IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Background:

The project entitled “Effective case management by strengthening Isolation centres and Ground Crossing Points (GCPs) management for Rapid Response and Preparedness against COVID-19” intends to implement a twofold COVID-19 response to address the gaps and needs identified through the assessment. With a major focus on the migrants crossing the borders and priority to population facing additional vulnerabilities including women, children, elderly and persons with disabilities, the project aims to strengthen the capacities of six GCPs and isolation centres through supporting the Governments of Province 1, 2, Lumbini and Sudurpaschim. In line with the National COVID-19 Preparedness and Response Plan, the government has set up heath desk at 13 GCPs for screening and testing of the returnee migrants. The screening and testing at GCPs help reduce the spread of COVID-19 by early detection and provides an opportunity to educate returnee migrant and their families about COVID-19 and ways to remain safe. Hence, the project envisions to support the Government in their ongoing interventions at the targeted health desk with the provision of health response support, strengthening the screening and recording-reporting of the migrants to further capacitate the government response for combating COVID-19.

Under the overall supervision of the Program Manager and direct supervision of the National Migration Health Physician, and, in collaboration with relevant units at the country office, the successful candidate will be responsible and accountable for managing and supporting the functioning of health desk for the “Effective case management by strengthening Isolation centres and Ground Crossing Points (GCPs) management for Rapid Response and Preparedness against COVID-19”. In coordination with the Migration Health Department and Program unit the selected candidate will be responsible to support directly and indirectly to the overall project intervention of the project at the six-health desk from the four provinces. 

Objectives:

The project envisions to support the Government in their ongoing interventions at the targeted health desk with the provision of health response support, strengthening the screening and recording-reporting of the migrants to further capacitate the government response for combating COVID-19.

Scope of work:

  1. Provide onsite support to the staffs at Health desk of GCPs in screening and recording-reporting of the details of the travellers using Government of Nepal’s protocol and guidelines. 
  2. Assist in regular operations of Health Desks including operating the Information Management Unit (IMU) software and generate report on daily basis. 
  3. Communicate the risk and importance of preventive measures of COVID-19 by using IEC materials. 
  4. Communicate about the national guidelines on testing and home isolation & quarantine and answer or serve as a liaison with the health desk in-charge in answering any questions of travellers and emphasize on following minimum standard of prevention against COVID-19. 
  5. Ensure the data recording forms, screening tools, IEC materials are set up at the health desk. 
  6. Provide technical and operational support to the Health-Project Assistant in capacity building of staff designated in health desk via training on different concept relating to COVID-19 and other emerging infectious disease.
  7. Responsible to prepare and submit the report on monthly basis.
  8. Undertake duty travel as needed.
  9. Perform such other duties as may be assigned by your supervisor.

Tangible and measurable output of the work assignment:

  • Monthly work report 
  • Detailed training plans developed and conducted 
  • Coordination meetings minutes with the local government, CSO/NGO and other stakeholders if done.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Public health, Nursing, International health or Health management from an accredited academic institution. 

Experience 

  • At least one years of relevant professional experience in public health or health services preferably COVID-19. 
  • Understanding of Government of Nepal’s health care system for COVID-19 in federal and local context 
  • Strong interpersonal skills, advocacy, coordination and networking, excellent team leadership and problem-solving abilities
  • Good report writing skills in English and Nepali, communication and advocacy skills, including oral presentation
  • Computer proficiency (MS Word, MS Excel, Power points and information systems)
  • Fluency in English and Nepali (oral or written). Working knowledge of any other local language is an advantage. 

Languages

  • Fluency in English and Nepali is required.
