(STTA) Assessment of Existing Electricity Transmission and Distribution System and Supply Quality to Identify Location Distributed Generation/ Storage Systems for Integration of Renewable Energy into the National Grid)

Programme Background

The Nepal Renewable Energy Programme (NREP) is a Government of Nepal programme funded by the British Embassy-Kathmandu (BE-K) aiming to transformational change in Sustainable Energy development in Nepal through increased private investment resulting in low-carbon economic growth and sustainable energy access for all.  NREP operates in three Provinces: Madhesh, Lumbini, and Karnali.  The Programme is implemented by the Alternative Energy Promotion Centre (AEPC) with financial support from UKAid through the British Embassy-Kathmandu. the DAI Global UK Consortium—including DAI, Winrock International, Policy Entrepreneurs Inc., and SamriddhaPahad provides Technical Assistance to the programme.

Briefly, NREP has been designed to increase private sector investment to develop distributed renewable energy markets, primarily in commercial, institutional, and industrial market sectors; increase universal energy access, and a corresponding higher quality of life, to Nepali citizens living in remote regions and facilitate a policy, planning, legal construct, and regulatory environment conducive to both enabling and sustaining progress in RE market development and universal energy access.

Electricity Access Scenario in Nepal

As per the Economic survey report 2019/20 by Ministry of Finance, the share of traditional, commercial and renewable energy sources is 68.7%, 28.1% and 3.2% respectively. The total electricity consumption is 4,683 GWh of which Household consumption is around 43.3%, Commerce/trade is around 36.3%, Industrial consumption is around 7.9% and other sources constitute 12.5%. Out of the total consumption in Nepal about 32% is imported from India. The total installed capacity of grid is 1,355 MW of which 1,233 MW is from Hydropower, 54 MW from thermal plant, and 68 MW is from Renewable Energy. Off-grid RE mainly contributes around 32 MW. The electricity access has been reached to 77.2% of total population through the national Grid. However, the overall energy access was 90.0% till March 2020 (MOF). 

The Nepal government’s white paper on the energy, water resources and irrigation sector aim to increase production capacity to 15,000MW.  The current peak load electricity demand of Nepal is around 1,500 MW, according to the Nepal Electricity Authority (NEA). This is expected to increase to 2,379 MW by 2022 and 4,280 MW by 2030 in a business-as-usual scenario. But if there is reliable electricity for 24 hours per day then peak electricity demand would reach 2,744 MW by 2022 and 5,371 MW by 2030. However, the expansion of hydropower—mostly run-of-river (ROR) plants—poses new challenges to maintain the balance of supply and demand and system adequacy due to the daily and seasonal fluctuations in supply. Energy storage has the potential to help meet these challenges by managing fluctuations in electricity supply and maximizing the use of Nepal’s domestic hydropower. These initiatives and policies indicate that GoN and relevant stakeholders have realized the need to modernize and upgrade the power system. The NEA has managed to reduce the losses from 25.78% in FY 2015/16 to 17.18% in FY 2020/21 (NEA 2021), but still, it is almost double when compared with the average world loss (8.25%).

In the context, NREP is planning to hire a Power System Specialist to assess status and strength/weakness of existing distribution/T/L systems and energy quality in western part of Nepal and find ways to strengthen them such as feeding storage energy in the grid to enhance the grid quality. Either a consulting firm or individual expert who meets the required criteria as per TOR are encouraged to apply. Individual expert should be registered with VAT.
