Consultancy for Baseline Survey for Piloting Climate Action in Mahakali River Basin 

DCA Nepal is a Danish humanitarian and development organisation that has been working in the country since 2008.  DCA works for the poor, vulnerable and socially excluded communities, and strives to create a world without hunger, poverty, and oppression, in which popular and political powers constantly work strongly and actively for a just and sustainable distribution and use of the earth’s resources. In Nepal, DCA’s work focuses on three thematic areas: Build Resilient Communities, Fight Extreme Inequality and Save Lives. Across all the themes, DCA has integrated climate change and gender equality and social inclusion (GESI) as cross-cutting themes. Currently, DCA is moving towards rolling out its new strategy (2022-2026), with a key focus on climate actions. Climate actions are mainstreamed in all its programmes and projects to enhance programmatic objectives and improve the sustainability and scale of adaptation efforts. 

As DCA is designing a project focusing on climate action in the Mahakali River Basin, it is seeking to conduct a baseline survey in Baitadi, Darchula, Dadeldhura and Kanchanpur districts to identify key issues related to climate change, including risks and vulnerabilities, policy initiatives, existing capacities, gaps, and measures to address climate impacts in this region.

This Terms of Reference (ToR) for baseline survey is developed to support the project idea with firsthand solid information and fill the gap thereby identifying locally viable climate actions to reduce the vulnerability of the community residing in Mahakali River basin. The baseline is also expected to comply with DCA global result framework focusing on three global goal integrating climate change disaggregated by adaptation, mitigation and loss and damage.
