Landslide Management Policy Gaps Analysis

 

Background:

People in Need (PIN) currently implements a project aimed to improve resilience of hill communities in Sindhupalchowk and Dolakha districts by strengthening risk-informed landslide management, particularly at the local level. The key objective is to work with local authorities and disaster management institutions, key actors involved in road construction and infrastructure projects, communities and all levels of government to increase their understanding of landslide hazards, the risks they pose, and the impact of human activities such as road construction on communities at risk of landslides. The project is funded by the European Civil Protection & Humanitarian Aid Operations (ECHO).

Scope of the Study

The consultant will be expected to conduct a thorough analysis of the main policy gaps, challenges, and opportunities in landslide management in the context of Nepal’s evolving federal framework. Furthermore, the analysis will aim to provide recommendations on areas where landslide management authorities can strengthen their capacity to effectively and systematically implement the DRRM Act at the local and provincial levels. The analysis will encompass an extensive desk review of existing policy literature and relevant research, and key informant interviews.

1.      Principal Objective

      The main purpose of this study is to identify and analyze gaps and challenges in how existing DRRM policies related to landslide management are understood and implemented at the municipal, provincial and federal levels; present research-based findings to inform future programming; and provide recommendations for sustained policy advocacy engagement. 

2.      Sub-Objectives

  • To extensively review existing policy and research, both in Nepal and regionally, relating to best practices and lessons learned in landslide management;

  • To identify and assess the roles and responsibilities of key landslide management bodies and stakeholders at all federal levels with emphasis on the municipalities;

  • To critically analyze the current understanding and application of the landslide management policy framework by various DRRM bodies at all levels, and identify main gaps, challenges and opportunities to address them;
  • Summarize findings of this study in the form of a report, and present evidence-based recommendations to inform future programming & policy advocacy.

3.      Scope of Work

  • Develop workplan at the start of the analysis detailing specific tasks and deadlines;

  • Review applicable national and international/regional policies and research relating to landslide management, highlighting best practices and lessons learned;

  • Map key DRRM stakeholders at the federal, provincial, and municipal level and their official and unofficial roles & responsibilities related to landslide management;

  • Analyze existing mechanisms for coordination between municipal, provincial and federal level stakeholders responsible for landslide management;

  • Conduct Key Informant Interviews with key landslide management stakeholders (government, non-government, private and other) to further understand existing roles, challenges and capacities relating to landslide management at the municipal and provincial levels;

  • Prepare a detailed final report (no more than 20 pages, incl. annexes) with focus on critical analysis of the findings, including recommendations to help inform existing and future policy, and PIN’s DRRM landslide management programming;
  • Present findings and recommendations of the final report in a workshop with relevant technical and project partners.

4.      Methodology

  • Comprehensive desk/literature review of key policy and research relating to landslide management;

  • Conduct KIIs with key landslide management & other relevant DRRM stakeholders, such as NDRRMA, MoFAGA, DMG, NRA, Department of Roads, Department of Water, Induced Disaster Prevention of the Ministry of Irrigation, CBDRM Forum, AIN DRR Working Group, UNRCO, UN Clusters, DDMC, LDMC;
  • Conduct formal discussions as part of the Consortium’s technical working group to consolidate understanding of key issues relating to landslide management in Nepal, reflecting previous experience and institutional knowledge.  

5.      Timeframe

  • Comprehensive desk review to be completed by 30 November 2020

  • Individual interviews (KIIs) to be completed by 4 December 2020

  • Completion of Final Report by 11 December 2020

  • Present findings of report as part of a workshop with technical and project partners by 17 December 2020


 Requirements:

  • An advanced degree in Disaster Risk Reduction or relevant field;

  • Strong track-record and expertise in policy research analysis, DRRM and local governance, including in the context of Nepal’s new federal system;

  • Experience working on research assignments for INGOs and/or UN agencies;
  • Strong analytical writing skills and ability to produce high-quality academic research in English.

  • Financial proposal indicating consultancy fee and a breakdown of expenses not exceeding NPR 350,000 total.
