Human Rights and Environment Development Centre (HuRENDEC) is a leading non-profit making Non-Government Organization (NGO) registered in Kalikot district, Nepal. Since its’ official establishment in 1997 (2053), it has been working on need-based action oriented multi-disciplinary areas through social mobilization especially focusing on research, Human Rights, Lobby and Advocacy for the rights of women, children and socially disadvantaged groups. Its major areas for working are Livelihood support, Micro Enterprise Development, Good-governance, Disaster Risk Reduction, Rehabilitation/Recovery Response, Natural Resource Management and Environment friendly rural infrastructure, Sustainable Utilization of (natural) Resources and Promotion of Renewable Energy Technologies for addressing adverse effects of the Climate Change. 

At present, we are seeking deserving candidates for following positions in “Adapting to Climate Induced Threats to Food Production and Food Security in the Karnali region of Nepal” program.

1.Agriculture Officer

Contract Type: H-SC 6

Title of Job: Agriculture Officer 

Job Location: Manma, Kalikot Karnali Province 

Report to:Project Coordinator

Contract Period: Up to 31 December 2019, possibility of extension 

Benefits: Nrs 50,000 per month

Purpose of the Position:

The agriculture officer will be responsible to implement project components of WFP funded "Adapting to Climate Induced Threats to Food Production and Food Security in the Karnali region of Nepal" project under the outcomes related to food and nutrition security, climate change adaptation (agriculture focused), economy improvement of household. Working in close collaboration with palika, duties of the officer include training to farmer groups, distribution of agricultural support, providing assistance for the promotion of agriculture related value chain activities, providing technical guidance to the agriculture team, data management, report writing, communication, coordination and networking with government and other relevant stakeholders.

Job Duties and Responsibilities: 

  • Support PC and other project staff to create the enabling environment at palika and for effective delivery of the agriculture components.
  • Provide full support and assistance to PC to develop detail implementation plan (DIP) of Agriculture component and lead the implementation of Food and Nutritional Security activities.
  • Under the guidance of project coordinator/ government line agencies provide technical support to JTA, Enterprise Development Officer, social mobilizers, and local communities to plan and implement agricultural related activities and ensure the quality of the work and meeting the deadline. 
  • Support in building capacity of staffs and key stakeholders to facilitate overall process of planning, implementation and monitoring of Agriculture plans at local and community level ensuring benefits to real climate vulnerable communities within project municipalities and considering good governance, gender and social inclusion. 
  • Work closely with project team during planning, implementation, monitoring and reporting of Agriculture components.
  • Support/promote pilot demonstration of agricultural related innovation, technologies and practice. 
  • Coordinate with government, other line agencies, private sector, local NGO/CBOs and other stakeholders for effective delivery of the Agriculture component, creating synergy and leveraging of fund.  
  • Regular field visit to backstop and monitoring of the program.
  • Support project coordinator to organize joint monitoring (district/ municipality) involving different stakeholders as per need.
  • Prepare project level synthesis report of agriculture component.
  • Support project coordinator gather and analyze information/data and to prepare Outcome Monitoring Summary (OMS) reports in-line with log-frame about challenges, progress and learning of project outcomes/outputs in specified time periods (e.g. bimonthly, quarterly, half yearly and yearly basis).
  • Support Project coordinator to maintain and compile database, case studies and reports as required.
  • Support project coordinator, WFP team/ project staffs to manage visit of visitors, guests and representatives from donor and other stakeholders as per need. 
  • Facilitate and ensure public auditing is being implemented in each activity implementation.
  • Perform duties as assigned by project Coordinator.

Key Skills and Qualifications:

  • Bachelor degree in Agriculture with at least 3 year of experience in relevant subject matter
  • Updated knowledge of key issues in rural development, climate change and agriculture.
  • Experience in usage of computers and office software packages
  • Consistently approaches work with energy and a positive, constructive attitude
  • Proven networking, team building, organizational and communication skills
  • Ability to work in multi-culture environment
  • Demonstrates good listening skills. Presents view in convincing way and aware of different perspectives, feelings and concerns.  
  • A clear understanding of contemporary development issues particularly on Agriculture and marketing. 

Experience of writing reports, good understanding of development sector of Nepal. Advance use of excel, word, power point and data analysis. Demonstrate flexibility and open mindedness. Cross cultural sensitivity and ability to interact well with diverse groups of people and multiple teams. Ability to write and speak good English.

2.Civil Engineer

Title of Job: Civil Engineer 

Job Location: Manma, Kalikot Karnali Province 

Report to:Project Coordinator/Senior Program Director and WFP

Contract Period : Up to 31 December 2019, possibility of extension

Benefits: Nrs 70,000/month

Purpose of the Position:

Civil Engineer will be responsible for overall construction related activities/components of WFP funded "Adapting to Climate Induced Threats to Food Production and Food Security in the Karnali region of Nepal" project in close coordination with senior program director, project coordinator and WFP. S/he will closely work with rural municipality, project staffs, HuRENDEC team, WFP team and MoFE team to bring positive synergy to increase adaptative capacity of vulnerable groups.   

Job Duties and Responsibilities: 

  • Feasibility study, design, drawing, estimate, construction supervision, quality assurance, progress measurement in line with engineering standards and norms for rural infrastructures, 
  • Introduce evolving construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
  • Design the preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
  • Take lead on the implementation of WFP Policies, standards, norms and practices related to engineering field ensuring compliance with wider WFP policies, procedures, guidelines and operations
  • Take the responsibility of procurement plan and procurement/ material tracking (MTS). 
  • Prepare generic specification/ standards for quality assurance so as to make sure that they are consistent throughout all schemes.
  • Prepare the overall health, safety & Environment (HSE) plan and ensure that site supervisor tailors it based on the project nature.

Key Skills and Qualifications:

First University/Bachelor degree in Civil Engineering or related Engineering discipline
S/he has a minimum of four years working in the rural infrastructure development sector (government, development partners, I/NGOs, private sector etc), has conducted engineering feasibility study, design, drawing, estimate and supervision, quality assurance and quantity measurement  of rural infrastructures (roads, trails, bridges, irrigation, building, drinking water supply etc), has knowledge of engineering specializations in relation to seismic mitigation, rural infrastructure, effects of monsoons, or environmental requirements, Excellent communication in English and Nepali – both oral and written, Proficiency with Microsoft Office Suite - inclusive of MS Project, and MS PowerPoint and AutoCAD and valid driving license.
