PeaceWin is a non-government, not for profit making, social development organization. It works with marginalized groups, especially children, women, youths for promotion and practices of their social, economic, cultural rights. It addresses on program integration and mainstreaming of social issues (gender & caste discriminations, child marriage, anti-tobacco, HIV & AIDS Chhaupadi Pratha-female has to live in a hut far from a house during menstruation), good governance/ social accountability. It was established locally in 2047 B.S (1990 AD) at Atichaur VDC-4, Oligaun and registered in District Administration Office (DAO) office in B.S. 2049 Paush 5 (20 December 1992 AD). After the restoration of democracy in 1991, Nepalese society became politically free and aware their roles and responsibilities toward development. PeaceWin was initiated by rural farmers of Bajura, Atichaur collecting Rs. 100.00 from each households from 53 family. The basic working themes were agriculture products (vegetable), sanitation, forest conservation, school enrollment of girl child, saving-credit, reduce unnecessary expenses in social functions etc.

Details / requirements:

1. Background:

PeaceWin (hereinafter PW) is not for profit Non-Government Organization (NGO) established in 1992 AD and registered at DAO Bajura and Social Welfare Council (SWC) Nepal. It has significant contribution on community development through different intervention like education, good governance, livelihood enhancement, health and nutrition, water sanitation and human right etc. from last three decades in Sudurpashchim Province (Far- Western Part) of Nepal, particularly in Bajura district.

Currently PW has been implementing Strengthening Food and Nutrition Security Resilience of Disadvantaged Population Groups in Mugu and Bajura Districts, Western Nepal (hereinafter, SAMPURNA, Nepali branding) project in Himali Rural Municipality and Budhinanda Municipality in Bajura district. The same project has been implementing by Reconstruction and Research Development Center (RRDC) in Khatyad Rural Municipality of Mugu district. The project started on November 2017 and will be accomplished on October 2020. The project is financially and technically supported byBMZ, Germany and Welthungerhilfe (WHH) Nepal. 

Overall goal of the project is to strengthen the food and nutrition security of disadvantaged population groups through three interventions or result i.e. Good Governance, Agriculture and Value Chain Development and Nutrition Awareness.

Under result area, good governance promotion, the project is aiming to support local government for improved service provided by authorities and more accountable to the citizen through capacity building of local representatives, office equipment supports etc. On the other hand, project is also supporting Civil Society Organizations (CSOs) to strengthen civil society monitoring system in local level and to ensure the voice of marginalized and disadvantaged communities are addressed in local level planning through institutional development of CSOs, networks and groups and advocacy work. 

As the project is aiming to strengthen community people, different networks, CSOs and service providers to improve governments’ services and accountability through multi-stakeholder dialogues, the project is going to conduct Evidence Based Dialogue on policy strategies/ actions plans and adequate implementation is initiated between public officials and civil society at R/MC, Province and National level. In this context, PW is seeking highly experienced individual professional/institution for undertaking following task mentioned in Task, Process and Methodology Section.

2. Objectives 

  • The objective of this task is to generate and document evidence- based advocacy issues to assess the effectiveness of implementation national policies and action plan (Multisectoral Nutrition Plan- MSNP II, Agriculture Development Strategy (ADS) and Zero Hunger).
  • Have policy dialogues with multi- stakeholders at local and provincial level and have a declaration for the effective implementation of the national policies as mention in previous section.

3. Tasks

  • Desk review and preparation of the advocacy report of national policy strategies and relevant action plans (MSNP, ADS, Zero Hunger) and discussion with ward level multi- stakeholder political dialogue on FNS prioritization conducted by the project in 28 wards of Bajura and Mugu districts.
  • Organize multi-stakeholder forums at RM/MC level with existing working groups who are acquainted with advocacy work at local level (2 in Bajura and 1 in Mugu).
  • To produce evidence- based advocacy report on the implementation of national policies and action plans (MSNP II, ADS, Zero Hunger).
  • Share and validate the findings of the advocacy report with participants at ward and Palika level and prepare for province level sharing.
  • Preparation of Terms of Reference (ToR) to establish multi- stakeholder forum in Palika and Province level. An evidence- based dialogue in policy strategies/ action plans and adequate implementation is initiated between public officials and civil society at R/ MC and Province level, i.e. total 5 events of dialogue (3 Palika and 2 Province).

4. Process:

This process will follow the following step by step activities.

  • Step 1. ToR preparation to establish multi- stakeholder forum in Local and Provincial level.
  • Step 2. Desk review of the ward level political dialogue for FNS prioritization and wrap up the ward level findings as a single report for each Palika.
  • Step 3. Conduction of evidence- based dialogue in Palika level and formulation of Palika level multi-stakeholder forum. The forum will declare the commitments and agreed action points to implement the policies.
  • Step 4. Preparation of advocacy report on the implementation of national policy strategies and relevant action plans (MSNP II, ADS, Zero Hunger) in Palika level.
  • Step 5. Conduction of evidence- based dialogues in Province level and formulation of Provincial level multi-stakeholder forum. The forum will declare the commitment and agreed action points to implement the policies.
  • Step 6. Preparation of advocacy report on the implementation of national policy strategies and relevant action plans (MSNP II, ADS, Zero Hunger) in Province level.
  • Step 7. Submission of the report to the concerned ministries of local, province and federal government, social welfare council etc.
  • Step 8.Follow up to review the agreed action points of the declaration with regard to their implementation in Palika and Province.

5. Methodology:

  • Consultant should closely work with project team and WHH staff and need to share the progress as agreed with the team.
  • The Advocacy Report should analyzes data and information collected in household investigations, focus groups discussions, public hearings and community score card processes at the local level.
  • Appropriate methodologies like presentation, group discussions, simulation, brainstorming, game model etc. for the events have to be followed during the interaction and multi-stakeholders’ forums.
  • The days for the dialogues will be; 2 days for Palika level dialogue/ per event, and maximum one day for Province level dialogue (total 8 days excluding desk review) for the first dialogue. It should be maximum 3 days for second dialogues.

7. Supervision 

The overall supervision will be carried out by PW, RRDC and Welthungerhilfe (WHH) Nepal. 

8. Confidentiality/Disclosure

All material issued in connection with this ToR shall remain the property of PW (SAMPURNA Project) and shall be used only for this procurement exercise. All information provided shall be either returned to PW or securely destroyed by unsuccessful applicants at the end of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner project the respondents or otherwise.

The consultant will be required to sign a non-disclosure/ confidentiality agreement as part of their undertaking of this work.

9. Term of Payment

The amount will be paid as partial basis after the completion of ToR preparation, multi-stakeholder dialogues and follow- up program to review the progress.

10. Qualification and Experience of Consultant

Education: Minimum University Degree (Master) with expertise in good governance, advocacy, laws and government policies, participatory planning and monitoring plan etc.

Experience: Minimum 5 years proven experience in advocacy works, M&E, plan preparation on good governance, participatory planning, service provision of local government etc. 

Language: Excellent Command on oral and written in Nepali and English language, dialects of Karnali will be an asset.
