Consultancy for training on Climate Action and Disaster Risk Reduction

For FCA staff and partners

1.  Introduction to FCA

FCA is Finland’s largest international development organization. It operates in 13 countries in Asia, Africa and the Middle East. FCA specializes in three thematic priority areas: Right to Peace, Right to Livelihood, and Right to Quality Education. The work is done with the poorest people, regardless of their religious beliefs, ethnic background or political convictions. As a civil society actor, FCA realizes its mission and vision through development cooperation, humanitarian assistance, and advocacy work

We contribute to positive change by supporting people in the most vulnerable situations within fragile and disaster-affected areas. The main funding sources are from private persons and companies, the Government of Finland, and global institutional donors such as various UN agencies, bilateral donor agencies and the EU. FCA enjoys Core Humanitarian Standards certification and is a member of the ACT Alliance.

With a commitment to bring about positive development through collaboration, FCA has been supporting work in Nepal since the 1980s and have had an in-country presence since 2013. FCA’s core components for the work in Nepal have always been livelihood and education, both as long-term development projects and disaster response and recovery programs. The current Nepal country program focuses on work in Provinces 2, 3, 6 and 7.

2.  Justification of the consultancy

FCA's interventions aim to minimize the negative impacts of climate change in its program countries. Nepal is among the vulnerable countries to natural disasters and climate change. Climate Change affects Nepal’s agriculture sector, which employs over two-third of the population and contributes to one-third of the country’s GDP (MoF, 2016). Climate Change, in the form of increased temperatures, erratic precipitation, uncertain shifts in seasonal patterns, and increased intensity and frequency of extreme weather events are expected to exacerbate food security challenges by impacting food production, disrupting supply chains, and rising food prices. This means adaptation and continual learning are essential. FCA promotes Climate Action (CA) and Disaster Risk Reduction (DRR) as cross-cutting issues in its programming as envisioned in Nepal Country Strategy. Hence, FCA plans to capacitate its staff at the Nepal Country Office and the partners for strengthening its organisational and project strategies and activities for climate adaptive, climate friendly and disaster resilient livelihood programs through a training as a continuation of the training held in 2020. Through this FCA also aims to contribute to SDG 13 Climate Action.

3.  Objective of the training

The main objective of this training is to capacitate staff at FCA’s Country Office and the staff of its partner organisations for supporting integration of CA and DRR into its current projects and the new projects starting from 2022. The aim is to lay a foundation for future systematic and strategic integration of CA and DRR. With this initiative, FCA and its partners shall be able to work in addressing issues of climate change and disasters systematically through its programs and advocacy with the concerned stakeholder to lower the disproportionate impacts of climate change and disasters on marginalised people.  

4.  Scope of work

The scope of work for the consultant is to deliver two-day training to FCA and partner staff (program staff and board members – approximate no. participants is 25-30) in Kathmandu on Climate Action and Disaster Risk Reduction broadly covering the following topics. 

  • Effects of climate change at global level and its impact in Nepal and the marginalised groups, especially on women and girls, farmers and persons with disabilities
  • Measures to improve adaptive capacity of communities to a changing climate and strategies to minimize and manage disaster risks
  • Responsible and climate resilient and climate smart agricultural practices
  • Who are the rights holders and duty bearers in relation to climate change and what are their roles (government and Civil Society Organisations CSOs including Community Based Organisations CBOs. in lowering and mitigating the negative impacts (actions to take at local, country and global level)
  • Government of Nepal’s initiatives on Climate Actions and roles of CSOs and CBOs in adopting and contributing to its goals
  • Understanding on international and national agreements and policies on Climate Actions
  • Basics of climate financing

In preparation for the training, the consultant will study FCA’s relevant strategies and eight project plans in five projects, and the training materials/contents of the 2020’s training. The consultant will share the training material and training content beforehand with FCA, and the consultant should be open regarding needed/relevant adjustment to training content as per FCA’s input and incorporate feedback provided by FCA. The training content will be reviewed and finalized in coordination with FCA before executing the assignment.

5.  Expected results and deliverables 

The expected deliverables of the consultancy is to deliver training on disability inclusion and provide strategic guidance for disability inclusive programming in FCA projects.

  • Delivery of two-days face-to-face training on integration of CA and DRR in FCA at strategic and project levels. The participants will be able to mainstream CA and DRR in their respective organisation’s strategies and projects, such that the projects will be able to work to address the issues of climate change and disasters systematically in its livelihood projects. 
  • The consultant should provide a training completion report together with recommendations on integration of CA and DRR to FCA and partner.The consultant should also share the training materials together with the training completion report.  

The training should take into consideration the following aspects:

  • Interactive and participatory methodology 
  • Tailored to introduce specific needs and information of  FCA’s project districts
  • Brainstorm opportunities for participants to incorporate adaptation and mitigation strategies into the project planning and management, and/or to identify and reduce vulnerabilities on project activities

6.  Timeline

  • Technical/financial proposal– 14 May 2021
  • Agreement between FCA and the consultant –4 Jun 2021
  • Share training materials to FCA by the consultant – 18 Jun 2021
  • Finalise training materials based on FCA feedback – 30 Jun 2021
  • Training conducted by the consultant – To be decided (considering the growing positive cases of COVID-19, the actual dates are to be decided and will be done based on the on the evolving context and government guideline and regulation)
  • Training completion and recommendation report, along with the training materials to FCA by the consultant – Two weeks after the completion of the training

7.  Payments

Payments to the consultant will be made within 12 working days after the successful completion of the deliverables. 

8.  Technical and Financial proposal 

The duly filled technical and financial proposal should be made as per the format provided in Annex 1 attached to the following email address:Nco.Info@kua.fi. The proposal will be evaluated based on the experience/expertise and the cost proposed by the applicant. 

9.  Eligibility Criteria 

The lead consultant should have at least a Master's Degree in Climate Action, Disaster Preparedness, and Management, Natural Resource Management or any other relevant field with at least 5 years extensive experience on providing trainings related to Climate Action and Disaster Risk Reduction concepts. The applicant should have its entity duly registered at concerned government office with tax/VAT cleared up to the last fiscal year.
