Founded in 1983, the National Democratic Institute for International Affairs (NDI) is a nonprofit, nonpartisan organization working to strengthen and expand democracy worldwide. NDI works with democrats and democratic institutions in every region of the world to build political and civic organizations safeguard elections and promote citizen participation, openness and accountability in government. Headquartered in Washington, DC, NDI maintains offices in over 55 countries on five continents. Its diverse workforce of employees from 55 countries is united in the belief that democracies promote economic growth and development more consistently and equitably than non-democratic political systems. NDI’s office in Nepal has been operational since 1997 and has since collaborated with the Parliament, political parties, government agencies, and civil society.

NDI-Nepal is seeking proposals from eligible firms or Civil Society Organizations (CSOs) to jointly organize a series of policy dialogues or ‘Eco Talks’ with the Institute which focus on Nepal’s economy.  The purpose of these Eco Talks will be to support members of parliament to engage with stakeholders on key policy issues regarding Nepal’s economic development. 

This Terms of Reference (ToR) outlines the basic Scope of Work for a national organization or firm to conduct public policy dialogues for a duration of six months to support NDI Nepal under the USAID fundedNitiSambad (‘Policy Dialogue’) Project.


Scope of the agreement: 

NDI Nepal will partner with a CSO or Private Firm that focuses on the economy and sustainable development to jointly conduct six public policy forums, or ‘Eco-Talks’, on eight key issues impacting the economy, private sector and development in Nepal.NDI and the local CSO will conduct one forum per month starting in January 2022 inviting MPs, CSOs and private sector stakeholders to engage in discussions. Before each forum, the CSO/Private Firm will develop a policy brief and distribute it to all relevant policymakers. 

By providing a platform for MPs, CSOs and the private sector to engage more frequently, NDI Nepal hopes to build cooperation among the Federal Parliament of Nepal, academia, civil society and the private sector on the processes of policy research.  A ‘community of practice’ approach will be utilized to implement these activities. 

The CSO/Firm will be responsible for the following in close collaboration with NDI to:

  • Identify six topics for dialogue on Nepal’s economic development based on evidence and available research and guidance
  • Research and draft six policy briefs on the identified policy priorities; one before each dialogue for distribution at each event. 
  • Organizesixpolicy dialogues in Kathmandu bringing together multiple stakeholders including policymakers, civil society, private sector and others
  • Produce minutes and reports of each dialogue and distribute to all attendees. 
  • Produce a bi-monthly report of activities.
  • Produce a final report.

Contract Period:

Six months to begin in December 2021. 

Necessary Qualifications for aspirant CSOs/Firms:

  • Minimum of five years of organizational experience, including prior experience with economic policy issues
  • A strong understanding of Nepal’s economic landscape;
  • Demonstrated economic policy awareness with an ability to integrate macro and microeconomic perspectives into assigned deliverables.
  • A strong understanding of the domestic political and electoral framework;
  • Institutional capacity to engage in both English and Nepali languages; excellent English and Nepali language drafting skills essential;
  • Familiarity with and awareness of NDI and its partners and stakeholders;
  • Flexibility and an ability to work under pressure and to meet deadlines;
  • Understands the merits and values of professionalism
