured databases.
  • Analyzing large datasets to discover trends and patterns.
  • Build predictive models for research & development interventions.
  • Provide technical back-end guidance in developing decision-support tools, while contributing to front-end design.
  • Contribute to digital data capture tools and ICT platforms to summarize data and visualization.
  • Organize electronic survey platforms (ODK and, among others), clean and curate data.
  • Engage in fieldwork as required in support of PHASE’s objectives.
  • Provide data curation, processing, and analysis training and assistance in  PHASE’s working areas.
  • Perform other duties as requested by the supervisor(s).

REQUIRED SKILLS AND QUALIFICATION

  • Will be appointed at the Manager level if the candidate is with a Master's Degree and at the Data Management Lead Level for someone with a PhD Degree. They should have these qualifications in Statistics, Data Science, Computer Science, or similar relevant discipline.
  • Proficiency in computer programming and statistical computing (e.g. Python, R, MATLAB, FORTRAN). Knowledge of JAVA is beneficial.
  • Experience with cloud/grid computing technology, Google Earth Engine, etc.
  • Knowledge and experience with machine learning methods and tools.
  • Demonstrated experience with data visualization tools and spatial analytics.
  • Comprehensive and sufficient knowledge of a few fields or proficiency to have the highest level of expertise in one discipline within PHASE to solve all problems in the specialist field.
  • High level of organizational and self-managerial skills.
