CONSULTANCY - COMMUNITY FIELD MONITOR

BACKGROUND:

Trafficking in Persons (TIP) is a global problem that is multidimensional and multisectoral and thus is a complex issue that requires multi-disciplinary solutions with many stakeholders. Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. The 2018 “Walk Free Foundations Global Slavery Index” revealed that two-third out of 40.3 million people around the world who have been living under the modern slavery are in Asia and the Pacific. Out of them 70 percent are women and girls. According to that data 6 percent of total population of Nepal are compelled to live under modern slavery (Walk Free Foundations Global Slavery Index can be accessed here). The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development (USAID) and the British people through the United Kingdom’s UK Aid and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the Government of Nepal (GON), civil society, and private sector to combat human trafficking in Nepal.

OVERVIEW:

Hamro Samman project is a five-year project with the objective to reduce the prevalence of trafficking in persons (TIP) in 10 select districts of Nepal. The project is implemented by Winrock International since July 12, 2017 with generous support from the American people and the British people through the United States Agency for International Development (USAID) and the United Kingdom Department of International Development (UK Aid). The project has three objectives:

  • Strengthening national, provincial, and local Government of Nepal (GON) efforts to combat TIP
  • Improving civil society organizations (CSO) advocacy and engagement to address TIP
  • Increasing private sector (PS) partnerships to service TIP survivors and at-risk populations

In the current COVID-19 context, remote monitoring is crucial to help capture the changes and provide information for evidence-based program planning and decision making. Remote monitoring is seen to be an effective method to review project progress, ensure program quality and contribute in institutionalizing impacts along with successes and lessons learned. Thus, with an aim to proactively monitor project activities, troubleshoot implementation challenges, and inform or share decision-making with communities, HS is adopting this form of monitoring.

The Hamro Samman Project is seeking to work through an institution that can monitor Hamro Samman activities implemented in 10 districts of Nepal.

Provide continuity to monitoring efforts using mobile technologies and contribute in identifying areas going well and needing improvements and ensuring quality by taking into account the present ongoing COVID 19 pandemic.

The overall objectives of this position to carry-out field-based M&E functions (data collection, data validation, documentation, and quality checks, reporting etc.).

TASKS AND OUTPUT:

The Community Field Monitor will undertake the following duties and responsibilities:

  • Carry-out field-based data collect using mobile app.
  • Interact with right holders, stakeholders and CSO partners and gather necessary information and conduct quality checks.
  • Conduct data verification and provided onsite support to partner organizations on recording and reporting and data management.
  • Prepare and share situational reports based on the findings from field visits.
  • Document field-based experience from implementation, coordination and best practices (case studies, good practice, and positive example) for internal sharing.
  • Capture information on how GESI perspective is streamlined in implementation of Hamro Samman Project activities.
  • Travel across the project areas.
  • Facilitate M&E orientation on data collection tools with local levels and HS partners.
  • Collection of photos and videos including details like dates, locations, and the project site visited

TIMING, DURATION AND LOCATION:

The duration of the position with the successful applicant will be for the six months with possibility of extension. The position will be local residence of the respective project district and successful applicant will be district based and will frequently travel the project community of the district. For each district, one candidate will be assigned.

  • Remote monitoring report of respective project and activities should be submitted at real-time through mobile application
  • Monthly timesheet should be submitted by 5th of following month.
  • Work Location: Banke, Bardiya, Kailali, Kapilvastu, Kanchanpur, Kathmandu, Makwanpur, Nuwakot, Rupendehi and Sindhupalchwok. Locals will be given priority and encourage to apply.

QUALIFICATIONS:

Education: Bachelor’s degree in social science, rural development, social work, or other relevant education.

Technical: Basic skill to use smartphone for online data collection and reporting. Have experience of data collection, monitoring survey and reporting will be preferred

Experience/Skills/Knowledge:

  • One-year experience in the field of M&E, data collection, documentation. - trained in qualitative and quantitative data collection.
  • Experiences in working with Human Trafficking/ Law and Governance/program of government will be preferred
  • Capacity to work in an emergency context under stressful conditions and strict deadlines
  • Use of mobile applications for data collection and surveys
