About the project

The "Piloting L&D assessment and systems for climate-induced hazards" project aims to address the significant gaps in the systematic data collection, quantification and systematization of Loss and Damage (L&D) from climate-induced disasters in Nepal. This initiative is a collaboration between DanChurchAid (DCA) Nepal, Social Service Centre Nepal (SOSEC Nepal), Youth Innovation Lab (YI-Lab), and Kamaiya Mahila Jagaran Samaj (KMJS). The project focuses on both economic and non-economic L&D, particularly from extreme events and slow-onset hazards, to generate robust evidence and feedback for the national disaster management framework. This is crucial in ensuring that the impacts on marginalized and vulnerable groups are comprehensively accounted for, thus contributing to more informed decision-making and policy development at local, provincial, and federal levels.

Objective 

The objective of this consultancy is to conduct a comprehensive evaluation of Economic Loss and Damage (ELD) in the Tamor River Basin, with a specific focus on climate-induced hazards affecting hydropower projects. This will involve a detailed assessment of these hazards' economic impacts on the region's hydropower infrastructure, helping to quantify the financial toll of climate risks. Also, the consultant will work together with Youth Innovation Lab to develop a robust methodology for sectoral assessment of L&D, tailored to the unique context of the Tamor River Basin. This methodology will be structured in a case study format, ensuring it provides a clear framework for quantifying Economic Loss and Damage (ELD) that can inform future resilience strategies and policy development in the region.

Scope of the work

  1. Analyze the impact of climate-induced hazards on hydropower projects within the Tamor River Basin, focusing on historical and recent data.
  2. Identify and quantify the economic losses and damages (ELD) resulting from these hazards on hydropower infrastructure.
  3. Develop a tailored methodology for assessing L&D in the hydropower sector, considering the region's specific environmental and economic context.
  4. Conduct stakeholder consultations with local experts, government bodies, and hydropower project representatives to validate the findings and methodology.
  5. Present the results in a case study format, including actionable recommendations for future risk mitigation and policy planning.

Deliverables

Inception report outlining the work plan, methodology, and timeline for the evaluation and assessment.

Detailed assessment report on Economic Loss and Damage (ELD) in the Tamor River Basin, focusing on climate-induced hazards affecting hydropower projects.

Developed methodology for sector-specific L&D assessment and quantification of ELD, tailored to the Tamor River Basin context.

Case study report that applies the developed methodology to hydropower projects in the basin, with insights and findings.

Final report with actionable recommendations, conclusions, and policy suggestions for risk mitigation and adaptation strategies.

Consulting Timeline

The tasks need to be implemented from October 2024 to December 2024.

Required Qualifications

  • Advanced degree in environmental science, climate change, economics, engineering, hydrology, or a related field.
  • Proven experience in climate change impact assessment and Economic Loss and Damage (ELD) quantification, particularly related to climate-induced hazards.
  • Strong expertise in the hydrology, hydropower sector, Geographic Information System (GIS) and assessing the vulnerability of infrastructure to environmental and climate risks.
  • Demonstrated experience in developing sectoral methodologies for loss and damage assessment, with experience in case study development.
  • Ability to engage with stakeholders, including government agencies, local experts, and project representatives, along with excellent analytical, report-writing, and presentation skills.
